3 International Exchange of TEEB Ecological Progress in China In the Keynote Report of the 18th National Congress of Communist Party of China (CPC), the promotion and realization of ecological progress was taken as a very important issue. It was pointed out that Promoting ecological progress is a long-term task of vital importance to the people's wellbeing and China's future. Faced with increasing resource constraints, severe environmental pollution and a deteriorating ecosystem, we must raise our ecological awareness of the need to respect, accommodate to and protect nature. We must give high priority to making ecological progress and incorporate it into all aspects and the whole process of advancing economic, political, cultural, and social progress, work hard to build a beautiful country, and achieve lasting and sustainable development of the Chinese nation.

4 International Exchange of TEEB The 5th Sino-German Workshop on Biodiversity Conservation was jointly held by CRAES and BfN in Lanzhou in July 2012, China

5 International Exchange of TEEB Dr. Pavan Sukhdev, Prof. Beate Jessel, Prof. Meng Wei answered questions as thematic chairs in International High-Level Forum on the Economics of Ecosystems and Biodiversity (TEEB) -Towards a National TEEB Process held in Beijing last July.

7 International Exchange of TEEB Follow-up of the Workshop CRAES proposed scientific recommendation to the Ministry of Environmental Protection (MEP), China for launching National TEEB Process.

8 International Exchange of TEEB Follow-up of the Workshop Explore biodiversity values -a new choice to protect biodiversity was published in Environmental Protection.

9 International Exchange of TEEB On May 22-25, 2013, 3 delegates from MEP, CRAES and Hunan environmental research institute attended the International Workshop on TEEBResearch and Applicationin Vilm Island, Germany. On July15-20, 2013, Ecological Progress Forum was organized by MEP in Yunnan, China, in which TEEB was one of the themes.

10 Case Studies 1. Study on Valuation of Regional Ecosystem Services The total value of China s ecological service was RMB7783 billion per year (1994 as base year), which is 1.73times of China s GDP. Among the total values, the service value of the terrestrial ecosystem was RMB5610 billion per year, and marine ecosystem was 2174 billion per year. The value was underestimated due to defect in calculation and parameter selection. (Chen Zhongxin et al. 2000)

Study on Valuation of Regional Ecosystem Services Taking province(city) as the accounting unit, ecosystem services assessment was conducted for China s rural ecological resources during The result showed the ecological services value firstly increased and then decreased, with 40% of ecosystem service value reduced from forest and grassland. (Liang Liutao & Feng Shuyi, 2011, )

Study on Valuation of Single Ecosystem Services Non-use value was amounted to RMB 4.3 billionbased on study in Changbaishan Mountain Nature Reserve (Xue Dayuan, 2000) ; The total value of the forestry services was estimated to be Yuan/year. Indirect value was times of their direct economic value. (Yu Xinxiao, 2005); The ecological service value reached Yuan annually delivered by natural grassland in Tibet Plateau (Xie Gaodi, 2003); Yuan of ecological service value wasdelivered by Poyang Lake and 8.1billion by Dongting Lake (Cui Lijun, 2004).

15 Case Studies Ecological Rehabilitation in Liaohe River Zoning main stream conservation areas based on river catchment functions; List 20 protected fish species; Liaohe River Nature Reserve Authority established in March 2010with a total area of 190,000ha covering 14 counties and 58 townships Liaohe River Conservation Regulation issued Zoning map of Liaohe Nature Reserve

16 Case Studies 3. Species Valuation Assessment Value assessment was made on 36 species of pollinating bees. The results showed the value pollinated by 36 species of bees could be up to 304 billion Yuan in , which was 76timesof the total values of national bee industry, equivalent to 12.3% of the total national agricultural output (Liu Pengfei et al.); The economic values by insects pollination on fruits and vegetables was amounted to USD52 billion, which was 25.5%of total fruits and vegetables outputs (An Jiandong, Chen Wenfeng, 2008); Soybean genetic value; Economic value of Giant Panda(1million Yuan); Tibetan antelope;

17 Case Studies Each Giant pandawas valued RMB600,000 Tibetan antelope in Qiangtang was valued RMB0.75 billion Yuan/a, higher than the total outputs from six counties of Natural Reserves in 2007, which was RMB0.5 billion Yuan.

25 Progress of Projects Evaluation on typical demonstration area (1) Loess Plateau:Typical fragile ecosystem in China Research contents: a)identifythe biodiversity and main services delivered by the ecosystem; b)evaluatebiodiversity prior to and post land conversion to forestry and grassland, temporal dynamics and space variation. Driving mechanism will be analyzed; c)analyze balances among multi functions and services; d)explore the relevance between biodiversity and ecosystem services to define and maximize regional, long term strategies for conservation and restoration.

26 Progress of Projects Evaluation on typical demonstration area (2) Shouquwetlands in the Yellow River: Located in the eastern edge of Tibet Plateau, incl. Maqu, Gansu and Ruoergai, Sichuan. The wetlands ecosystem services, root causes of the degradation and conservation & restoration will be assessed.

27 Progress of Projects Evaluation on typical demonstration area (3)) Wuyishan Mountain: Rewarded as the world nature and cultural heritage sites as well as MAB, is located at the southeastern part of China. It is listed as one of prioritized areas in China s Biodiversity Conservation Strategy and Action Plan( ). Research contents: (1)Evaluate ecosystem services and values; (2)Analyzed the driving forces of biodiversity and ecosystem services loss; (3)Propose the strategies and recommendations on biodiversity conservation and ecosystem services

28 Outlook Programme (to be) Applied and Proposed China-EU Policy Dialogue TEEB Platform Programme (jointly with BFN) with the aim to promote TEEB dialogue and communication, improve public awareness and mainstreaming of natural assets while integrating policy making process 2015 Environmental Commonweal Programme of TEEB
