New "Clean Fuels Outlet" regulation in California requiring deployment of HRS (to avoid penalties). California Fuel Cell Partnership announced roadmap to rollout 68 stations by 2015 H2USA started 16

17 Clean Power for Transport Package Proposal for Directive on the deployment of alternative fuels infrastructure Build a competitive and resource efficient transport system. Establish long term fuel strategy. Remove technical and regulatory barriers. Facilitate a single market for alternative fuels vehicles and vessels. 18 Grouping the existing H2Mobility initiatives would create the start of a European hydrogen network Advanced FCEV and HRS programs: Pre demonstration projections 2014 Scandinavia An initial well distributed network provides coverage across the regions of Oslo and Denmark for FCEVs. Even early fuel cell vehicles can be purchased at an equivalent ownership cost to conventional cars due to taxation policy UK A consortium with significant government presence has developed a strategy based on seeding a national network of 65 stations by The initial rollout will be focused on the South East (in and around London) Germany 6 H 2 Mobility project partners have signed a term sheet committing to a nationwide deployment of stations to be ready for OEM mass market sales from 2015 Key: TEN-T Corridors Nations with H 2 Mobility initiatives Nations without H 2 Mobility initiatives France A large private consortium has agreed a strategy based on early deployment of captive fleets and associated infrastructure. This will migrate to a nationwide infrastructure for FCEVs 18

19 By 2015, existing national and European demonstration projects plan to deploy approximately 70 HRS across Germany, France, the UK and Scandinavia Locations of existing or planned HRS by 2015 (>80 kg/day stations) 2015 Scandinavia The Scandinavian network will comprise approximately 12 HRS mainly in Denmark and Norway UK The UK plans to deploy 9 HRS of which 6 will be based in the London area Germany The clean energy partnership plans to deploy ~50 HRS creating an initial nationwide German network France France will have a small number of HRS which will centre around captive fleets The HRS location are indicative Key: >80 kg/day HRS by 2015 TEN-T Corridors TEN-T Corridors linked by early HRS Nations with H 2 Mobility initiatives Nations without H 2 Mobility initiatives 19

20 FCH JU can contribute to support the H2 Mobility initiatives in the early stages to expand and link the network across Europe The support of the FCH JU can contribute to catalyse the implementation of the national initiatives. A joint approach through FCH JU will also allow the beginning of a pan-european stations and vehicles network. The upcoming FCH JU demonstration projects, from the Call for Proposals, will bring additional stations and FCH vehicles in the coming years. The FCH JU will bring only a small fraction of the total required funding for FCH cars and hydrogen stations; it needs to be complemented from other resources The remainder may come from: private investment, vehicle consumers national and regional government programs And possible also from Other EU programs like the TEN-T programme Innovative funding tools (EIB ) 20

21 By 2018 a pan-european project can increase the refuelling network across these nations and start to create strategic links along TEN-T corridors Likely expansion of the network by 2018 (>80 kg/day stations) Scandinavia The Scandinavian network plans to have expanded to 25 HRS by 2018 UK The UK plans to have deployed at least 30 HRS by 2018 Germany The German network will have expanded to 100 HRS by 2018 France The French network will have expanded to ~20 HRS by 2018 Key: >80 kg/day HRS by 2018 TEN-T Corridors TEN-T Corridors linked by early HRS Nations with H 2 Mobility initiatives Nations without H 2 Mobility initiatives 21

22 By 2020 the H 2 Mobility initiatives would allow nationwide driving in each country and start to expand into neighbouring countries along TEN-T Corridors Likely implementation of the network by 2020 (>80 kg/day stations) Scandinavia The Scandinavian network will have deployed at least 50 HRS or more depending on FCEV deployment success by 2020 UK The UK will have deployed 65 HRS by 2020 Germany The German network will have deployed over 100 HRS by 2020 to reach 400 HRS in 2023 depending on FCEV deployment success France The French network will have deployed 20 HRS by 2020 HRS removed for illustrative purposes Key: Major Roads covered by HRS TEN-T Corridors TEN-T Corridors linked by early HRS Nations with H 2 Mobility initiatives Nations without H 2 Mobility initiatives 22

24 There are advantages to linking these initiatives into a common European approach, from a political as well as a technical perspective Benefits Whilst there is a risk of increased complexity if initiatives are linked, there are clear benefits: Political (EU) this approach is consistent with the TEN-T objectives of interconnected highways, as well as the Clean Power for Transport directive, - the approach leads to the formation of attractive international hydrogen corridors A united approach a fledgling pan-european approach will be more attractive to public and private investors considering H 2 activity in Europe than a set of single country approaches Allows for learning the approach is ideal for replication by learning these lessons early in FCH 2 JU, neighbouring countries can rapidly pick-up the successful roll-out strategies Technical benefits allows for sharing of roll-out strategies and technical approaches (HRS and FCEV) as well as acting as a natural platform for testing and developing standards across Europe. 24

25 Conclusion The overall objective of FCH2 JU is to implement an optimal programme at EU level to develop a portfolio of clean and efficient solutions to the point of market readiness. Germany, the United Kingdom, France and Scandinavia are countries and regions at the most advanced stage in Europe in terms of hydrogen mobility strategy. Instead of competing for public support, a joint approach of these countries would better to derisk first deployments and bring additional benefits for the start-up of a FCEV market in Europe. It would be best that the support would be prioritized each year in order to strongly and efficiently support the countries when needed. The FCH2 JU support will be essential but not self-sufficient to initiate an HRS and FCEV network and market in Europe. The support of TEN-T, a s well as innovative financing tools and the support of local programs will be needed to reach the deployment targets. 25
