MINISTRY OF FORESTRY Ruandha Agung Sugardiman DG of Forestry Planning Workshop on step-wise approaches for national forest monitoring and REDD+ MRV capacity development Wageningen, The Netherlands 3-5 September, 2012
1. Discuss the recent United Nations Framework Convention on Climate Change (UNFCCC) REDD+ negotiations and related needs to provide dedicated technical synthesis input. 2. Present, discuss and synthesize experiences from REDD+ Monitoring Reporting and Verification (MRV) and national forest monitoring readiness and capacity development activities. 3. Discuss a framework for step-wise approaches for improving national forest monitoring and REDD+ MRV capacity development, and other urgent REDD+ MRV issues 4. Develop and consolidate ideas for a joint publication (i.e. journal paper, update of GOFC-GOLD Sourcebook, CIFOR policy brief) to be released at the Conference Of Parties (COP-18) in Doha.
The Cancun Agreements FCCC/CP/2010/7/Add.1, paragraph 71 Decision 1/CP.16 The Cancun Agreements: Outcome of the work of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention A national strategy or action plan; A national forest reference emission level and/ or forest reference level; A robust and transparent national forest monitoring system for the monitoring and reporting of REDD+ activities; A system for providing information on REDD+ safeguards. Report of the Conference of the Parties on its sixteenth session, held in Cancun from 29 November to 10 December 2010 Addendum Part Two: Action taken by the Conference of the Parties at its sixteenth session

System for Information provision on Safeguards is a system built to provide information about the implementation of the seven safeguards agreements based on Cancun (COP-16 Decision, Annex I.2) in REDD+ activities, both for national and international interests.
Characteristics Transparency, Inclusiveness, In line with national legislations, In accordance with national circumstances. Relevant policy instruments, concepts and practices relating to safeguards in Indonesia Design Simplicity, Completeness, Accessibility, Accountability. Dec. 1/CP 16 (REDD+ Guidance) SIS-REDD+ INDONESIA Dec. 1/CP. 16 (REDD+ Safeguards) Source: STANDARDIZATION, ENVIRONMENT, CLIMATE CHANGE. Ministry of Forestry, 15 June 2012 Other COP Guidance (incl. Dec. 2/CP.17) Provision of Information Structure, Mechanism, Institutions, Elements of safeguards, C & I to assess safeguards implementation.
Development SIS-REDD+ Indonesia is still in the process, takes an active role of all parties. Communications stakeholders for the improvement of SIS- REDD+ will be conducted at the national, provincial and district, taking into account the availability of resources. Targeted in October 2012 the draft SIS-REDD+ is ready to "test" its operation. COP still proceed to draw up "guidance" on the provision of further information safeguards. The principle used is "doing by learning" and "learning by doing" to go to a better and longer-term.
Measurable, reportable and verifiable SBSTA decision: To establish robust and transparent national forest monitoring systems [..] using a combination of remote sensing and ground-based forest carbon inventory approaches. Monitoring systems should provide estimates [..] suitable for review as agreed by the COP.
M R V Country level Monitoring systems at national level (forest inventories) International External independent Reporting verification Reported in a standardized way to an independent body Monitoring systems to be designed to facilitate the reporting and verification Guidelines for monitoring are being indicated in COP decisions (2/CP.13 and 4/CP.15), may need additions but probably good enough to start developing monitoring systems Guidelines and modalities for reporting and verification still to be developed by the COP United Nations Framework Convention on Climate Change
