DELEGATIONS/PRESENTATIONS 3. STAFF REPORTS 3.1 ADMINISTRATION City Clerk's May 21, 2014 report regarding the Area 'D' boundary extension referendum request. THAT the City of Campbell River Council officially request that a referendum be held on Saturday, June 28, 2014 to allow electors within the proposed extension area of Electoral Area 'D' of the Strathcona Regional District to vote on the boundary extension proposal; AND THAT the Mayor be authorized to respond to the Minister's letter to confirm that the City of Campbell River Council: acknowledges the short time frame for holding the referendum vote; commits to making all reasonable efforts to provide information to citizens of the proposed extension area, in order to make an informed decision; and supports the appointment by the Minister of a Chief Election Officer for the referendum; AND FURTHER THAT Council endorse the attached draft letter to Minister Oakes in response to the conditions outlined in the Page 1 of 7

Bate, Deputy City Clerk DATE: May 21, 2014 SUBJECT: Area D Boundary Extension Referendum Request Recommendations: THAT the City of Campbell River Council officially request that a referendum be held on Saturday, June 28, 2014 to allow electors within the proposed extension area of Electoral Area D of the Strathcona Regional District to vote on the boundary extension proposal; AND THAT the Mayor be authorized to respond to the Minister s letter to confirm that the City of Campbell River Council: acknowledges the short time frame for holding the referendum vote, commits to making all reasonable efforts to provide information to citizens of the proposed extension area, in order to make an informed decision, and supports the appointment by the Minister of a Chief Election Officer for the referendum; AND FURTHER THAT Council endorse the attached draft letter to Minister Oakes in response to the conditions outlined in the Minister s May 16 th letter. Background: In response to the City s Boundary Extension Proposal delivered to the Ministry on April 16 th, the City received the attached correspondence from Minister Oakes on May 16 th. The letter confirms that the Minister would be prepared to order a referendum on the proposal for Saturday, June 28, 2014 subject to the following conditions: receiving an official request from the City and the Regional District not later than May 23, 2014; acknowledgment by both the City and the Regional District that this is a short time frame within which to hold the referendum; commitments from the City and Regional District that they will make every reasonable effort to provide the best possible information to citizens of the designated portion of Area D, in order that they can make an informed decision; support for the Minister s appointment of a Chief Elections Officer for the referendum. 5 MAY BRITISH COLUMBIA Ref: His Worship Mayor Walter Jakeway and Members of Council City of Campbell River 301 St. Anne's Road Campbell River, BC V9W 4C7 Mr. Jim Abram, Chair Strathcona Regional District Cedar Street Campbell River, BC V9W 7Z8 Dear Mayor Jakeway and Chair Abram: I am writing to you in response to a recent meeting I had with Ms. Brenda Leigh, Director for Electoral Area D of Strathcona Regional District, and responding to a letter from Mr. Ron Neufeld, General Manager Operations/Deputy Manager, City of Campbell River, to Ministry staff dated April 16, From this, I understand that both the City and the Regional District wish to have a referendum by the end of June 2014 on the proposed boundary extension by the City to enclose part of Area D into the City of Campbell River. I recognize the interest of both parties in a resolution of the boundary extension question well before the general local government election; however, I am concerned with the limited time available to organize a referendum and the ability to ensure that citizens have the information they need to make a well informed decision on this most important question. After careful consideration, I have concluded that I would be prepared to sign an order for a referendum on Saturday June 28, 2014, provided that I receive before the end of day of Friday May 23, 2014 the following: 1. Resolutions from the Council of the City of Campbell River and the Board of the Strathcona Regional district requesting the referendum. 2. Acknowledgment by both the Council and the Board that this is a short time frame within which to hold the referendum. 3.
