4 EIP Objectives European Innovation Partnership on Raw Materials Overall objective: Contribute to the 2020 objectives of the EU Industrial Policy (to increase the share of industry in GDP to 20%), the Innovation Union and the Resource Efficiency 'flagships' Specific objectives: Reduce import dependency Improve supply conditions from European and other sources Push Europe to the forefront in raw materials sectors Provide alternatives in supply Mitigate negative environmental and social impacts

5 EIP targets 2020 European Innovation Partnership on Raw Materials Up to 10 innovative pilot actions e.g. demonstration pilot plants for exploration, mining/extraction, processing, collecting and recycling Substitutes for at least 3 applications of critical raw materials Regulatory framework for primary raw materials Regulatory framework for secondary raw materials Raw materials knowledge base with raw materials flows and trends Raw materials network of Research, Education and Training Centres Pro-active international cooperation strategy of EU at bilateral and multilateral level

8 Call for Commitments European Innovation Partnership on Raw Materials Call for Commitments launched on 31 October and closing on 31 January 2014 next calls in 2015, 2017 and 2019 Guidelines purpose: To explain the basis for recognition of commitments by High-Level Steering Group To promote quality commitments Guidelines contents: Introduction Purpose of the call Conditions for recognition Procedure for recognition Implementation

9 Call for Commitments European Innovation Partnership on Raw Materials Key information addressed in guidelines: Scope: link to one or more of the action areas / actions of the Strategic Implementation Plan Partners: Minimum number (3, each from a different Member State); non-eu partners; composition and roles; private sector and SMEs; changes Nature of commitment: activities and expected results; annual report; commercial/societal benefits; not legally binding Financial aspects and resources: budget; EU funding, in-kind contributions Evaluation and selection; feedback Other issues: Level of detail; commercially sensitive information; languages; advocacy

10 Call for Commitments European Innovation Partnership on Raw Materials The benefit of being a "Raw Materials Commitment" (RMC): raising the awareness of the commitment, not only within the EIP community but also more broadly; giving a quality assurance to the commitment at the European level; guaranteeing accordance with the EIP (as specified in the SIP) and with the EU raw materials policy framework that the EIP is based on; potentially facilitating access to finance from various sources, inter alia through ambassadorial support by individual High-Level Steering Group members providing access to a platform that enables the partners involved in the commitment to develop and maintain a network through participation in EIP conferences and other events with a view to innovation and new business; giving opportunities to join forces with related commitments; giving visibility and access to contacts outside the EU through opportunities to participate in EU raw materials diplomacy activities.
