Introduction to the Project Among the United Nations Millennium Development Goals (MDGs) for the year 2015 is a commitment to reduce by half the proportion of people without sustainable access to safe water and sanitation. Research in India highlights that people are forced to use unsafe sources of water even when there is piped water supply. This is because water is either scarce during the summer months or the availability of water depends on intermittent electricity supply. The probability of contamination of water increases significantly when people use several sources. ii A study of safe water demand in rural India showed that in cases where water is available, the focus is to ensure that the source is near and accessible. The study also revealed that the PRIs usually do not receive complaints about water quality from the villagers. The queries with the PHED are also mostly about the installation of hand pumps rather than about water quality. There is very little motivation for providers to ensure safe drinking water or for populations to demand it. iii The National Rural Drinking Water Programme (NRDWP) guidelines 2013 set out an objective of supplying Safe and adequate drinking water for all, at all times in rural India. Accordingly, it sets out a goal to cover 100% of rural population by year to supply 70 lpcd - within 50 Mts horizontal or vertical distance from household. The guidelines clarify that States can adopt higher norms such as 100 lpcd. Taking a lead West Bengal Public Health Engineering Department responsible for supply of drinking water in the state has set its Vision Plan Vision Plan 2020 envisages to Provide safe, sustainable and adequate water supply to all humans and livestock by The norms and coverage of water supply set out in the 2020 vision plan documents are higher than the NRDWP The Public Health Engineering Department (PHED) has decided to implement a rural water supply project [The West Bengal Piped Water Supply Project (Purulia)] in district Purulia with support from Japan International Cooperation Agency (JICA) henceforth referred to a PHED-JICA project. The PHED-JICA project objective is : To provide safe and adequate drinking water supply to people in the Purulia Dist suffering from acute scarcity of potable water, by constructing piped water supply schemes, thereby improving health and quality of life in the district. 3
