2 REQUEST FOR QUALIFICATIONS (RFQ) FOR ENGINEER DESIGN & CONSTRUCTION ADMINISTRATION SERVICES PIER B SOUTH REHABILITATION INFORMATION AND INSTRUCTIONS TO ARCHITECT / ENGINEERS 1.0 GENERAL INFORMATION 1.1 The Alabama State Prt Authrity (ASPA) intends t prcure a qualified Engineer (A/E) t prvide prject management, engineering design, cst estimating, permit applicatin preparatin, and cnstructin administratin and inspectin services fr the Pier B Suth Rehabilitatin Prject (Prject). The estimated cnstructin cst is $7,000,000 t 10,000,000. This RFQ is the first step in the prcess f selectin f a qualified firm. Up t five (5) firms will be selected, based n qualificatins, t submit Technical and Fee Prpsals fr the Prject. 1.2 The Statement f Qualificatins (SOQ) must be submitted as utlined in Sectin 4 at the date and time described therein. 1.3 Questins and inquiries pertaining t the selectin prcess shuld be directed t Jsh Bell at jjbell@asdd.cm by the date indicated in Sectin ASPA shall nt be held respnsible fr any ral instructins. Any changes t this Request fr Qualificatins (RFQ) will be in the frm f an addendum, which will be psted n the website ASPA reserves the right t reject any r all SOQs, t waive any infrmality r irregularity in any SOQ received, and t be the sle judge f the merits f the respective SOQs received. 1.6 A pre-submittal cnference and site tur fr the Prject will be held n the date indicated in Sectin 5 at the time and lcatin specified therein. ASPA staff will discuss the scpe f wrk, general cntract issues and respnd t questins frm the attendees. Because staff will nt be available t respnd t individual inquiries regarding the prject scpe utside f this pre-submittal cnference, attendance at this pre-submittal cnference is highly recmmended. 1.7 The Pier B Suth Rehabilitatin prject cnsists f upgrading and updating the existing pier structure. The existing pier structure was cnstructed in 1925 and is lcated at the ASPA Main Dcks Facility in Mbile, AL. The upgraded pier will maintain an identical ftprint as the existing pier (apprx. 135,000 SF). The upgraded pier structure will include an increased structural lading capacity. The upgraded f ancillary items such as fender systems, utilities, rail facilities, etc. is included. 1.8 The A/E will be selected n the basis f demnstrated cmpetence and qualificatin fr the type f services required withut regard t fee, and thereafter ASPA will negtiate a cntract fr the design and cnstructin administratin services at a fair and reasnable fee with the best qualified firm, within the ASPA Bard f Directrs apprved amunt. 1.9 The A/E will be an integral member f the Prject Team, cnsisting f the A/E, Cntractr, representatives frm ASPA, and ther cnsultants as required.

3 2.0 ANTICIPATED SCOPE OF WORK After being selected, the A/E will execute a cntract with ASPA t prvide prject management, site explratin, alternative design studies, detailed design, plans preparatin, cst estimating, cnstructin administratin, and cnstructin inspectin services fr the Prject. The scpe f services may include the fllwing disciplines: marine, structural, civil, getechnical, mechanical, electrical, and envirnmental. The list prvided in this sectin is nt intended t be all inclusive. The final Scpe f Wrk will be negtiated with the Firm selected fr the wrk. 3.0 STATEMENT OF QUALIFICATIONS SELECTION CRITERIA 3.1 The A/E will be selected thrugh a qualificatin-based selectin prcess. Firms interested in prviding design and cnstructin administratin services must submit a Statement f Qualificatins (SOQ) that addresses the fllwing evaluatin criteria. Applicants are encuraged t rganize their submissins in such a way as t fllw the general evaluatin criteria listed belw. Infrmatin included within the SOQ may be used t evaluate yur firm as part f any criteria regardless f where that infrmatin is fund within the SOQ. List and briefly describe 3-5 cmparable prjects cmpleted by yur firm r currently in prgress; include yur firm s rle, and discuss cntract amendment histry, if applicable. Fr each prject, include: cntract value and cnstructin value (riginal value plus cntract amendments, if applicable), prject wner, prject lcatin, cntact name and title, address, current/accurate telephne number, fax number, and address. c. A minimum f three referrals and references frm ther agencies and wners. If pssible, references shuld be frm the prjects listed abve. d. List and describe any litigatin; arbitratin; claims filed by yur firm against any prject wner as a result f a cntract dispute; any claim filed against yur firm; terminatin frm a prject. e. Relevant factrs impacting the quality and value f wrk. 4.0 SUBMITTAL REQUIREMENTS 4.1 The SOQ shall include a ne (1) page cver letter, a ne (1) page table f cntents and a maximum f 20 pages t address the SOQ criteria specified in Sectin 3, fr a maximum f 22 pages excluding Resumes. Resumes fr each key team member shall be limited t n mre than ne (1) page and shall be attached as Appendix A. The Sectin 3.3 SOQ Submissin Verificatin page des nt cunt twards the ttal page cunt. 4.2 One electrnic PDF cpy n a CD and ne hard cpy f the Statement f Qualificatins with Appendix A must be submitted by the date and in the lcatin indicated in Sectin 5 belw. The name f the firm must be included in the title f the submittal. 4.3 Failure t cmply with the fllwing criteria may be grunds fr disqualificatins: Receipt f submittal past the specified cut-ff date and time t the specified lcatin/address. Adherence t maximum page requirements. 4.4 Adherence t the maximum page criteria is critical; each page side (maximum 8 1/2 x 11 ) with criteria infrmatin will be cunted. Pages that have phts, charts and graphs will be cunted twards the maximum number f pages. 5.0 SELECTION PROCESS AND SCHEDULE 5.1 A minimum 3-member Prject Evaluatin Bard will evaluate each Statement f Qualificatins (SOQ) accrding t the abve criteria, as well as past perfrmance evaluatins, and select three t five finalists that will be Shrt Listed fr the prject. A Request fr Prpsals (RFP) cntaining a mre detailed scpe f wrk will be sent t these Shrt List firms. Prpsal guidelines, requirements, ranking criteria, and a detailed scpe f wrk will be included in ASPA s Request fr Prpsal.

6 The Shrt List firms will meet with the Prject Evaluatin Bard fr interviews. The purpse f the interview will be t expand n the infrmatin prvided in the Prpsal, nt t repeat infrmatin already prvided. Thse firms selected fr the Shrt List will be prvided additinal instructin by ASPA. Thse firms nt selected fr further cnsideratin will be ntified. 5.2 The fllwing tentative schedule has been prepared fr this prject. Firms interested in this prject must be available n the interview meeting date. Pre-submittal cnference: March 21, 2018 at 10:00 AM in the Killian Rm f the Internatinal Trade Center at 250 N. Water Street, Mbile, Alabama. Deadline fr inquiries: March 23, 2018 at 5:00 PM RFQ Submittal Deadline: March 30, 2018 Submittal Infrmatin The SOQ shall be submitted in a sealed cntainer that is plainly marked STATEMENT OF QUALIFICATIONS FOR RFQ ASPA-TS PIER B SOUTH REHABILITATION and bear the name f the prime prvider.
