2 WWF REDD+ Positions Intro Forest Carbon Initiative WWF Forest Carbon Initiative The Forest Carbon Initiative signifies a network-wide effort of WWF to address the combined challenges of forest loss & degradation and climate change in a sustainable development context. The FCI draws on the expertise and experiences of staff from its international office and country office in developing and developed countries. This allows WWF to combine international and national policy work with project activities. 26 November

6 Presentation title can go here A Global Goal for REDD+ By 2020: Zero Net Emissions from Deforestation and Degradation Note: ZNEDD recognizes that in some circumstances, the conversion of forests may contribute to sustainable development and the conversion of the wider landscape, provided that biodiversity and high value conservation forests are protected and that the net quantity, quality and carbon density of forests is maintained. Sub-goals: Reducing conversion of natural forests close to zero (i.e. 95% reduction in deforestation) 75% reduction in gross emissions from deforestation and forest degradation Maximize conservation of biodiversity Source: WWF 2010, Global Goal for Reducing Deforestation and Degradation 26 November

7 Presentation title can go here Phased Approach Phase 1: Planning and Capacity Building Elements include identifying institutional and technical capacity needs, public participation and stakeholder consultation processes, designation of national entity for REDD+ implementation Phase 2: Testing Approaches and Scaling Up National plan, national reference levels/baselines, accounting, MRV systems, safeguards Pilot activities for learning and supporting scale up to national level Phase 3: Full National Implementation Readiness for national level implementation. National carbon accounting promotes real emission reductions and helps to prevent leakage (i.e. shifting of deforestation activities from one area to another) National approaches help to address root causes of deforestation by promoting improved policies and measures National programmes indicate a country-wide commitment and accountability Note: This does not mean that all REDD+ activities need to start at the national level. 9 Presentation title can go here MRV of Safeguards REDD+ has to be a viable development choice and as such generate benefits for local livelihoods and communities. Forest are more than carbon sticks. Primary forests provide are important for maintaining ecosystem goods and services, the livelihoods of indigenous peoples, Implications for safeguards: Internationally acceptable principles and criteria for social, environmental and governance safeguards need to be included in REDD+ Safeguards must be subject to monitoring, reporting and verification (MRV), allowing for independent, third-party verification and promoting transparency Source: WWF 2010, MRV of REDD+ Safeguards 26 November

13 Presentation title can go here From Copenhagen (COP15) to Cancun (COP16) Prior to Copenhagen REDD+ was one of the most negotiation topics At COP15 No agreement within UNFCCC, but Copenhagen Accord calls for funding and fast-tracking REDD+ In the wake of Copenhagen: Oslo Climate Forest Conference (OCFC2010), establishment of REDD+ partnership as a platform for information sharing, improved coordination and identification of financing gaps and overlaps Presentation to Company Name 26 November

14 Presentation title can go here Three scenarios for Cancun Scenario 1 ( The Pink or Very Optimistic Scenario ): Agreement. Decisions with REDD+ are comprehensive, including a global goal, references to Safeguards, MRV, Indigenous Peoples and Local Community rights, primary forest and biodiversity conservation Scenario 2 ( The more likely scenario ): Umbrella decision including REDD+ Scenario 3 ( The Worst Case Scenario ): No agreement, no decision Norway has taken a leadership role. No adequate decisions on REDD+ would lead to further delay of moving towards REDD+ readiness and further erode public confidence. Norway needs to push hard with like minded countries towards scenario 1. No agreement on REDD+ further increases the importance of bilateral and multilateral interim REDD+ activities Presentation to Company Name 26 November

16 Presentation title can go here Conclusions and Recommendations for Norwegian REDD+ engagement Norway has been an outstanding leader on REDD+. The current pace of progress within the UNFCCC and the REDD+ partnership process, posses a considerable reputational risk to Norway s investment in political leadership and resources. Within the UNFCCC: Norway needs to push hard for a comprehensive agreement in REDD+ (Elements: Goal, MRV, Safeguards, Indigenous People and Local Communities, Primary Forests, Biodiversity) To consider: If REDD+ decisions are tied to a larger climate change agreement and only an umbrella decision is possible, already agreed topics on REDD+ should be part of appendix to that umbrella decision (to avoid re-opening and further regression on REDD+ in future COPs) 26 November

17 Conclusions and Recommendations for Norwegian REDD+ engagement REDD+ Partnership Presentation title can go here Norway and partner countries need to re-focused the REDD+ Partnership on addressing key practical information, coordination and funding needs for advancing REDD+ readiness (as outlined in REDD+ partnership document at OCFC2010) The REDD+ partnership process should not be instrumentalized by individual countries, but promote positive, collective action The current stakeholder consultation process is inacceptable and not in the spirit of OCFC2010 The work programme for 2011 and 2012 requires an adequate time window for stakeholder consultation and should focus on immediate practical needs (rather than turning into an information gathering machine without clear applications) Key elements include improving absorptive capacity of funds in tropical forest countries/regions, identifying/strengthening technical capabilities, MRV and safeguards Furthermore the links of REDD+ and development planning need to be considered, if REDD+ should promote systemic behavioral change Presentation to Company Name 26 November

18 Conclusions and Recommendations for Norwegian REDD+ engagement Bilateral and Multilateral Investments Presentation title can go here Norway needs to continue to lead by example when engaging in REDD+ investments. Strong environmental, social and governance safeguards should be upheld and applied across all of Norway s REDD+ investments. Safeguards should be measurable, allowing for independent verification. This is particular important in the absence of a comprehensive UNFCCC agreement in light of the various multilateral and bilateral initiatives with various implementation partners. There should be a clear differentiation between primary forest and secondary forest and plantations. REDD+ needs to promote biodiversity conservation in addition to benefitting the climate and people. 26 November
