2 2 The staff: 1700 persons, including 5 Doctors of Sciences and Technique and 44 candidates of sciences HISTORICAL INFORMATION All-Russian Designing and Scientific Research Institute for Comprehensive Power Technology (the Head Institute), rewarded with orders of Lenin and Working Red Banner, began its history in In 1945 the Institute was appointed to be the leading planning organization for atomic industry objects creation i.e. a leader of a new branch for nuclear weapon production. A majority of industrial enterprises and scientific-research centers of the nuclear industrial complex of the country were constructed according to VNIPIET' designs. The most important among them are the following ones: the first USSR scientific research reactor (1946); the first USSR commercial uranium-and-graphite reactor (1948); the first nuclear power plant (NPP) in the world in Obninsk City (1954); Beloyarsk ( ), Leningrad ( ), Kursk ( ), Ignalina ( ) and other NPP with different reactor types and capacities; first Russian plants for: - commercial reactor fuel reprocessing; - uranium enrichment, stable isotopes production; - reprocessing fuel from NPP's and transport power plants of Russian Navy and icebreaker fleets; - isotope production; a number of special scientific research centers (NIIAR, NITI, VNIIEF, etc.); the first Russian plant for desalination of water in Shevchenko City in the Caspian region; largest machine-building and instrument-making plants in Siberia, Ural, Middle Asia and near Moscow. Specialists of VNIPIET have designed more than 30 new cities with uniquely developed structure, providing high living comfort for atomic industry workers. In the early 50s the Institute was involved in international cooperation in a field of nuclear science and technology development. It helped to create according to VNIPIET designs, complexes of radiochemical and electrophysical laboratories for GDR, Poland, China, Czechoslovakia, as well as research plants with different types of atomic reactors for China, Yugoslavia, Czechoslovakia, Hungary, Romania, Poland, and Egypt. In 1986 VNIPIET was appointed the General Designer of The Shelter over the destroyed 4 th power unit of the Chernobyl NPP, and the Director of Scientific Studies for contamination localization, decontamination of both compartments and equipment of this plant, and contaminated area around it.
3 3 Unique experience in design and scientific research developments helps VNIPIET to provide its activities in different directions: objects of atomic industry and power engineering; radiochemical, machine-building and instrument-making productions; scientific research and experimental complexes; radioactive waste management; non-standard equipment for industry and market use; town planning and architecture. DIVISION FOR CHEMICAL-AND-TECHNOLOGICAL PLANTS DESIGNING AND ENVIRONMENTAL PROTECTION INTEGRATED PROJECTS FOR CONSTRUCTION, TECHNICAL REEQUIPMENT, MODERNISATION AND RECONSTRUCTION OF: separation plants for uranium enrichment and plants for stable and radioactive isotope separation by gas-centrifuge method; radiochemical plants for spent nuclear fuel reprocessing, including SNF storages and isotope-production units; units for uranium-and-plutonium mixed fuel production; objects for conversion of nuclear materials for the Defense Ministry, including constructions for their long-term storage; units for handling liquid uranium hexafluoride; plants and units for liquid and solid radioactive waste reprocessing and storage; water-development works (embankments, dams, coast-protecting structures, waterdischarge, water-intake and water-carrying structures), drainage for buildings and constructions; water-geological works (water distribution system designs and hydro-geological analysis); plants for rare-earth elements of ore concentrates production.
4 4 RESOLUTION OF THE MOST IMPORTANT ECOLOGICAL PROBLEMS: development of integrated diagrams for RAW and SNF management in Northern, Pacific and other regions of Russia; reprocessing of radioactive waste from radiochemical production and nuclear power plants, modernization of RADON Association combines; rehabilitation of contaminated areas and nuclear type objects, their decommissioning; RAW storage and disposal; development of design documents for metalconcrete and other types of containers for RAW storage and disposal; development of biofactories for processing and utilization of sludge by humification method, producing commercial vermipolymer; development of units for civilian and industrial sewage tertiary treatment by cathode-ray technology method. DIVISION FOR POWER PLANTS DESIGNING INTEGRATED PROJECTS FOR CONSTRUCTION, TECHNICAL REEQUIPMENT, MODERNISATION AND RECONSTRUCTION of: nuclear power plants; nuclear heat supply plants; research nuclear reactors and critical stands; special commercial and research stands for nuclear power units; storages for spent nuclear fuel and radioactive waste; units for sterilization and radiation treatment of different products with use of accelerators and isotopic sources.
5 5 DEVELOPMENTS on: control over life time of nuclear power plants; decommissioning of nuclear and radiation hazardous objects; commercial reactors conversion. DIVISION FOR DESIGN OF MACHINE BUILDING AND INSTRUMENT MAKING PRODUCTIONS INTEGRATED DESIGNS of: nuclear weapons complex enterprises; storages for fissile materials; machine building and instrumentmaking plants with all the necessary engineering and power provisions; scientific research and design organizations, dealing with development of prospective kinds of production on the basis of new technologies, materials and computer engineering; pilot and test complexes, using accelerators and laser equipment, research reactors and explosive substances; medical institutions using X-ray radiological equipment for treatment and diagnostics.
6 6 IVISION FOR DESIGN ENGINEERING DESIGNS of: materials research laboratories for studying neutron irradiation impact on structural materials characteristics; shielding chambers for waste vitrification, arrangement of pilot-commercial units for spent fuel assembly termination, remote assembling of heat producing elements and assemblies of mixed uranium-plutonium fuel; filtering stations for NPP venting centers, radiochemical production, and for radioactive materials storages, equipped with filters for superfine gas cleaning of water-dispersed aerosol particles. DEVELOPMENT OF NON-STANDARD EQUIPMENT as follows: manipulators, robots and lift-transport devices for work under radiation hazardous conditions; filters with materials of fine and coarse glass fiber and equipment for their replacement; canisters for spent nuclear fuel assembly storage; reservoir equipment; containers; contamination control boxes; sampling boxes for radioactive media; biological shielding facilities; physical shielding facilities: - anti-ram devices, - bullet-protected cabins, - strengthened gates, - turnstiles; equipment for RAW reprocessing complexes: - RAW melting (of metal, heat isolation, concrete, ash), - solidification of salts, ash, graphite, - RAW decontamination, - SRW burning.
7 7 TOWN PLANNING DESIGNS of: integrated town and single object construction; dwelling microdistricts; dwelling house in large-panel, brick and monolith execution; cottages; common buildings: sanatoriums, hotels, museums, sighting and sport constructions, supermarkets, restaurants and cafes; bank constructions; city design. Many towns in Russia, Armenia, Kazakhstan, Uzbekistan, the Baltic states and Ukraine, many of them in seismic and extreme climatic conditions are built according to designs of the Institute. Designs of the Institute in the field of town planning have obtained wide national and international recognition.
8 8 SCIENTIFIC RESEARCH AND EXPERIMENTAL DESIGN DIVISION DEVELOPMENTS of: technical facilities for decontamination and handlingof liquid and solid radioactive waste; transport packagings for nuclear hazardous and other radioactive materials; decommissioning of atomic complex objects, including transporting nuclear power units; floating stations for reprocessing of liquid radioactive waste from Russian Navy objects; metal-and-concrete containers for radioactive waste storage and transport; inhibitors to decrease fuel element shell corrosion during reactor operation, and for spent fuel in a long-term water-pool storage; transportation diagrams, safety justification, permit certificates for transportation of spent nuclear fuel from nuclear power, research and transport units and of fissile materials inside Russia and abroad. SCIENTIFIC RESEARCH AND EXPERIMENTAL DESIGN WORKS AND TECHNOLOGIES for: transportation and storage of fissile nuclear materials, spent nuclear fuel and other radioactive materials; decontamination of NPP equipment, radiochemical productions and Russian Navy objects; radioactive waste reprocessing; coolant for NPP with fast reactors; NPP water coolant treatment by sorption methods, and regeneration of ion-exchange resins; gas stream filtration of nuclear fuel fission products; decrease of corrosive wear; monitoring and diagnostics for NPP water-chemical systems; permanent non-destructive monitoring for corrosion rate of pipeline materials and NPP equipment; mathematical modeling for NPP life time control, and safety analysis for equipment, and its reliability promotion; studying technical condition of constructional structures of power, commercial, transport and civil objects buildings and constructions.
9 9 VNIPIET TODAY The VNIPIET is a comprehensive organization, carrying out a large scope of unique engineering, scientific research and experimental design works in the fields of new nuclear technologies, radiochemical and power production, objects for nuclear weapon complex creation, as well as town planning. The Institute is participating in a number of special federal and branch programs, including: Fuel and Power, Radioactive Waste and Spent Nuclear Materials Management, Defense Industry Conversion, International Thermonuclear Reactor ITER, Development of Nuclear Weapon Complex in Russia. VNIPIET is certified as the Special Expert Basic Center of Construction Activity; it has licenses for all the performing works, Certificate of Agreement with requirements of GOST R ISO in accordance with Quality System of RF Gosstandart and Gosstroy (CK of ). The Institute has the State s Admittance to Scientific Activities (License 1101 of ), as well as a license for educational activity ( of ). Since 1978 the Institute has a post-graduate course by correspondence and a Special Board to confer candidate s and doctor s degrees. The curriculum provides knowledge on specialties such as technology of rare, dispersed and radioactive elements, and nuclear power units. 70 candidate s and 8 doctor s dissertations have been accepted by the Special Board.
10 10 INTERNATIONAL RELATIONS SI VNIPIET has successful collaborations with companies and organizations of England, Belgium, China, USA, Finland, France, Sweden. It participates in international projects under ISTC financing and in TACIS programs and is also involved in tender contracts.
