Good organizational skills REPORTS TO: SUPERVISES: JOB GOALS: Superintendent Maintenance, transportation, administrative technology and food services supervisors and other assigned personnel 1. To maintain physical school plants and sites in a condition so that full educational use may be made at all times. 2. To administer a safe, economical, and efficient transportation program enabling students to take full advantage of the complete range of school and extracurricular activities offered by the district. 3. To administer the district lunchroom program in an efficient and economical manner. 4. To administer and supervise the district purchasing program including assisting in the development and management of the annual district appropriations. PERFORMANCE RESPONSIBILITIES: Essential Functions:
2 A. EDUCATIONAL LEADERSHIP 1. To serve as chairperson of the district safety committee. 2. To provide leadership for an ongoing safety awareness program for all transportation employees. 3. To supervise the communication of business services information to staff, parents and students. 4. To assist staff members in planning and participating in professional growth opportunities. 5. To understand and keep informed regarding laws, standards and all aspects of the business services program. 6. To be a role model for staff. B. STUDENT SERVICES 1. To develop and administer the transportation program to meet all the requirements of the instructional program and extracurricular activities in compliance with legal standards. 2. To supervise the preparation of bus routes for all public and non-public schools. 3. To provide a transportation program for students with disabilities. 4. To cooperate with school principals and others for planning special school field trips. C. STAFF MANAGEMENT 1. To oversee operation of the administrative technology, transportation, maintenance, purchasing, facility rental and food services departments. 2. To assist in recruiting, interviewing and evaluating prospective employees and in selecting new staff members. 3. To observe work situations for the evaluation of staff. 4. To confer with employees concerning observations and the establishment of goals for upgrading performance.
3 5. To supervise and evaluate supervisors and office personnel as assigned. 6. To provide formal orientation for new staff members and continue to assist them during their beginning year. 7. To plan and supervise activities for the in-service education of the staff. 8. To plan meetings for the staff for the purpose of developing and coordinating policy and practice within the district. To conduct meetings using Quality Improvement tools. 9. To chair the board s team during negotiations with the bus drivers union. 10. To serve as the Americans with Disabilities Act (ADA) coordinator. D. PLANT/BUSINESS MANAGEMENT 1. To assume responsibility for the comprehensive overall planning and scheduling of maintenance and repair requirements of the district. 2. To establish appropriate maintenance, groundskeeping, security, and custodial requirements for each school building. 3. To represent the school district in the planning and preconstruction of new buildings, modernization of and additions to existing buildings. 4. To be a liaison with the district s architects and engineers on all maintenance and new construction projects. 5. To inspect all school buildings and grounds to determine that high standards of workmanship, cleanliness, safety, and security are maintained. 6. To prepare the annual budget and appropriations in areas of responsibility. 7. To provide assistance to the treasurer in preparing the annual budget and appropriations.
4 8. To administer the transportation program so that it conforms to all state and federal laws and regulations and board of education policies. 9. To administer the following segments of the district s insurance programs: a. building and contents b. fleet insurance c. district liability d. student accident insurance 10. To be responsible for maintaining a unified purchasing program. 11. To administer the use, coordination, and maintenance of the district s administrative technology hardware. 12. To administer the district s compliance with state and federal legislation and mandates, including the Occupational Safety and Health Administration (OSHA) guidelines. 13. To determine, establish, and write specifications pertaining to custodial and maintenance supplies, materials and equipment, as well as secure bids and price quotations for such specifications. 14. To approve payment of bills for outside contractors performing work for the district after receiving certification from the architect/engineer that all work has been completed according to plans and specifications. 15. To authorize purchases within budgetary limitations and district policies. 16. To work with principals in maintaining and updating threeyear maintenance plans for their buildings. 17. To serve as the asbestos designated person for the district and to meet the training requirement of the AHERA regulations. 18. To monitor the energy management system. 19. To serve as liaison with public utility companies in conjunction with services for the school district.
5 20. To oversee the implementation and administration of the federal Free and Reduced Price Lunch Program. 21. To consult with the food services supervisor concerning repair and replacement of kitchen equipment. 22. To recommend needs for transportation equipment and personnel. 23. To prepare or have prepared all required local, county, and state transportation reports and records. 24. To advise the superintendent of road conditions for the decision on closing or delaying school during inclement weather. 25. To be responsible for the efficient operation of the district cafeterias and supervision of related personnel. 26. To oversee the assigning of purchase order numbers and the encumbering of all general fund and uniform school supplies purchase orders. 27. To resolve problems with vendors and buildings as they arise. 28. To prepare specifications and secure bids for the purchase of school furniture, equipment, and insurance programs. 29. To assist in the development of the district s technology plan. 30. To organize and supervise the business services staff. E. COMMUNITY RELATIONS 1. To administer the use and rental of district facilities by community groups and individuals. 2. To meet with groups organized to provide communication between the community and the schools and, when appropriate, assist authorized representatives of these groups in carrying out their responsibilities. 3. To interpret the school district s business services programs to the community. 4. To maintain an awareness of factors outside the school which affect the school program.
6 5. To solicit opinions and give attention to problems of all groups and individuals. F. BOARD/ADMINISTRATIVE RELATIONS 1. To serve as a member of the superintendent s administrative staff, attending meetings, participating in decisionmaking, planning and evaluation as directed by the superintendent. 2. To keep the appropriate administrative staff members informed on issues, needs and operation of the department. 3. To interpret and execute the intent of board policy. 4. To seek and accept constructive criticism. 5. To support board policy and actions to the public and staff. 6. To have a harmonious working relationship with the other members of the staff. 7. To assume responsibility for the implementation and observance of board policies and regulations by the staff. G. PROFESSIONAL STANDARDS 1. To maintain high standards of ethics, honesty, and integrity in all personal and professional matters. 2. To earn and maintain respect among professional colleagues. 3.
