3 Orientation of Energy Policy First German Energy Programme Energy policy must be oriented toward the long-term. Nevertheless, at the same time it must remain flexible in the medium-term in order to be able to adapt in case of fundamental changes in the situation. Therefore the energy policy cannot be a single, unique statement. On the contrary, it will be a continuous politicoeconomic task to update the programme and adapt it to changing situations."
