Designing Coastal Community Infrastructure for Climate Change Winthrop, Massachusetts May 23 rd, 2017 Public Meeting #2
Study Goal To identify and prioritize critical public infrastructure vulnerable to coastal flooding and explore adaptation measures to improve infrastructure resilience over a range of future conditions.
Meeting Agenda / Assessment Process Overview Identify What areas of Winthrop are at risk of coastal flooding? What public infrastructure is located in these areas? Prioritize How critical is this infrastructure and what is the likelihood that it will flood? Strategize How can Winthrop adapt to coastal flooding to help protect the critical public infrastructure in town?
Identify: Coastal Flood Risk
Probability of Coastal Flooding Present Belle Isle Marsh Winthrop Highlands Ingleside Park Lewis Lake Winthrop Beach Boston Harbor Fishermen s Bend Cottage Hill Point Shirley Yirrell Beach
Identify: Public Infrastructure

Prioritize: Public Infrastructure
Prioritize Risk = Criticality x Probability Criticality Score of 1 (not critical) to 5 (most critical) to rate the effect coastal flooding would have on: Area of Service Loss Public Safety / Emergency Services Social and Economic Activity Public Health & Environment
Prioritize Risk = Criticality x Probability Probability Weighted number to allow assets/facilities within present day flood areas a higher priority than those at risk in future years. Present day = 60% 2030 = 30% 2070 = 10%
Risk Score = Criticality x Probability % Probability of Flooding RANK CRITICAL INFRASTRUCTURE NAME CRITICALITY RISK Present TOTAL SCORE 1 Pico Sewer Pump Station Pleasant Court Sewer Pump Station Washington Street (town evacuation route) Main Street (town evacuation route) Pleasant Street (town evacuation route) Beach Fire Station Winthrop High School Pressure Reducing Valve Station (Bayview Ave) Pressure Reducing Valve Station (Underhill St) Shirley St (town evacuation/mwra truck route) Public Landing Pressure Reducing Valve Station (Revere Street) Revere St. Sewer Pump Station Belle Isle Bridge Power Substation (Argyle Street) Loring Rd.
