In Canada, the management of wastewater is subject to shared jurisdiction, which has led to inconsistent regulatory regimes and varying levels of treatment across the country Through various consultation processes, interested parties have consistently indicated the need for all levels of government to develop a harmonized approach to managing the wastewater sector in Canada. --From wastewater systems effluent regulations CCME strategy under Fisheries Act $10-13 billion to meet CCME requirements

13 Governance: Shared Responsibilities Federal Government: Environment Canada: regulates pollutants; protects species at risk. Fisheries and Oceans Canada: protects fish populations and habitat in receiving waters and urban streams. Infrastructure Canada: provides and administers infrastructure cofunding for local government projects. Provincial Government: Ministry of Environment: regulates liquid waste and approves Liquid Waste Management Plans. Ministry of Community and Rural Development: infrastructure financing; provides co-funding to local governments for civic projects. Ministry of Health: regulates on-site ww treatment (ie - septic tanks) Ministry of Agriculture and Lands: agricultural land management.
14 Governance: Shared Responsibilities Local Government: Metro Vancouver and GVS&DD Board: trunk sewers and major WWTPs industrial waste discharges, Implement required regional actions Municipal members of the GVS&DD: collector sewers, storm water systems, implement municipal actions, set local land use plans and community development standards. First Nations: constitutional rights must be taken into account in planning process Homeowners, businesses, institutions, and crown corporations: private property sewer connections and private storm water management systems
