1 Fairfield City Council Job Description Job Details Job Title: Department: Division: Group: Reports to: Senior Development Engineer City and Community Development Development Planning Engineering Assessment Coordinator Engineering Assessment Date: 6 May 2010 Position Purpose/Job Summary Organisational Context The Development Planning Division is a Division of Fairfield City Council. The Division is a part of the Environmental Standards Department, which is responsible for ensuring relevant State Government and community regulations are implemented in a fair and reasonable manner, for the benefit of Fairfield City residents and landowners. The Division aims to implement regulations (both State and Local) to better achieve the Council's vision of a cleaner, greener and safer Fairfield City. The Development Planning Division, which consists of two Branches, being Development Planning and Engineering Assessment, contributes to Council s Strategic aims directly and indirectly, advising developers on how best to achieve land use outcomes (as described in Council's Local Environmental Plans/Development Control Plans and general policies) and to minimize environmental and amenity concerns for residents. The Engineering Assessment Branch, primarily oversees the following regulatory functions of Council: Engineering aspects of building, industrial and commercial developments and all subdivision approvals Inspections associated with civil engineering components of building works and all areas of subdivision approvals Position Purpose The purpose of this position is to provide professional advice and the application of a broad range of professional skills in engineering assessment of development applications and construction certificates. This is achieved through correct application of best practice design processes and standards through primarily an advisory and regulatory role. Page 1 of 8
2 Key responsibilities include: To provide a Professional Engineering input into the Development Application (DA) and Construction Certificate (CC) process. Analysis of DA's, CC's with respect to drainage, traffic etc. ensuring they meet Council's Codes and policies. Responsible for the operation of Council's on-site detention policies. To provide advice to Executive Managers, Team Leaders, Coordinators and other employees, both inter and intra department, on complex technical matters and make recommendations. To provide advice to developers on Council's policies and procedures. To prepare engineering conditions for new developments and assist in the formulation of new standard conditions. Discuss and explain development projects to interested or affected residents. Assessment and processing of development applications, including subdivision. Preparation of reports to Council and Committees of Council. Attend Development Advisory Meetings and Development Control Unit Meetings as required. Assessment of applications under Part V of the Environmental Planning and Assessment Act, Preparation of Policies and Development Control Plans in relation to engineering and subdivision matters. Checking works-as-executed plans for compliance with Development Consent and Compliance Certificate. Inspections of OSD basins for issue of Section 88G Certificates. Act in the role of Co-ordinator Engineering Assessment as required. The Senior Development Engineer is a key position in Fairfield City Council and reports directly to the Co-ordinator of Engineering Assessment and works closely with the other areas of Environmental Standards and City Services Department and with the public, other key internal and external stakeholders. The Senior Development Engineer is required to perform professional engineering work demanding a degree of originality, judgment, and knowledge in more than one field of expertise (for example, when assessing road and stormwater drainage designs) in a particular field relevant to the services provided by the Engineering Assessment Branch. The responsibilities of the Senior Development Engineer requires self motivation and the ability to work with minimum supervision as on the job decisions are often complex and are made with a high degree of independence. The Senior Development Engineer is required cover a variety of disciplines and has significant interaction with the community, external consultants, contractors, agencies and authorities. The position is responsible for resolving any conflicts that might arise through the conflicting objectives of these diverse organisations. Page 2 of 8
3 Knowledge, Skills, Qualifications and Experience required Knowledge Proven professional skills and qualifications in engineering relevant to the work of the Development Planning Division including: the civil design and construction of roads, pavement and stormwater drainage, traffic and road safety management, and traffic engineering, involved in development assessment. A comprehensive understanding of the Local Government Act, 1993, Environmental Planning and Assessment Act, 1979 and the Building Code of Australia Skills Specialist knowledge in development assessment. Page 3 of 8 Specialist knowledge in civil engineering. Fluency and self-reliance in computer software such as: MS Excel, MS Word, Cad Design and in the use of specialist hydraulic and hydrologic computer software such as ILSAX, DRAINS, HEC-RAS, RAFTS. Proven ability to deal tactfully and effectively with people at all levels and to represent Council capably to developers, their consultants and to the general public. Proven ability to appraise proposals quickly and efficiently. Ability to negotiate/solve disputes with public and consultants/contractors. Proven design skills. Ability to develop innovative solutions by lateral thinking to achieve Council's objectives where conventional practices are impractical or non-viable. Highly developed communication skills, both oral and written with the ability to present concise and accurate reports and to convey Council's requirements and objectives. Experience Assessment and determination of Development Applications and Construction Certificates in relation to engineering matters in accordance with the requirements of the Local Government Act, 1993, Environmental Planning and Assessment Act, 1979 and the Building Code of Australia. Broad experience and exposure to civil engineering in its wide range of subdisciplines relating to road construction, road design, traffic management, subdivision, drainage, and flood mitigation. Experience in land use planning, development control and environmental impact assessment. Experience in or associated with the building and development (including land development, ie subdivisions) industries. Ability to work in a position which has a level of independence and minimal supervision. Management of professional and technical personnel. Well developed and demonstrated negotiating skills.
4 Qualifications Education: Minimum Degree in Civil Engineering suitable for membership of Engineers Australia. Desirable Post graduate studies which cover such topics as Town Planning, Traffic Management, Law, Environment, Stormwater Drainage and Supplementary training on Occupational Health and Safety issues. Licences / Tickets / Affiliations: Minimum Desirable Key responsibilities New South Wales Drivers Licence Class C (Motor Car) Membership of Engineers Australia % of time Assessment of Development Applications in relation to engineering aspects; drainage, traffic, roads, flooding and pollution control. 65 Meeting with developers and/or their consultants, including Development Advisory Meetings, to advise on Council's policies relating to drainage and flood mitigation and to approve/reject/advise on drainage analysis submitted for Council's approval. 10 Review Applications for Construction Certificates for compliance with conditions of DA consent and assessment of engineering aspects. 10 Advice to residents/interested parties (counter inquiries) regarding all engineering aspects of DA's and CCs 5 Attend Development Control Unit meeting and comment on engineering aspects of applications, as required by Coordinator Engineering Assessment 5 Assess Pollution control devices (Clean Waters Act) required as a condition of DA consent. 2.5 Reviewing works-as-executed plans, and inspections, to ensure compliance with Development Consent. 2.5 Page 4 of 8

Provide information and updates regarding Development Applications in relation to engineering matters as requested Discuss issues or specific problems to gain support or approval for work or policy decisions Undertake projects as directed by the Coordinator Engineering Assessment Daily contact: Provide input from the Engineering Assessment perspective on regulatory and Statutory requirements based on the organisation s broad strategic aims Providing referrals, conditions comments and reports in a clear, concise and timely manner in relation to engineering matters for Development Applications and Construction Certificates Providing specialist advice on engineering issues External Communicating with Professional Institutions Developers Private Certifying Authorities Consultant Engineers, Architects Contractors General public Nature of Communication Contact as required / daily Provide information as requested, Discuss Development Applications in relation to engineering aspects. Provide feedback Negotiate with stakeholders on behalf of Council eg, for, integrated development, State Government policy relevant to the development applications Discuss construction issues Prompt professional advice / consultations. Provide clear request in writing regarding interpretations of pertinent legislation. You will, on occasions, have cause to consult other Government Organizations. It is required such communications are prompt and in a professional manner. Such occasions may require you to brief the Coordinator Engineering Assessment of such enquiries / communications / new developments. Position Dimensions Delegations Proposed Financial delegation level: Refer to Instrument of Delegation Decision-making Authority & Accountability This position provides a sound technical advisory role to people within and outside of Council. This advice can commit Council and can have significant impact upon external parties dealing with Council, particularly in the area of interpretation of legislation and Council policies and regulations. The position is responsible for ensuring relevant State Government and community regulations are implemented in a fair and reasonable manner in relation to assessment of engineering matters within Development Applications and Engineering Construction Certificates. This position is accountable for the advice given to peers and supervisors and for the integrity, validity and reliability of advice provided to clients. Act in role of Co-ordinator Engineering Assessment in the absence of that person Problem Solving The Senior Development Engineer will be able to apply their education and training to a Degree level to identify and use a number of methods to interpret and solve problems. The incumbent will need to interpret knowledge of established procedures/ guidelines and complex legislation and be able to follow alternative courses of action in assessing Development Applications and Construction Certificates. This role will also assess and determine development applications in relation to engineering aspects and in accordance with the Environmental Planning and Assessment Act and related regulations, therefore requiring significant knowledge and understanding of various legislative acts, regulations, policies, guidelines and standards. Typical challenges that may be faced include: Identify and ensure that sensitive issues are flagged for the attention of the Coordinator Engineering Assessment, or the Environmental Standards Executive Manager. Work harmoniously within a multi-disciplinary team with key stakeholders that may have different interests. Participate within interdisciplinary groups to find holistic, informed solutions to problems. Particularly as the problems are rarely prescriptive and require the use of high level critical analysis and thinking skills Page 6 of 8

8 APPENDIX 1 Occupational Health and Safety Responsibilities The following responsibilities, authority and accountabilities set out hereunder form part of your position description. A summary of your OHS responsibilities resides within the OHS Management System, primarily in Section 1, 1.2 Management Responsibility and Accountability. 1. OHS RESPONSIBILITY Set a high standard and provide leadership that progresses Council's Occupational Health and Safety programme to achieve its stated objectives by encouraging the involvement of all people in achieving a safe and healthy workplace. Achieve set occupational health and safety objectives and develop plans to implement programmes and procedures to ensure compliance with the relevant health and safety legislation and standards. Programme training for site specific needs. Provide the necessary resources, plant and equipment to ensure the highest standards of health and safety where appropriate, and within the finances made available from the council. OHS AUTHORITY Take such actions as required to ensure Council's OHS Management Systems are followed and are part of the continuous improvement process. 2. ACCOUNTABILITIES Implement, monitor and maintain the Council's OHS programme. Assist in progressing council towards continuous improvement in the WorkCover and Occupational Health and Safety model for Self Insurers. Ensure that all site specific training is identified, planned and completed with satisfactory attendance. 4.
