INITIAL ASSESSMENT - APRIL 20 22
DAMAGE SUMMARY & RESPONSE Public, commercial, and residential structures damaged WLS-TV Chicago News Story, Foundations collapsed, erosion of roads and yards 6 of 8 Tainter gates heavily damaged 2 Tainter gates inoperable with sunken barges Erosion of earthen dike Erosion around lock structure Erosion around the boiler house
NOW WHAT DO WE DO.. 24 Unified Command set up Coast Guard (lead), USACE and Navigation Industry Evaluate river forecasts and estimate discharges through the partially open gates Begin developing and refining hydraulic models Assess ways to stop flow through the dam and control pool, facilitate barge removal Assess flood risk and mitigation options due to inoperable gates Assess condition and damage to earthen dike Public meetings to communicate status and risks
NOW WHAT DO WE DO April barges impact dam 27 April begin work on rock dike 9 May bulkhead fabrication and earth dike repairs commence 14 May rock dike completion, navigation resumes 21 May public meeting to discuss flood risk 30 May begin raise of earth dike and rock dike 1 June complete raise of earth dike and rock dike 11 June downstream scour survey completed 17 June remove last barge 18 June upstream scour survey completed, bulkhead placed at Gate #2 27 June bulkhead placed at Gate #3 16 July rock work platform completed at Pier #2 1 August complete temp trunnion repair 1 August assessment of Gates #2 & #3 1 August complete trunnion assess field work

PUBLIC MEETING May Provide updates and best available information. 4 gates operational (thru July 2013) Timeframe contingent on barge removal, bulkhead placement, and rock dike removal Evaluation of measures to reduce flood risk Normal flows (42,000 cfs) passed at flat pool ft. 1 in 5 annual chance occurrence of a flood that exceeds the current low point (487.5) 1 in 10 annual chance occurrence of a flood that exceeds top of dike (488.6). Probability of overtopping (488.6) is 20 times greater with 4 gates operational than 8 gates operational. Provide the City with best estimate of discharges to implement voluntary / mandatory evacuation Monitor hydrologic conditions
RISK REDUCTION 31 Team evaluated ways to provide additional capacity for high flows to offset inoperable/damaged gates Reopen the mill race not feasible Emergency spillway over island not feasible Temporarily raise earthen dike HESCO s ~ Constructed 30 May 1 June Install temporary anchorage for gates 2 & 3 ~ 1 August
FINAL BARGE REMOVED June
BULKHEAD FABRICATION & INSTALLATION 33 Start: 9 May Install:18-27 June

PHASE I & PHASE II EARTHEN DIKE REPAIRS Phase I 9 May Repairs to restore integrity of dike Remove 20 trees Identify critical encroachments Phase II FY17 Award 41
PHASE II EARTHEN DIKE REPAIRS 42 Award FY17 Remove HESCO s Remove 42 trees Grub tree roots from Phase I Remove boat ramps Restore section & elevation
COSTS 43 Approximate Total Costs (Design, Construction, Oversight) Temporary repairs: $10 million Dam repairs: $25 million Earth Dike repairs: $8 million Total Cost: $43 million
FORENSIC ANALYSIS 44 Study to document, simulate and analyze the 2013 flood event HEC-RAS model with dam gate operations to simulate 2008 (calibration) and 2013 events Estimate the change in water surface due to barges and gate operations Surveillance footage to estimate gate operations and timing of event as it occurred Concluded 2013 event would have likely overtopped the earthen dike Magnitude and duration increased due to blockage caused by barges Gate operations to reduce outdraft would likely not increase overtopping (depth/duration) when compared to normal operations
