EPI Energia P&I Ltda. EPI Energia P&I Ltda. as a branch of EAB New Energy Group, works with the same competence, experience and wide range of services offered by its main company. In Brazil, EAB New Energy Group, through EPI Energia P&I Ltda. has developed more than 600 MW in wind energy projects. Currently, two wind farms designed by the group are operating and other were negotiated to sell 160 MW of wind energy in recent auctions. With the certainty in the growth of the Latin America market, EPI Energia P&I Ltda. has formed partnerships to develop projects in Argentina, Uruguay and Chile, increasing its bargaining power with wind turbine manufacturers and offering benefits and international experience to costumers. EPI Energia P&I Ltda. operates in all areas that make up the complete development of a wind farm project, from the conception to the operation of the wind farm. Technical feasibility study Wind measurement campaign Micrositing and optimization Estimated energy production Electrical, access roads and crane platform basic projects Specific studies: photomontage, visualization, noise and shadow flickering Environmental impact assessment management Technical capability for auctions and free market Economical assessment September

Wind energy scenarios Strategy 1: PROINFA Program Law No launched a variety of incentives in order to develop the wind energy sector by stimulating the addition of 1430 MW of wind power. Up to December, 2011 all wind projects under this scheme should be operational. Strategy 2: Auction System (2009-today) In December 2009, Brazil had its first wind-only auction, contracting 71 wind energy projects with a total capacity of 1806 MW to be operational by the average price achieved in the auction was BRL 148 per MWh (EUR 88,6 per MWh). Based on the success of the auction system, with very competitive prices compared with other energy sources, wind presents the best alternative in along term perspective. In August 2010, Brazil had its second wind auction, contracting 70 wind energy projects with a total capacity of 2048 MW to be operational in Source: Wind Energy International 2011/2012 and CCEE (Câmara de Comercialização de Energia) September
New model for the Brazilian electric program (I) creation of denominations for the existing energy, also known as new energy, with new and distinct ways of trading such energies; (II) the use of two forms of contracts: the Free Contract Form ACL - and the Regulated Contract Form ACR; (III) the return to the specific planning and the creation of the Energy Research Company EPE, which is part of the Ministry of Mines and Energy (MME); (IV) the extinction of the MAE and the subsequent creation of the Chamber of Energy Trading CCEE, with wider operations and (V) the review of the controls of the MME ( Ministry of Mines and Energy ) that becomes the performer of the energy policies established by the National Council of Energy Policy CNPE and ANEEL that now becomes exclusively responsible for regulations and inspections. 20 Wind energy in Uruguay In the year of 2010, the wind capacity reached worldwide was MW. Asia became worldwide reaching in % of total installed power, followed by Europe with 27%. Annual average wind speed at 90m Uruguay reached 30.5 MW in 2010 being the 51 st country in the world. In 2011 they reached 40.5MW. In 2008 UTE (National Administration of Power Plants and Transmission Lines) has initiated the first power purchase for wind energy 20 MW In 2009 UTE purchased 74MW, in 2010, 150MW and in 2011, 192MW through an auction system There is an intention to purchase more 200MW reaching a total capacity of 500MW in 2015 Wind speed (m/s) September

Wind energy in Argentina 2.0MW 50.4MW After being a pioneer in South America until the year 2000, this wind power tradition has not continued, having approx. 170MW of installed capacity nowadays The general average capacity factor is 30% and in the Patagonia region it reaches more than 40% 0.4MW 1.8MW 5.7MW In the whole coast of the Buenos Aires province it is possible to find wind speed at 80m of more than 8.2m/s with a very low turbulence intensity nearly everywhere 111.2MW 2.4MW A national law declares the generation of electricity from renewable energies which specifies some subsidies to increase 8% the share of renewable energy until 2016 There are also provincial laws with additional subsidies and other benefits September

Plans on a National Level There are plans for many multi-megawatt projects, which have been on a planning phase for a number of years. The government s plan was to achieve as much as 300MW of wind power, a big part of which should be manufactured or assembled in the country thus ensuring the creation of jobs and the involvement of the local industry. Implementation of the national and provincial tender should shape the competitive landscape of the Argentinean wind industry as the country attempts to reach its 8% RE share up to Argentinean Tender: GENREN I & II At the beginning of 2010 the government finally announced the results of its GenRen tender with 754MW going to wind projects. Chubut was one of the big winners in terms of upcoming wind projects with 580MW planned. The Argentinean Energy Corporation (ENARSA) recently announced the results of its 895MW GenRen Renewable Energy tender. Wind power developers secured 794MW of the available capacity. Prediction for next years Source: Wind Energy International 2011/2012. September
Wind industry in Argentina Local manufacturers Several companies are developing big wind turbines of variable power output or components in Argentina: IMPSA Wind: own designed turbines in the range of MW. IMPSA Wind & IMPSA energy is currently playing the most important role in the Argentinean wind energy sector (as we can see in the slide No. 26) NRG Patagonia: turbine of 1.5MW (designed by the German company IDASWIND) INFA/ALUAR: towers for MW-sized wind turbines Some manufacturers have local office: Gamesa, Enercon, Vestas. El Tordillo, Chubut September
Economical and social development Innovation Employment and incomes Increasing the local revenues New markets, new business Technological and industrial development Local development Energy independence Employment generation Use of local resources Access to electricity Reduction of energy importation Investment of public funds in other sectors Revenue generation Professional training Immigration reduction Increased supply of goods and services September
