5 Lieber (2000) defines e-government as:... implementing cost-effective models for citizens, industry, federal employees, and other stakeholders to conduct business transactions online. This concept integrates strategy, process, organisation and technology. Turban et all (2002) suggest that e-government encompasses applications of various technologies:... to provide citizens with more convenient access to government information and services; and to provide delivery of public services to citizens, business partners and suppliers, and those working in the government sector. 5
6 Wimmer (2002) based on Lenk (2001) presents a four-stage breakdown of the levels of government service that may be delivered electronically: 1. Simple what-is, what-is-required and where to go information on the service; 2. Possibility to contact people and to get further information (communication); 3. Downloading and handing in forms for applications of public services (interaction or contracting); 4. Handling a complete service (transaction). 6
7 According to the international bibliography, the development expenditure of a successful model of Electronic Government is based upon four levels. Particularly: 1st Level: Publication of the texts and the information packages of Public Administration. 2nd Level: Interaction, information sharing with the citizens by electronic means ( , fax, FAQS, e.t.c. ). 3rd Level: Transactions, giving the opportunity of electronic filling of applications, elaboration and payment. 4th Level: Combination of Services, citizens service coming from centers which provide unity of services concerning different levels and sections of the Public Administration. 7
8 ELECTRONIC GOVERNMENT POLICY IN GREECE The implementation of the operational program KLISTHENIS (January 1995) constituted the first step of E Government policy in Greece. 1. TAXIS project for the development of electronic tax services and the pilot project 2. SYZEYXIS for the creation of a electronic national public administrative network. 8
9 ELECTRONIC GOVERNMENT POLICY IN GREECE The second step began in 1999 with the publication of the White Book Greece in the Information Society, Strategy and Actions, a globally strategy with actions in multiple sectors of economic and social activities. The second stage of the Electronic Government included the development of the network places of the ministries, their general secretariats and of some public services. 9
10 THE METHODOLOGICAL FRAME OF THE RESEARCH 10
11 AIM OF THE RESEARCH The basic aim of the research that is carried out is the evaluation of E Government services that are offered within the framework of the Greek State, as well as the determination of essential conclusions concerning their existing and future development as well. 11
12 STAGES OF THE RESEARCH Preliminary Analysis: Within the framework of this stage, the purposes of the evaluation research were determined, as well as the criteria which are going to be used for the evaluation. Realization of the research: The next stage includes the evaluation E Government application. Results Conclusions: The last stage of the research includes the analysis working out of the elements as well as coming to the appropriate final conclusions. 12

14 DATA PROCESS METHOD S The data process base on a Decision Support System named MINORA (Multicriteria Interactive Ordinal Regression Analysis). MINORA is a computerized trial error process allowing the decision maker to detect any possible inconsistency between his subjective ranking and the estimated additive utility. Full consistency is achieved when the maximum utility corresponds to the top of the ranking and falls progressivelly towards its tail. 14

23 There is an important breadth of the improvement of E - Government that function in the Greek Dominion. The services, which are offered to the Citizens, that visit the E - Government network places are judged as almost satisfactory. The use of modern technologies in the public sector creates new conditions. The development of the information society has as a result the need for frequent changes in the public sector. 23

25 Continuation of the evaluation of the Electronic Government in the frame of Greek Dominion. In the frame of these new evaluations many criteria must be taken under consideration. Research concerning the acceptance of services of the Electronic Government from citizens. Counter Research concerning the citizens satisfaction deriving from the usage of services of Electronic Government. Research concerning the function of the Electronic Government in the in the frame of the Democracy. 25
