30 PUBLIC MEETING May Provide updates and best available information. 4 gates operational (thru July 2013) Timeframe contingent on barge removal, bulkhead placement, and rock dike removal Evaluation of measures to reduce flood risk Normal flows (42,000 cfs) passed at flat pool ft. 1 in 5 annual chance occurrence of a flood that exceeds the current low point (487.5) 1 in 10 annual chance occurrence of a flood that exceeds top of dike (488.6). Probability of overtopping (488.6) is 20 times greater with 4 gates operational than 8 gates operational. Provide the City with best estimate of discharges to implement voluntary / mandatory evacuation Monitor hydrologic conditions

44 FORENSIC ANALYSIS 44 Study to document, simulate and analyze the 2013 flood event HEC-RAS model with dam gate operations to simulate 2008 (calibration) and 2013 events Estimate the change in water surface due to barges and gate operations Surveillance footage to estimate gate operations and timing of event as it occurred Concluded 2013 event would have likely overtopped the earthen dike Magnitude and duration increased due to blockage caused by barges Gate operations to reduce outdraft would likely not increase overtopping (depth/duration) when compared to normal operations
