3 Glssary A-weighting db db(a) Frequency (Hz) L 10 L 1 L max A spectrum adaptin that is applied t measured nise levels t represent human hearing. A-weighted levels are used as human hearing des nt respnd equally at all frequencies. Decibel a unit f measurement used t express sund level. It is based n a lgarithmic scale which means a sund that is 3 db higher has twice as much energy. We typically perceive a 10 db increase in sund as a dubling f that sund level. Units f the A-weighted sund level. The number f times a vibrating bject scillates (mves back and frth) in ne secnd. Fast mvements prduce high frequency sund (high pitch/tne), but slw mvements mean the frequency (pitch/tne) is lw. 1 Hz is equal t 1 cycle per secnd. Nise level exceeded fr 10 % f the measurement time. The L 10 level represents the typical upper nise level and is ften used t represent traffic r music nise. 5 1 Intrductin Resnate Acustics has been engaged by Urbis Pty Ltd t prepare a planning stage acustic reprt fr the prpsed new Western Pwer Dept at Jandakt Airprt. This reprt cvers the main types f envirnmental nise emissin frm the site as part f the study: - Vehicle mvements n site - Staff activities - Tls and cmpressrs (wrkshp building) - Mechanical plant and generatrs 1

6 2 Prject Descriptin The new prpsed Western Pwer Dept is t be lcated at Site 516 and cnsists f administratin ffices, warehuse and wrkshp space, vehicle maintenance facilities, strage, and parking. It is planned t perate during the day, and will attended by 750 staff. The develpment site is shwn belw in Figure 1 in the cntext f acustically significant features. The nearest sensitive receiver is the residential prperty at 41 Being Way apprximately 150 m suth f the site bundary. This residential prperty will be used t assess cmpliance f the prpsed develpment with the Envirnmental Prtectin (Nise) Regulatins The rads within 100 m f the site have a traffic cunt f less than 15,000 per day and are therefre nt classified as majr rads under State Planning Plicy 5.4. On this basis an assessment f nise emissin frm traffic either generated by this site, r therwise n lcal rads, is nt required. 7 3 Criteria The site is lcated n Federal land assciated with Jandakt Airprt. WA State legislatin and nise limits d nt apply t activity undertaken n Federal land. The Cmmnwealth Airprts Act 1996, hwever references the requirement t undertake an assessment f, and the cntrl f envirnmental impact in Sectin 71 (h) (iii) and (vi) Hwever, as there is n specific Federal nise cntrl legislatin n this subject, the fllwing State legislatin has been used as a guide fr the assessment f envirnmental nise impact 3.1 Envirnmental Prtectin (Nise) Regulatins 1997 The Western Australian Envirnmental Prtectin (Nise) Regulatins 1997 prvide limits fr acceptable nise frm peratins assciated with industrial r cmmercial premises. The allwable nise level (called Assigned Nise Level ) is affected by the time f day as fllws: Lwest levels at night (10 pm t 7 am any day r t 9 am Sundays and Public Hlidays); Higher levels during the evenings (7 pm t 10 pm) and n Sundays and Public Hlidays (9 am t 7 pm); and Highest levels during the day (7 am t 7 pm Mnday t Saturday). These Assigned Nise Levels may als be mdified (i.e. increased) if there are significant influencing land uses within 100 m and 450 m radii f the sensitive receiver including: industrial land use znings; cmmercial znings; and the presence f majr rads. Significant industrially zned land, as well as the majr rads in the area have been assessed and the envirnmental nise emissin criteria (assigned levels) include these influencing factrs have been derived fr sensitive receivers impacted by the site. Regarding majr rads, Jandakt Rad was measured in 2017 t carry 14,862 vehicles per day (Mar 2017). This number f vehicles is clse t 15,000 vpd which is the threshld fr cnsideratin f a Majr rad under the Envirnmental Prtectin (Nise) Regulatins Where natural grwth in traffic vlumes is apprximately 2-5% pa, the verall traffic vlume in this area will exceed 15,000 vpd by The assigned levels are presented in Table 1. 3

In the unlikely event that tnality, impulsiveness r mdulatin is present in the nise signals then rectificatin measures are required t remve these characteristics frm the nise surce, where practicable. Otherwise a 5 db mre-stringent criterin wuld need t be cnsidered 3.2 Ambient Nise Envirnment The ambient nise envirnment in the nearby residential area is characterised by aircraft nise frm Jandakt Airprt and vehicle nise frm Jandakt Rad, as previusly described abve. 4

9 4 Assessment 4.1 Descriptin f nise surces Mst activities assciated with the prpsed develpment ccur within the internal areas f the buildings, except fr the maneuvring f vehicles in and arund the site. N regular manufacturing r fabricatin prcesses are prpsed at the dept. The frecast traffic mvements n site are apprx vehicles per day, f which 11% are heavy vehicles. The lcatin f nise surces is anntated in Figure 3. These vehicles include: Heavy Fleet (Large): 4m wide x 12.5m lng x 4m high clear (includes EWP s Crane Brers, Crane, Jinkers). Heavy Fleet (Small): 3m wide x 6m lng x 4m high clear (Tractr, Trailers, Frklifts, Fire Pump Equipment). Light Fleet: 2.6m wide x 5.5m lng x 2.5m high clear (typically 4wd vehicles, sme with racks and rf munted equipment). 4.2 Required treatments A m high slid barrier is recmmended alng the suthern bundary. Preliminary cnstructin materials t be cnsidered include: Either 0.42 mm BMT Clrbnd Steel sheeting n external skin internal skin f 9mm Fibrus Cement munted n a minimum 75 mm steel pst, t a height f 2.1 m 75 mm wall cavity filled t be filled with hydrphbic, bagged acustic insulatin, 50 mm thick, 11 kg/m3 glasswl A single Clrbnd skin abve 2.1m is acceptable. Or Minimum 90 mm masnry/cncrete The cmbined sund pwer level f the mechanical plant shall nt exceed L A10 98 db during the day. If any mechanical plant selected fr the site is tnal in nature (at the nearest residences as per the Envirnmental Prtectin (Nise) Regulatins 1997 definitin), then the maximum permissible cmbined sund pwer level f the selectin shall be 5 db lwer (ie L A10 93 db). The allwable level may be increased by 5 db if a slid barrier is installed which matches the height f the cndensers and blcks the line f sight t the nearest sensitive receivers. The use f pneumatic tls within the wrkshp must be accmpanied by ne f the fllwing the adjusted sund pwer f equipment nt t exceed L Amax 116 db quiet equipment is purchased with an adjusted sund pwer level n greater than L Amax 105 db, r sufficient acustic absrptin is intrduced int the wrkshp that the sund pressure level utside the pen rller shutter drs des nt exceed 82 db 5

10 4.3 Nise frecast The frecast nise level at 41 Being Way, within 15 m f nise sensitive buildings (Receiver A) is prvided in Table 2. These frecasts are based n the implementatin f the nise management plan as utlined in Appendix A, and have been assessed fr day-time peratin when the facility is intended t perate. 70 heavy vehicle mvements per hur have been mdelled, alng with 20 medium and 11 light vehicles. The heavy vehicle start / acceleratin is frequent enugh t influence the LA10 nise statistic. 12 5 Cnclusins A preliminary assessment f envirnmental nise emissin has been undertaken fr activity assciated with the prpsed Western Pwer Dept at Jandakt Airprt. The frecasts under the appended nise management plan shw that envirnmental nise emissin frm the develpment site meets the Envirnment Prtectin (Nise) Regulatins 1997 criteria develped fr the area surrunding the site. 8
