3 1. Project Background Since its construction in 1908 the Western Headworks (WH) Weir claimed over 20 lives. The weir incorporated an ogee weir profile which utilized a circulating hydraulic to reduce energy. This circulating hydraulic was named the Drowning Machine because once in the hydraulic swimmers and boaters had extreme difficulty to get out. Primary objective of the Harvie Passage was to enable river passage for non-motorized boats and enhance upstream fish passage while maintaining water delivery to the Western Headworks canal. This was achieved by constructing a series of pools and drop structures (riffles) that backflooded the weir; thereby eliminating the dangerous hydraulics. 4 1. Project Background (Cont d) The energy created through the drop structures allowed for the creation of recreational hydraulics for river users while maintaining upstream fish passage. The Low Water Channel (LWC) on river right consisted of five concreted boulder structures and five constructed pools to provide a bypass channel for novice boaters to pass downstream and fish to pass upstream and downstream. The High Water Channel (HWC) consists of five concreted boulder structures and three constructed pools to provide whitewater play areas for more experienced boaters and for fish to pass upstream and downstream.

BIA (Continued) Fish and Fish Habitat Bio-engineering slope treatment Reinstate upstream portage side channel fish habitat Net fish habitat gain not accounting for reinstating upstream fish passage BIA provided an assessment of temporary and residual effects and proposed mitigations. BIA presented a rating of residual effects and their relative significance. Identified cumulative effects. BIA presented proposed environmental monitoring during, and after, construction and commissioning.
21 6. BIA, Regulatory Applications and Approval Process Regulatory Applications and Approvals Met with AEP and DFO in February 2016, prior to submitting application, to discuss fisheries. Submitted regulatory applications to AEP, DFO, Transport Canada in February Met with AEP in April 2016 to present Issued for Tender Drawings, BIA, and review Water Act Application. Received Historical Resources Clearance in June Received Navigation Protection Program approval in August Received AEP Water Act Approval in August Received DFO Authorization in August 2016.
22 6. BIA, Regulatory Applications and Approval Process Construction started in August 2016 and is to be completed by June Water Act Approval is 156 pages long! Collaborative approach for construction contractor to prepare ECO Plan, Care of Water Plan, Turbidity Monitoring plan, Tree Protection Plan, etc. KCB s environmental scientist supporting construction for environmental compliance.
23 7. Work Restrictions Hours of work: 7 am to 7 pm Monday to Saturday. 9 am to 7 pm on Sundays and statutory holidays. Do not perform instream work activities between May 1 and July 15 and September 16 and April 5 of any year. Do not interfere with Western Headworks operation. AEP opens the sluiceway gates from October 1 to April 20 each year. Gates closed from April 21 to October 1. If requested, AEP will operate the sluiceway gates to divert river flows through the sluiceway and not over the weir. Schedule construction activities such that no more than 2 LWC offset deflectors or 2 LWC drop structure foundations and adjacent LWC pools are dewatered at a time.

Work Restrictions Complete HWC Drops #3L, #3R, and #4 on or before April 5, Complete the new LWC, except for placing boulder concrete at locations specified in the Contract Documents by August 1, Initial commissioning of the new LWC scheduled from August 1 to 15, Pathways within the Site Limits will not be closed during construction. Traffic accommodation strategy to facilitate construction access across and on pathways.
25 8. Care of Water Detailed care of water plans were required. The temporary river diversion channel was included in the construction drawings and paid under unit prices. Proposed isolation plans (i.e. temporary river diversion channel and cofferdam sequence) were included in the Water Act Application. Minimum top of cofferdam elevations were specified to aid contractors in preparing their bids. Contractor required to prepare an EPP for major runoff events and cofferdam overtopping. Contractor to perform turbidity monitoring required during construction (maximum allowable TSS is <25 mg/l above background). Placement of Bedding 5B, Riprap (all zones) in restricted depths of non-flowing (i.e. standing) water is permitted. Placement of Riprap 6C and Boulders 7B in HWC Pool #2 in flowing water is permitted.
26 Isolation Plans August 2016 to April 2017 Contractor could propose changes to the isolation plans but an amendment to the Water Act Approval would be required at no cost to the Minister. April 2017 to April 2018
