1 MEETING MINUTES 2013 ALA Engineering Committee Meeting Tuesday & Wednesday, May 7-8, 2013 Intertek Laboratories East Algonquin Road, Suite F - Arlington Hts., IL David Shiller - Meeting Chairman and Co-chair, ALA Engineering Committee Note1: There are slide presentations associated with many of the topics listed below. Topics with presentations are in bold type and the topic number corresponds to the number of the presentation in the presentation folder. Note 2: Sections marked in yellow below were of particular importance to those at the meeting and there will be subsequent follow up and reports to the ALA Engineering Committee Tuesday, May 7, Welcome Sarah Linn, Intertek 2.0 Meeting Called To Order/Introductions David Shiller, Lighting Solution Development Meeting Outline Director s Report Terry McGowan, ALA Dir. of Eng. [Engineering Committee technical activities planned for 2013 and how these mesh with ALA objectives involving communications, member education, legislative support, interfaces with IES, IALD, NEMA and the Alliance To Save Energy] Terry provided three report documents: (1)Director s report on new/updated lighting legislation(2)ala standards activities listing, and a report summary of the IES Light+Seniors Lighting Research Symposium. There was a general discussion on lighting legislation, new lamp and lighting technology, and technical trends in the industry including: CA Quality Lamp overview CA Title 20 & 24. 5/30 workshop on Title 20 at the CEC, including dimming ballasts. Shipment data for CEC registered lighting products sold in 2013 is due to the CEC by May, 2014 New Title 24 effective January, 2014 (includes requirement for high efficacy LED residential fixtures to have a CRI of 90 or above.) Canadian lighting energy programs: NRCAN ENERGY STAR, delay on incandescent lamp regulations, continued trend toward product stewardship in the Provinces. Program for fixtures known as Product Care is now active in British Columbia. During the 2013 Washington, DC Mission, Dick Upton signaled a change in ALA position with regard to ENERGY STAR. ALA has found EPA unresponsive to industry problems (particularly cost and complexity of testing, third party and verification issues). This applies particularly to the Energy Star Luminaires program. ALA retailers report little demand for Energy Star fixtures and the number of qualified fixtures remains at something over 5,000 compared to double or triple 1

2 that number in the past. In future, the ALA will devote less time to Energy Star matters and concentrate more on the marketing of energy-efficient products directly in cooperation with other efficiency organizations such as the CEC, NRCan, Alliance to Save Energy, LUMEN, etc. Discussion of the incandescent efficiency regulations, promotional use and technical information on the LumenNow and Houzz web sites. Lighting For Tomorrow 2013 overview. CEE and UL are co-sponsors. Over 100 products are expected to be judged including LED and OLED fixtures, screw-in LED bulbs, LED retrofit kits and lighting controls/systems. OLED fixtures are being judged for the first time National Electrical Code Revision Mike O Boyle, Philips/Lightolier Mike reviewed NEC revision proposal process and discussed the new Article 393 Low voltage ceiling power distribution systems. Article 411 has been substantially rewritten and there was further concern and discussion about AFCI immunity as code requirements change to mandate more use of AFCI protection. 5.0 Lighting Controls Developments Don Berlin, Intermatic [The controls topic was added to our 2012 agenda due to new products, developing standards, especially for LED products, and the inclusion of control requirements in the new Energy Star Lamps Standard. It is included again in 2013 because of ongoing technical and standards activity and is expected to be an ongoing subject of interest at this meeting.] Discussion Topics: Effect of lighting loads on lighting controls (including derating) Present agency endurance rating test loads Present Field Test loads Update on safety standards for controls Energy efficiency standards involving controls There are concerns about lighting control application issues especially involving fixtures and installations where a variety of lamp types (incandescent, CFL and LED) are used perhaps on the same controlled circuit. Key Question: How do consumers find out which controls and fixtures or bulbs are compatible and how can performance, such as dimming range, be predicted. 6.0 International Standards Update Mike O Boyle Photobiological risk groups. This topic deals with the photobiological safety of light sources. Standards are being updated to incorporate potential risks of using LEDs. The subject is generally covered in North America by ANSI/IES RP-27; but work is proceeding to harmonize that standard with European standards. Sharp Edge Testing IEC performance standards Recessed luminaires & IEC 7.0 Energy Star Update (by telephone) Taylor Jantz-Sell, EPA/Energy Star 2

3 [News about the development of Lamps V 1.0, Draft 4 (4/19/13) and plans for Luminaires V1.2 (4/1/12) plus the Certified Subcomponent Database (CSD)] EPA ENERGY STAR slide presentation on new Energy Star lighting program developments. Lamps final spec expected in June, months after final spec issued, it will become effective, likely June, Luminaire program update. EPA shared growth in SKU numbers. ALA members still expressed dissatisfaction with program costs, testing burdens, costs and time to work through the 3 rd. party requirements. Action: CARL BLOOMFIELD OF INTERTEK PROPOSED TO HELP ORGANIZE AN ALA GROUP TO ADDRESS REDUCED POLICE TESTING OF LUMINAIRES, IN FAVOR OF LAMPING COMPONENTS. 8.0 LED Product-Technology Update Adam Miller, CREE Lighting Adam Miller is West Sales Director for CREE. CSA is opposing this UL standard development Functional Safety Rick Haring Philips Lighting/Electronics Overview of the topic of functional safety which is a microprocessor based approach to ensure fire and electrical safety of luminaires. DISCUSSION ON ALA PARTICIPATING FURTHER IN THE CANADIAN ELECTRIC CODE PROCESS.
