Hot Topics in Energy Efficiency: Where are we now and where are we going? 2017 Energy & Environment Policy Forum Greater Kansas City Chamber of Commerce Dave Ribeiro Senior Researcher October 18, 2017
The American Council for an Energy-Efficient Economy is a nonprofit 501(c)(3) founded in We act as a catalyst to advance energy efficiency policies, programs, technologies, investments, & behaviors. Our research explores economic impacts, financing options, behavior changes, program design, and utility planning, as well as US national, state, & local policy. Our work is made possible by foundation funding, contracts, government grants, and conference revenue. 2
Total energy use with and without energy efficiency Source: ACEEE Greatest Energy Story You Haven t Heard. 3
In the electricity sector, efficiency is now our 3 rd largest resource Source: ACEEE Greatest Energy Story You Haven t Heard. 4
Why energy efficiency? Lowers energy bills for households and businesses Creates jobs and expands economic development Reduces energy burdens for those most in need Improves health, safety, and comfort Decreases greenhouse gas emissions and other forms of pollution Increases community and grid resilience 5
Emerging opportunities to save more energy Intelligent efficiency in buildings and transportation Electric vehicles Zero energy and passive housing Smart manufacturing and strategic energy management Combined heat and power Efficiency as a distributed energy resource 6
Intelligent Efficiency Intelligent efficiency is thesystem level energy efficiency made possible by the use of information and communications technologies and data analytics It is: Adaptive Anticipatory Networked Automation Sensors and Controls Advanced Analytics Communication Intelligent Efficiency Internet of Things 7
5.0 Potential Energy Savings from ICT in Transportation Billion Gallons Per Year Transit User Apps Telecommuting In-Vehicle Feedback V2V Technologies Car Sharing Source: ACEEE Energy Savings from Information and Communication Technologies in Personal Travel. 8
Electric vehicles Electrification of transportation can lower states and communities overall energy consumption and emissions New, moderate cost vehicles with 200+ mile range
Zero energy and passive housing Adapted from: ACEEE Unlocking Ultra-Low Energy Performance in Existing Buildings. 10
Smart Manufacturing Through continuous monitoring and optimization, savings of 15% or more is possible Typically done through custom incentive programs but could use new models paying for actual savings yearly Case study Steelcase, an office furniture manufacturer, contracted Rockwell Automation to automate its ISO14001 compliant environmental management system. The new system provided real-time tracking and monitoring of water, air, gas, electricity and steam. It provided feedback to operators for system optimization. Reduced energy consumption by 15% Reduced carbon footprint by 25% 11
Strategic Energy Management BPA, ETO, NEEA, WI, Xcel and Effic. Nova Scotia have been leaders ~5-10% average savings per facility 12
Combined Heat & Power CHP can have many value streams Ancillary services Demand response Frequency response Supply regulation Spinning reserve Reactive power Examples: Algonquin College, Ottawa, Ontario (4MW) Dell Children s Medical Center, Austin (4.6 MW) Princeton University (15 MW) Grid reliability & Resilience Geolocation to mitigate congestion Serve critical loads Balance renewable energy 13
EE as a non-wires alternative and distributed energy resource EE can act as a non-wires alternative; with DR, EVs, storage, CHP; Reduce costs and improve reliability ConEd s Brooklyn Queen Demand-Side Management Project (BQDM) Southern California Edison s Preferred Resources Project (PRP)
ACEEE s New Horizons Study 1. Appliances & standards (RF, CW, CD) 2. New construction programs & codes 3. Advanced lighting design & controls 4. Very efficient packaged AC for residential & commercial 5. Smart manufacturing and buildings 6. Strategic energy mgmnt for large C&I 7. Reduce key plug loads 8. Real-time feedback & advanced thermostats 9. Whole building retrofits 10. Combined heat & power 11.Conservation voltage reduction 12. Advanced water heaters 13. Residential LEDs 14.Industrial fans, pumps & compressors Source: ACEEE New Horizons for Energy Efficiency. 15
Energy efficiency policy developments Local State Federal 16

Total Annual & Incremental Annual Savings Billion kwh Incremental annual savings Total annual savings
Federal policy updates Appropriations update Trump administration proposed deep cuts to EE programs House spending bill also proposed cuts, not as bad Senate committee mark-up generally keeps programs intact Energy bill (Murkowski-Cantwell) CAFE, EPCA, and ENERGY STAR reform bulls may proceed individually or may be added to a larger energy bill Opportunities to keep eye on Tax reform Infrastructure
Concluding thoughts Energy efficiency policies and investments have been a success story; states and cities have been leaders Need to continue and expand upon successful policies, while Exploring emerging opportunities to achieve higher levels of energy savings Still lots of opportunities to use energy efficiency to lower costs, spur economic development, and alleviate energy burdens
