1 Decision of the 91 st Meeting of the Expert Committee held on 26 th September, 2018 AGENDA NO. 2.1: IMPORT OF ELECTRICAL AND ELECTRONIC ASSEMBLIES ETC M/s Intel Technology India Pvt. Ltd., Bangalore, Karnataka (23-76/2011-HSMD): Recommendation: (i) (ii) The applicant had imported used EEAs 2,373 nos. against the approval of 9390 nos. with the stipulation of re-export. The applicant now wants to retain 1195 items and the remainder has already been re-exported. The applicant falls in the category of STPI units with investment of more than 50 crores and as per the amendment notification dated 11 th June, 2018 there is no obligation for re-export. The committee therefore recommended that the applicant may be permitted to retain 1195 items which were imported against permission dated 15 th January, 2016 for 9390 nos. of EEAs. The applicant had imported nos. of EEAs from 2016 onwards as per schedule III D of HW Rules, 2016 under which permission from MoEF&CC was not required. However, they were required to re-export these items within three years. As per the amendment dated 11 th June, 2018 there is no obligation for reexport. The committee recommended that they may be permitted to retain these nos. of EEAs M/s Department of Earth Sciences, IIT Roorkee, Roorkee, Uttarakhand (new application): Recommendation: The equipment was being used in Colorado School of Mines, USA by Professor and now he wants to bring it to India for R&D at IIT Roorke. He has been given permission by the US University to bring it to India. The committee therefore recommended to import of 1 unit of Pseudo Triaxial System along with accessories M/s Alcatel-Lucent India Ltd., Bangalore(F. No /2011-HSMD): Recommendation: The applicant did not turn up for the meeting. So, the matter is deferred till they confirm for the presentation M/s NI Systems India Pvt. Ltd., Bangalore, Karnataka(F. No /2015-HSMD): Recommendation: The applicant is supplying instruments to various industries for measurement and testing. These instruments have to be recalibrated from time to time. The proposed instruments are to be used for recalibration and are proposed to be imported from their sister concern from Malaysia. The Committee noted that some of the instrument are as old as 2007 make. The committee therefore recommended the import of 91 st Meeting of the Expert Committee - 26 th September, 2018 Page 1 of 6
2 154 nos. of used electronic equipment subject to the condition that they should not be allowed to keep these instruments for more than 3 years without any further extension. AGENDA NO.2.2 IMPORT OF LEAD SCRAP M/s Siyarco Industries, Jodhpur, Rajasthan (New application): Recommendation: Being a first timer, the Committee recommended site visit by Central Pollution Control Board to ensure compliance of Standard Operating Procedure as prescribed by the Ministry. No /2009- HSMD): Recommendation: The Committee recommended import 11,000 MT of lead scrap (ISRI Code: Radio, Rents, Relays, Rakes, Ropes, Rails, and Racks) and 6,000 MT of lead scrap (ISRI Code: Rains with not more than 2% of liquid/electrolyte by weight in a given lot/consignment/container) M/s Kaycee Batteries & Alloys Pvt. Ltd., Jalandhar, Punjab (F. No /2014- HSMD): Recommendations: Based on the site visit report submitted by CPCB, the committee recommended import of 2,880 MT of Lead Scrap (ISRI Code: Radio, Rakes, Relays, Ropes, Rails and Racks). AGENDA 2.3.: IMPORT OF USED RUBBER TYRES SCRAP M/s Parekh Rubber Company, Anand, Gujarat (F. No /2015-HSMD): Recommendation: The applicant had earlier been given permission for import of 5,000 MT of old/used rubber tyres scrap (multiple cuts/ Shredded/Press Baled) in January,2018. Based on the consented capacity, the Committee recommended import of 12,000 MT of old/used rubber tyres scrap (multiple cuts/ Shredded/Press Baled) for manufacturing of crumb rubber. 91 st Meeting of the Expert Committee - 26 th September, 2018 Page 2 of 6
3 M/s Shivalik Reclamations Pvt Ltd. Ranchi, Jharkhand (F. No /2009-HSMD): Recommendation: The applicant had earlier been given permission for import of 5,500 MT of used rubber tyres scrap (multiple cuts/shreds/press baled) in May,2018. Based on the consented capacity, the Committee recommended import of 10,000 MT of used rubber tyres scrap (multiple cuts/shreds/press baled) for manufacturing of crumb rubber powder and reclaim rubber M/s SNR Reclamations Pvt. Ltd., Ludhiana (F. No /2015-HSMD: Recommendation: The Committee recommended 1,500 MT of used butyl rubber tubes scrap for manufacturing of butyl reclaim rubber M/s Green Rubber Crumb Pvt. Ltd., Raigad, Maharashtra (23-186/2014-HSMD) : Recommendation: The committee recommended 21,500 MT of old and used tyres scrap (multiple cuts/shredded/press baled) for manufacturing of rubber crumb M/s Sai Crumb Rubber, Ranga Reddy Dist., Telangana (new application): Recommendations: Being a first timer, the Committee recommended site visit by Central Pollution Control Board to ensure compliance of Standard Operating Procedure as prescribed by the Ministry. The report of CPCB should inter-alia include total area of the Unit, details of equipment installed, assessment of capacity of unit, the quantity processed, power load and consumption in previous financial year M/s Zion Industries, Kottayam, Kerala (F.No.23-6/2016): Recommendation: The applicant has proposed to import rubber powder for manufacturing of reclaim rubber products for export. Although it is made from used rubber tyre it has been processed to make it suitable as a raw material for use in making reclaim rubber product. Therefore, it cannot be considered as waste. As such, this import does not need require permission from Ministry M/s Lesca International, Raigad Maharashtra (New Application): Recommendation: The applicant showed samples of rubber chips of different sizes being manufactured by them which cannot be directly used by the rubber reclaimers or for mixing with bitumen. They are supplying these chips to crumb manufacturers who are authorized. Being a first timer, the Committee recommended site visit by Central Pollution Control Board to ensure compliance of Standard Operating Procedure as prescribed by the Ministry. Ltd., Tirupur, Tamilnadu: capacity, the committee recommended import of 4,000 MT of used rubber tyres scrap (press baled/shredded/multi cuts) for the manufacturing of Crumb Rubber. AGENDA NO.2.4: IMPORT OF Non Activated Glass Cullet/Ferro Manganese Slag/ Zinc Ash/Dross/Residue/Spent Catalyst M/s Asahi India Glass Ltd., Haridwar, Uttarakhand (New Application) Recommendation: The committee recommended import of 15,000 MT of non activated glass cullet M/s Maithan Alloys Ltd., Burdwan District, West Bengal (new application) Recommendation: The committee recommended to call the applicant for discussion to explain raw material proportions for making product M/s Sunshine Laboratories (India) Pvt. Ltd., Navi Mumbai, Maharashtra (89 th Meeting) Recommendation: The committee recommended Committee recommended site visit by Central Pollution Control Board. However, to facilitate site visit by CPCB while the plant is in operating condition, the Committee recommended import of 250 MT Zinc Ash/Dross/Residue M/s Eurecat India Catalyst Services Pvt. Ltd., Bharuch, Gujarat (F.No /2015- HSMD) Recommendation:- The Committee recommended import of 500 MT of used Spent Catalyst for recycling and recovery purpose. 91 st Meeting of the Expert Committee - 26 th September, 2018 Page 5 of 6

No /2012-HSMD) Recommendation:- The committee recommended recommended amendment in the description as Li-ion batteries for mobile phone, Li-ion batteries for laptop, Ni-MH batteries for small appliances" in earlier permission letter dated 9/7/ M/s Tamilnadu Petroproducts Ltd., Chennai, Tamilnadu (F. No /2009-HSMD) Recommendation:-The committee recommended export of 20 MT of Spent Catalyst containing platinum metal for recovery of platinum metal. In addition, with regards to import of used rubber tyres scrap the quantity has been revised based on the CTO given by State Pollution Control Board and approval of the competent authority in the Ministry. 91 st Meeting of the Expert Committee - 26 th September, 2018 Page 6 of 6
