2 Developing Sea Mapping and Sea Zoning (Marine Spatial Plan) Shifting Paradigm, from Terestrial based to Marine based Environmental preservation, which included appropriate waste segregation, wastewater treatment, solid waste management and recycling process. Implement precautionary efforts, including building refugee centers at safe location for disaster prone areas or for extreme cases, redeploying residential and business area. Capacity Building especially in implementing customer satisfactory corporate culture in goverment environment. Improve participation from every levels of society as well as improve coordination from various governmental offices.

5 Coastal and Small Islands Management Plan consist of : Strategic Plan, Zonation Plan, Management Plan and Action Plan. (Article 7, Law No. 27/2007). Article 7 ayat 3, Law No. 27/2007: The Local Governments are mandated to develop all the plans as mentioned above according to their authorities.
