1 DECREE OF THE GOVERNOR OF CENTRAL SULAWESI NUMBER: 522/84/DISHUTDA-GST/2011 CONCERNING ESTABLISHMENT OF WORKING GROUP ON REDUCING EMISSIONS FROM DEFORESTATION AND FOREST DEGRADATION PLUS (REDD+ WG) OF CENTRAL SULAWESI PROVINCE 2011 THE GOVERNOR OF CENTRAL SULAWESI Having considered : a. that in order to support the implementation of the Reducing Emissions from Deforestation and Forest Degradation Plus (REDD+) Program in Central Sulawesi Province, a Working Group needs to be established. b. that those whose names and positions are mentioned in the Appendix to this Decree are deemed capable and qualified to be appointed as members of the Working Group (REDD+ WG) of Central Sulawesi Province. c. that based on the considerations of points a and b above, it is regarded necessary to establish Central Sulawesi REDD+ WG by a Decree of the Governor of Central Sulawesi. Having borne in mind : 1. The Constitution of 1945, Amended in 2002, Chapter XA on Human Rights. 2. Regulation of the Minister of Forestry Number P.36/Menhut-II/2009 on Procedure of Business Permit for Carbon Sequestration and/or Storage at Production Forests and Protected Forests.
4 HAS DECIDED : To Promulgate : FIRST : To establish a Working Group of Reducing Emissions from Deforestation and Forest Degradation Plus (REDD+ WG) of Central Sulawesi Province with membership as mentioned in the Appendix to this Decree. SECOND : The Central Sulawesi REDD+ Working Group as referred to in the FIRST point of this Decree has Main Duties and Functions as follows: A. WORKING GROUP 1: POLICY ON IMPLEMENTATION OF REDD+ (PROVINCIAL STRATEGY) 1. To provide input, technical considerations and recommendations to the Local Government regarding implementation of REDD+ activities and scheme in Central Sulawesi Province; 2. To facilitate coordination, synchronization, and integration between provincial and district/municipality government (sub-national) with national government as well as international community with regards to implementation of REDD+ activities and scheme in Central Sulawesi Province. 3. To consult with various parties to develop strategy for the implementation of REDD+ in Central Sulawesi Province. 4. To prepare draft strategy for the implementation of REDD+ in Central Sulawesi Province. B. WORKING GROUP II: INSTITUTION AND METHODOLOGY 1. To formulate the Criteria, Indicator and Preconditions for the Implementation of RED+ in Central Sulawesi Province; 2. To facilitate study in methodology, monitoring, evaluation, mechanism and comprehensive payment distribution on the implementation and decision making in Implementation of REDD+ in Central Sulawesi Province;

To encourage and build a communication system that is harmonic, dynamic and transparent with the National REDD+ Task Force and/or other REDD+ relevant activities in an effort to improve knowledge and understanding as well as enlightenment to impact and consequence of deforestation and forest degradation. C. WORKING GROUP III: DEMONSTRATION ACTIVITIES 1. To formulate the Criteria, Indicators and Requirements for selection of Location for REDD+ Demonstration Activities and REDD+ scheme in Central Sulawesi Province; 2. To carry out function of mediation in order to minimize conflict and find solution for inter-stakeholder issues related to implementation of REDD+ in Central Sulawesi Province; 3. To consult and recommend locations potential as REDD+ Demonstration Activities in Central Sulawesi Province. D. WORKING GROUP IV: FPIC, EMPOWERMENT AND DEVELOPMENT OF LOCAL CAPACITY AND COMMUNITY 1. To carry out public education as well as awareness-raising/information dissemination regarding climate change and REDD+ scheme in reducing emissions from deforestation and forest degradation in Central Sulawesi Province; 2. To foster and create a collaborative spirit among stakeholders in the implementation of REDD+ activities in Central Sulawesi Province; 3. To carry out efforts to increase ability and capacity of community in reducing and controlling emissions, deforestation and forest degradation in Central Sulawesi Province; 4. To recommend FPIC steps and procedure in REDD+ pre-conditions and implementation in Central Sulawesi Province. FOURTH : All costs incurred due to the issuance of this Decree will be sustained by the Local government Budget and or other legitimate sources of financing.
