2 POSITION TITLE Land and Water MINISTRY AND DIVISION Environment: Environmental Protection Division BRANCH AND SECTION Waste Management Branch, Division UNIT OR PROGRAM Lower Mainland Region SUPERVISOR'S POSITION TITLE, Lower Mainland CLASSIFICATION GEOGRAPHIC LOCATION Surrey SUPERVISOR'S CLASSIFICATION PROGRAM FUNCTION (Purpose of the program and of the organization in which the position operates) The main purpose of the Pollution Control Branch is to protect the environment throughout the province through the effective control of waste discharged to air, land and water by industry, municipalities and individuals. PURPOSE OF POSITION AND SUMMARY OF ITS FUNCTIONS The main purpose of this position is to protect land and water from pollution, within the Lower Mainland Region. Key duties are: to administer pollution control permits and approvals for discharge of wastes to land and water; to interpret legislation and policy for dischargers, prospective dischargers and/or their consultants; to write site reports and resumes for applications for permits and approvals; to provide technical and administrative direction to one or more technical support staff on a specific project basis; to design and recommend ambient and discharge monitoring programs for approval by the ; to provide technical input and advice to representatives of other agencies and other levels of government; to investigate and report alleged violations of pollution control legislation; to investigate, report and recommend action on accidental spills, to assist as required in directing clean-up operations of oil or hazardous chemical spills; and to perform other related duties as required. ORGANIZATIONAL STRUCTURE AND WORKING ENVIRONMENT Branch services are provided through six regional offices, each with a regional manager reporting directly to the Chief of the Division. The authority and accountabilities of each are virtually the same. The structure of the Lower Mainland office has the Land and Water, the Assistant, the Processing, the Biologist and the Air reporting directly to the. Only the Director of Pollution Control has authority under the Pollution Control Act to approve or reject the applications for permits to discharge waste. The Director of Pollution Control issues approvals on the recommendation of the. The does have authority to issue control orders to require additional works or to close down an operation. He is responsible for the initiation of approved legal action. The manager also determines: whether to recommend approval of permits processed by the region; whether waste discharge systems comply with permits, approvals and the Act; whether to recommend enforcement action and by what means (suspension or prosecution). The Land and Water, under the general direction of the, administers Pollution Control permits and approvals to regulate the discharge of waste materials to land and water, and assists in the enforcement of the Pollution Control Act. The directs, advises and reviews the work of the Land and Water.
3 POSITION'S SPECIFIC FUNCTIONS AND HOW THEY ARE PERFORMED 1. Administers pollution control permits and approvals for discharge of wastes to land and water, by: reviewing, assessing and approving plans and other material submitted, for compliance with permit or approval requirements; interpreting monitoring data and evaluating the performance of treatment works, inspecting treatment works with permittees; meeting with permittees to resolve problems in achieving compliance with permit conditions; reporting to the on the performance of treatment works and on compliance with permits or approvals issued; recommending appropriate enforcement action as required, including prosecution and presenting evidence in court. Interprets legislation and policy (Pollution Control Act, Pollution Control Objectives, Litter Act) for dischargers, prospective dischargers, and/or their consultants, by: advising dischargers and prospective dischargers of the requirements of the Pollution Control Act, Pollution Control Objectives, and Litter Act; assisting applicants to prepare acceptable permit and approval applications, providing technical advice to applicants regarding available and suitable treatment works alternatives. Writes site reports and resumes for applications for permits and approvals, by: evaluating applications for permits and approvals through site inspections and follow up reports making recommendations regarding the suitability of the site and adequacy of existing or proposed treatment works. Providing technical and administrative direction to one or more of the technical support staff on a specific project basis, by: instructing and directing staff in the collection and interpretation of monitoring data; providing advice in the writing of site reports. Designs and recommends ambient and discharge monitoring programs for the approval of the Provides technical advice to other agencies and other levels of government, by: attending inter-governmental agency meetings, council meetings and meetings of local technical planning committees; attending public meetings or hearings regarding contentious discharges. Investigates and reports on alleges violations of pollution control legislation, by: conducting on-site inspections to ascertain whether discharges are in compliance with legislation and any existing permits or approvals; recommending remedial action as necessary, either directly to the discharger or, in the case of enforcement action, to the.

POSITION'S SPECIFIC FUNCTIONS AND HOW THEY ARE PERFORMED (CON'T) Investigates, reports and recommends action on accidental spills; assists as required in directing clean-up operations of oil or hazardous chemical spills; and performs other related duties as required. 1. QUALIFICATION REQUIREMENTS Education, Experience and Occupational Certification Bachelor's degree preferable in civil or chemical engineering, with at least three years' experience in the engineering field applied to industrial processes and/or municipal works; or an equivalent combination of qualifications. Registration as a Professional with the Association of Professional s of BC. 2. Knowledge, Abilities and Skills Familiarity with the operation and design of pollution control treatment works, solid-waste disposal, related legislation and regulations, monitoring data relative to environmental impact, and the effects of liquid and solid waste discharges to the receiving land and water environment. Ability to communicate effectively in writing and verbally, to negotiate solutions to pollution problems and to deal with specialists within the BC Government, industry and other government agencies, including senior elected and appointed officials on sensitive issues.
