3 Requirements fr cntents f the EIA statement The EIA statement must cmply with the requirements stipulated in Executive Order n. 68 f 26 January 2012 n envirnmental impact assessments (EIA) in cnnectin with prjects n establishing ffshre electricity prductin plants, as well as Executive Order n f 13 December 2010 n impact assessments cncerning internatinal nature cnservatin sites and prtectin f certain species in cnnectin with prjects n establishment, etc. f ffshre electricity prductin plants and ffshre electricity supply grids. The EIA statement must include the infrmatin and studies listed belw. Hwever, changes may ccur depending n the results f the ESPOO hearing which ends in autumn The EIA statement must include the entire ffshre wind turbine prject, i.e. als plants and installatins ffshre and nshre. Realisatin f the ffshre wind turbine prject requires an expansin f the electricity grid nshre, as well as crdinatin between planning authrities nshre and ffshre (the Danish Nature Agency and the Danish Energy Agency) as early as pssible in the prcess. Within reasnable ecnmic framewrks, Energinet.dk must apply the best pssible methd and technique t cmply with the EIA statement requirements. The EIA statement must be prepared n the basis f the principle f the largest pssible envirnmental impact as a cnsequence f the expected prject. Energinet.dk must cntact relevant players fr an assessment f scenaris in relatin t the number f turbines, height, structure types, etc. that are cnsidered feasible when establishing the technical installatin. This applies t all the studies described here. The envirnment T the extent necessary, relevant knwledge frm the envirnmental demnstratin prgramme fr large-scale ffshre wind farms must be included. Please als nte that the Natinal Centre fr the Envirnment and Energy at Aarhus University hlds cmprehensive baseline data material n mammals and bird studies which can be included in an EIA if necessary. Preliminary cnclusins frm the EU-LIFEprject, with the purpse f examining the ppulatin f prpises in the Baltic Sea and identify ptential cre areas fr the species, may be drawn upn as a surce f data in the EIA. Furthermre, t the extent that analyses are published, it is pssible t draw n these analyses frm ther ffshre wind turbine prjects. An assessment f ptential cumulative effects must be prepared n: the nature and envirnmental cnditins in the area (n lcal and reginal scale) migratin patterns such as ptential barrier impacts which wuld prevent the passage f marine mammals and birds. the extent and significance f any habitat lsses fr endangered bird species as a cnsequence f establishing mre ffshre wind farms in the Kriegers Flak area.

4 ptential effects, such as risk f cllisin and displacement effect in the Kriegers Flak area s ppulatin f endangered bird species are t be examined. The EIA assessments f cumulative effects which are t determine the effect f the prject may, t the extent that this is relevant, draw upn the envirnmental mnitring at Rødsand as well as the envirnmental mnitring prgramme fr large-scale ffshre wind farms. The cumulative effects must, as a minimum, cmprise the ffshre wind farms Baltic 1 and 2 as well as the resurce extractin activities in the area. The EIA must include assessments f impacts n benthic (bttm-dwelling) fauna and flra, fish, mammals and birds, including their fd surce and pssible use, migratin patterns, visual and acustic impacts. Visualisatins Visualisatins must be made using virtual techniques frm relevant Danish pints. Visualisatins f turbines must be carried ut with day and night marking in respect f aircraft and shipping peratins in simulated very clear, clear as well as misty weather. Safety f navigatin A risk assessment must be carried ut f the safety f navigatin, and the specific lcatin must be adapted in rder t reduce the risk f cllisin as much as pssible, and s that the risk can be accepted by the Danish Maritime Authrity. The analysis shuld encmpass preventive measures surrunding ffshre wind turbines t avid ships cllisin, including drifting ships, as well as the imprtance f changed traffic patterns in surrunding areas, including the significance f new traffic patterns fr safety f navigatin. The cntents f the risk assessment must be clarified with the Danish Maritime Authrity. The risk assessment f safety f navigatin shuld als include the design f the turbine structure cmpared with the impact n the hull f a ship in the event f a cllisin, including different types f ship, draught cnditins, weather cnditins, etc. In the event that DC cables are used fr the grid cnnectin f Kriegers Flak, a risk assessment f the pssibility fr cmpass disturbance errrs shuld be carried ut. The risk assessment must als include an analysis f the risk fr ships extracting and transprting raw materials frm the resurce extractin area centrally placed at Kriegers Flak. The Danish Castal Authrity must be infrmed abut and have the pprtunity t cmment n this part f the risk analysis. Radi links and radar Fisheries Radi links and radar installatins which may be affected by the farm must be analysed and the likely effects must be examined. The EIA statement must include a statement f landings and the value f fishing in the area, as well as an assessment f the shrt and lng-term financial lsses f fishermen. This includes an examinatin f the effects f the ffshre wind farm n spawning areas in the area. In additin, an

5 assessment must be carried ut f nuisances in the cnstructin phase, e.g. nise and ther nuisances such as sedimentatin spreads that will affect fish and yung fishes. In the peratinal phase this als includes any nuisances in cnnectin with infra-sunds and magnetism. Furthermre, the EIA statement must include a descriptin f the cnsequences fr fishing due t the laying ut f cables between the turbines. Backgrund reprts n fishing-related interests shuld include: VMS data fr the affected ICES squares (vessels ver 24 metres since 2007, vessels ver 15 metres since 2009 and vessel ver 12 metres since 2012) divided per tl r fishing. Landings frm the square in type/weight and value Calculatin f type/weight and value fr small vessels <10 metres in the waters (nearest prts). Calculatins must cver a 10-year perid Reprts must include the mst imprtant slipways fr the area Detailed mapping f cd fishing Marine archaelgy An archaelgical analysis and preliminary investigatin must be carried ut t clarify whether prtected prehistric mnuments will be disturbed in cnnectin with cnstructin wrk. This analysis must be carried ut by an accredited marine archaelgical museum. The examinatin prgramme will be established in cllabratin with the Danish Agency fr Culture, Energinet.dk and the relevant museum. In this cnnectin, the Danish Agency fr Culture must have the pprtunity t cmment n the cnfiguratin f the equipment package(s) used. The Danish Agency fr Culture may lay dwn terms in the frm f specific requirements fr the surveyer s interpretatin and reprts n anmalies. Cntrls n dcuments must be carried ut using the Kulturhistriske Centralregister (DKC), the Marine Achieve at the Viking Ship Museum, private registers, and infrmatin must be cllected frm users in the area (e.g. relevant sprts diving clubs). Examinatins must be carried ut in sufficient time fr the results t be included in the EIA statement. In cnnectin with muselgical review f the gephysical survey reprts, the museum must ensure access t all surce data in the frmat frmerly agreed with the museum. On the basis f the review f survey data, it may be relevant t examine selected psitins by diving. This analysis and any diving peratins are als carried ut at the expense f Energinet.dk; see als sectin 29g(4) f the Museum s Act.
