1 ADDENDUM NO. 1 Date: October 8, 2009 This addendum forms a part of the above-referenced Request for Proposal and modifies the original RFP documents issued September 17, Proposers shall acknowledge receipt of this Addendum in their RFP Cover Letter as indicated in Section IV, Proposal Instructions. Failure to do so may subject the Proposal to be disqualified. This Addendum consists of: PART 1 QUESTIONS AND ANSWERS The following are responses to all submitted questions. Q1. Please provide additional data on the new Co-Gen Plant at California State University Fullerton. A1. The Trigen Co-Generation Plant is scheduled to come on line around April/May The only potential capacity change is if a third cooling tower cell of equivalent size to the existing cells is added. Each existing cooling tower cell is approximately 7200 gpm and a sump of approximately 60,000 gallons. Two (2) absorption chillers of 1200 tons each will be added. Q2. Section 8.1 Cooling Tower Water Treatment The inhibitor specification is indicative of an alkaline (no ph control) type water treatment program. No specific corrosion inhibitor for mild steel is listed. However, the cycles of concentration (four cycles), the type of microbiocide (sodium hypochlorite), and references to acid, indicate that the intention of the specification is a ph controlled (acid feed) type program. What type of program is requested in specification (ph control or alkaline with no ph control)? If the program is (ph controlled) will the product specification be upgraded? Biocide 1 would be ineffective for alkaline type program. Biocide 2 (Glutaraldehyde) at use levels and given the system volume of 160,000 gallons would be very expensive to implement. Page 1 of 5
2 A2. The specification calls for a PBTC based corrosion inhibitor. Yes, you will still use acid. Hypo will work below a ph of 8.3 and you have been running at around 8.0. It works better as the ph drops. Glutaraldehyde is not cheap, we agree. Q3. Can other choices of an oxidizing biocide and non-oxidizing biocide 2 be proposed? A3. Proposers can propose as many alternate programs as they would like. They do need to bid the specification first. Q4. Section 8.2 Chilled TES Loop. The chilled (TES) water system is designed to be also an emergency source of water in an event of fire. This dual function of the chilled water system requires use of only non-hazardous chemical. Molybdate is required in the specification, however, molybdate is also a listed hazardous chemical in the State of California. Will molybdate be removed from the specification or should we propose chemicals that contain molybdate as an active ingredient? A4. If your chill water is also fire water, the treatment will need to be changed. Q5. Section 8.3 Boiler Water Treatment. Polymer minimum level of 100 ppm. Why polymer level required is 100 ppm? This level of polymer may cause severe foaming in the boiler water. Typically only ppm active polymer residuals are used. If this is a typo, will it be corrected? A PPM polymer in a boiler using a polymer program is a standard regime. Phosphate programs would be 50 PPM polymer. Q6. Section 5.1 Testing Program Requirements: This section calls out a Science Lab Center. Was that on the walk through? What are the specific equipment and systems requiring treatment for this location? A6. The Science Lab Center was discussed on the Job Walk. There are two (2) 9.5 hp boilers in the basement. Page 2 of 5
3 Q7. Section 8.1 Cooling Towers Water Treatment specifies that the cooling water inhibitor to contain molybdenum. Will a more environmentally friendly and lower cost substitute be allowed that provides the same control and monitoring benefits as molybdenum? This technology is proven used by more than 10,000 customers in the US and Worldwide. A7. Yes Q8. Section 8.2 Chilled TES Loop Systems Treatment specifies two different treatment approaches, HEDP and HPA. Would you accept an alternate technology (PSO) that has been proven in large TES systems to provide the same or improved corrosion protection as HEDP and or HPA? A8. Propose the specification and PSO as an alternate. Q b - Can you provide a list of the various sections required in the proposal? Would it be possible to provide the sections/descriptions as they should be listed on the Table of Contents? The order that they should be listed would be helpful. Where should the Program Notebook be located? Where should any proof statements, pictures be located? Do they have to be listed in the Table of Contents and in what format? ie as exhibits? A9. Per the instructions provided in Section IV, item 4.6 Proposal Format to include: a. Cover Letter (noting addenda received), b. Table of Contents, c. Exceptions, d. Worksheet Schedule of Values & Summary pages, e. Cost Proposal Sheet, f. Program Notebook. In addition you will also need to include: Exhibit C - Small Business Preference and Certification Request (if applicable), Exhibit D Disabled Veteran Business Enterprise (DVBE) Requirements (Mandatory), Exhibit E - Program Notebook Requirements Checklist/Questionnaire, Exhibit F - Client/System Reference List, Exhibit G - Reference Forms. Each of these sections should be indexed and tabbed. Index tabs with the appropriate title, are required. Proof statements and pictures are not required, but can be included as appendices. Emphasis should be on the completeness and clarity of content. Responses should emphasize the proposers capability to perform work of this type. Page 3 of 5
4 Q a - What are the hours of operation on the tower ie how many hours per day and how many days per year? A hours per day in the summer, 9 hours per day in the winter, approximately 270 to 300 days per year. Q a - What are the hours of operation of each boiler? Do some operate at different times than others? We are looking for hours per day and days per year. What percent of condensate is returned? What is the operating pressure of the boiler? Is there steam pressure reducing on the boiler? What is the distance of the steam lines? Can you verify the hardness of the make up to the boilers measured in ppm? We need this for both soft water and feed water. A hours per day, 365 days per year. No. Do not have an exact number. It is very little, only what comes from the strainers. 70 psi. Yes, DBH is down stream of boilers, MH is at the boilers. DBH is approximately 300 ft. MH is approximately 500 ft. In January 2009 monitoring data, the calcium hardness levels were reported at 0.3 PPM for soft water and 0.24 PPM for the boiler feed water. Q What percent of active azole and PBTC is expected in the Cooling Tower products? A12. The CSUF specifications ask that you maintain a minimum of 1.0 PPM free and available azole in the Cooling Tower system for copper corrosion protection and a minimum of 3.0 PPM phosphonate at all times. 5 Q What percent of active HEDP, azole and HPA is expected in the Chilled systems treatment? A13. The CSUF existing minimum range for HEDP is 30 PPM. Recommended HPA is at a minimum of 12 PPM. Chilled water system should have a free and available azole level at a minimum of 5 PPM. Q14. Should we fill out/sign the agreement and include with the proposal? A14. No. The agreement form is provided as a sample to Proposers. If the RFP is awarded, the winning firm will be required to enter into a binding agreement with California State University, Fullerton for the specified Water Treatment services described in the Request for Proposal.
