1 Indonesia s Experience in Performing a Nuclear Energy System Assessment (NESA) Dr. Ferhat Aziz National Nuclear Energy Agency, BATAN - Indonesia Presented at Joint PESS/INPRO/INIG Side Event Nuclear Energy for Energy Security IAEA, Vienna, 18 September 2012

2 2 Background Nuclear is part of the National Energy Policy on Optimum Energy Mix. The energy policy aims at energy security through energy conversion in all sectors: to reduce dependence on oil, diversify energy, increase economic growth and promote environmentally-friendly development (Presidential Decree No. 5/2006). The Indonesian Government has set a near-term target to mitigate GHG emissions, at 26% by 2020 (Presidential Decree No. 61/2011). Nuclear can contribute to meet low carbon scenario, in addition to relieve pressure from increasing demand of fossil fuels (conserve strategic oil and gas resources).

3 Considering more rigorous issues in embarking on nuclear power including a long-term commitment, Indonesia needs to develop a well-planned strategy. The IAEA provides such tools: Energy System Planning and Economic Studies INIR (Integrated Nuclear Infrastructure Review) Mission under Milestones Approach for near-term deployment of NPP NESA (Nuclear Energy System Assessment) using the INPRO Methodology for assurance of sustainability of nuclear energy system (NES). 3

9 9 National Participation Cooperation among stakeholders is essential in performing a NESA for the various aspects involved, e.g. energy planning, power generation and distribution, regulations, environment. NESA Stage 1 has allowed identification of data to be sought from vendors / operators. A scientific visit will be conducted to vendor country under guidance and assistance from INPRO and IAEA consultants (To be held Oct/Nov 2012)

Inform Management on measures to be incorporated into planning to support Indonesia s nuclear power program Help to support issues raised by national stakeholders including government / decision makers, e.g.: Safety of nuclear energy system Fuel supply security Waste management / End state, etc.

17 17 Overall Benefits of IAEA Tools Increase awareness of all issues / aspects associated with implementation and development of NES for near term as well as long term The IAEA tools assists to: Project the role of nuclear energy in optimum energy mix Identify gaps and develop the infrastructures needed for the first NPP Assess the sustainability of the national nuclear energy system Technology user becomes a knowledgeable customer
