10 TENDER GENERAL TERMS AND CONDITIONS 1. SUBMISSION OF TENDER: The Tender cover should be sealed and the envelope should be addressed to the O/o General Manager(Marketing), TCMPF limited, No.2-A, Pasumpon Muthuramalingam Salai, Nandanam, Chennai-35 and sent before the due date and time. The Technical bid along with the EMD and prescribed annexure without the price bid and the price bid should be submitted in separate envelopes only, duly signed and sealed. The two envelopes should be super scribed in bold letters as Technical Bid and Price Bid respectively. Both this envelope should be put in another envelope and signed and sealed and put it in the tender box before the closing date and time at the sole responsibility of the tenderer. All the enclosed tender documents shall form part of the contract. It would be presumed that the Tenderers have acquainted themselves with each stage of work involved and the working conditions before submission of tender. Tenderer or his/her representatives should personally deposit the tender well before the closing time and date in the tender-box earmarked for the purpose. Federation will not accept any responsibility if the tender is not dropped in the Tender-box personally by the tenderer. If the tender is submitted by post the same must be mailed by Registered Post/Courier. The cover super scribed in bold letter with Tender No/Closing date, should be addressed as per address mentioned in the covering letter. The postal delivery must take place before the due date & time of tender closing and the Federation is not responsible for the postal delay. All the columns in the Tender documents and schedules to be filled in and signed and no column should be left blank. This is a two-cover system tender. Cover A & 'B' should be sealed separately I. Cover "A" should contain the following details. a) EMD Remittance details with DD or PAY ORDER OR Proof of exemption of EMD payment. b) Tender forms - 1,2,3A & 3B Cover A has to be supercribed as Tender for the Name Board / Interior and Exterior Contract II. Cover "B" should contain the rate quotation (Form No.4) only. Only one Tender should be sent in one envelope. For any violation the tender will be rejected. Documents shall not be received after closure of the Tender Box. Tender received late / Without EMD or proof of exemption / Not meeting the tender condition / Incomplete in any aspect is liable to be summarily rejected. EMD: Each tender should be accompanied by an EMD of Rs.10,000/- (Rupees Ten thousand only) per vehicle in the form of DD/P.O. in favour of, TCMPF limited, Payable at Chennai failing which the Tender will be summarily rejected.

11 SECURITY DEPOSIT: 1. The EMD will be automatically converted as a part of SD for the successful tenderers. 2. The Federation reserves the right to increase the Security Deposit amount at its discretion. No interest will be paid on the E.M.D./S.D/Additional S.D. This shall be refunded after six months of the successful completion of the contract or audit/ reconciliation whichever is earlier and subject to the production of original receipt. PRE-BID: Pre tender meeting will be held at the office of the General Manager(Marketing) TCMPF Ltd, Marketing Unit, No.2-A, Pasumpon Muthuramalingam Salai, Nandanam, Chennai-35. NATURE OF WORKS: A. EVALUATION CRITERIA: This tender is floated in two-bid system i.e. Technical bid & price bid. Technical bid will be first opened on the scheduled date and will be evaluated. Price bids of the tenderers, who have qualified in Technical bids, will be opened on subsequently notified date. (A) TECHNICAL BID EVALUATION: 1. EMD in the form of DD / Pay Order should be enclosed. If not, Proof of Specific exemption order should be enclosed. 2. Experience in similar works for minimum 3 years necessary documents to be enclosed. 3. Annual turnover minimum 50 Lakhs for last 3 years necessary proof has to be enclosed 4. VAT registration and PAN registration is essential proof to be enclosed.

12 (B) COMMERCIAL BID EVALUATION: Lowest tender will be arrived at on the basis of rate per square feet or rate Per nos. as the case may be for each items separately. NEGOTIATION: 1. Federation reserves the right to negotiate with any or all Tenderers. Tenderer(s) may be required to visit this office as advised to them for negotiation/verification of documents entirely at the cost of Tenderer. 2. Only the proprietor or authorized representative of the firm should personally attend such negotiation as commitments made and / or clarification given during negotiations will be binding on the Tenderer. He should carry the necessary authorization to attend such negotiation and hand over the same to the Federation s representatives participating in negotiation.. OFFER VALIDITY: The Tendered rates will be held valid for a minimum period of 90 days from the date of opening of the Technical bid. PERIOD OF CONTRACT: The contract shall be for a period of ONE YEAR from the date of work order. AGREEMENT: The successful tenderer should execute an agreement in Rs.20/- stamp paper TERRITORIAL JURISDICTION: The parties hereby agree to take recourse to their legal remedies within the territorial jurisdiction of the DR (Dairying) Thiruvallur.
