1 TOWN OF BRECKENRIDGE POSITION DESCRIPTION Position Title: Transit Supervisor Department: Public Works Division: Transit Position Classification(s): REGULAR (Full Time Regular) Pay Plan Level(s): 70-NE Work Status/Schedule(s): Work schedule will vary during the year; full-time hours. FLSA Status: Non-Exempt [Classification, Pay Plan Level and Work Status subject to change, based on management needs] I. NATURE OF WORK The Transit Supervisors perform highly technical and skilled work as they serve the Public and the Town organization in a customer service and safety-sensitive role. The primary objective of incumbents in this position is to provide reliable, safe, and consistent public transportation service. The incumbent in this position assists Transit Management in the supervision of transit personnel, operation and maintenance of the Town s public transportation system. The individual will be responsible for operating the Town s transit system in such a manner to ensure employee and public safety, route & facility efficiency, and customer service excellence. II. III. Incumbents in the position are required to perform work in a manner consistent with and exemplary of the Town s Leadership Values & Philosophies and the Town s Equal Opportunity Employment policy. SUPERVISION RECEIVED Incumbents work under the direct supervision of Transit Management to carry out assigned duties, functions, roles, and projects in both routine and complex circumstances. SUPERVISION EXERCISED Incumbents in this position will supervise the Transit Division s regular and seasonal transit operations staff. This individual provides leadership, assists in the establishment of standards for safety (operational, employee, and public), efficiency, excellent customer service, and leads staff in successfully meeting these standards. The individual closely coordinates the day-to-day operational work activities of staff and, in conjunction with the other members of the Transit supervisory team and Transit Management, provides support, guidance and feedback to staff concerning expectations, work procedures, and performance. IV. KNOWLEDGE, SKILLS & ABILITIES The following Knowledge, Skills and Abilities are required for incumbents in the Transit Supervisor position: 1. A general, common sense knowledge of the Town s transit systems. 2. General knowledge of the Town and resort amenities. 3. Ability to work as an individual and as a member of a team. 4. Ability to obtain and hold a Commercial Drivers License (Class B, P2 Endorsement). 5. Ability to work any shift assigned (including early mornings, days, nights, weekends, holidays). 6. Ability to communicate effectively both orally and in writing, including the ability to interpret technical information. 7. Ability to anticipate and respect the needs and interests of others. 8. 2 9. Knowledge of safe driving principles and an ability to detect hazards and to recommend corrective actions. 10. Ability to quickly learn operational procedures and consistently work within the operational structure. 11. Able to maintain harmonious relations among staff and promote efficiency. 12. Able to use independent judgment in routine and non-routine circumstances, and in critical situations. Able to establish and maintain good relations with all Town departments, managers/supervisors, co-workers and the public. 13. Able to adapt to organizational and technological change. 14. Able to meet requirements for CDL holders with respect to the Town s Drug & Alcohol Policy for Safety- Sensitive Positions under FTA Guidelines. 15. Ability to meet U.S. Department of Transportation physical requirements for CDL drivers. 16. Must possess a combination of technical skills, analytical skills, organizational skills, communication skills, interpersonal relations skills and professionalism. 17. Must be able to work safely at all times, participate in safety training courses, notify management of any safety concerns, and ability to recognize and notify management about any customer service issues that pose a safety risk. 18. Ability to train others in driving and internal and external customer service functions and standards, not by simply providing information but also, and more importantly, by modeling the behaviors that exemplify these standards. 19. Able to identify when to seek guidance from Transit Management and work within scope of authority. V. Skill in motivating and encouraging others; as well as facilitating cooperation, pride and trust. Guides employees in the completion of work assignments and may assign and review work. Manages resources, including support staff, in an effort to achieve goals and objectives established by the Director of Public Works, Assistant Director of Public Works, Transit Management, and other Town management. VI. ESSENTIAL JOB FUNCTIONS Transit Supervisors are assigned specific assignments, job duties, scope, authority, responsibility, roles and requirements as determined by the Town, Department Division and pursuant to laws, regulations and practices. Incumbents in this position must be able to successfully perform, be responsible for and/or assist in the fulfillment of many job functions and duties. Essential job functions for Transit Supervisors include, but are not limited to the following: 1. Assisting Transit Management and other management in supervising and empowering the Transit staff to achieve Town goals, as they relate to this Division, in the areas of risk management, customer service, communications, job knowledge, and safety. 2. Recruiting of full-time, part-time, and seasonal bus drivers. 3. Make recommendations on training programs and provides training to bus drivers regarding operational issues, safety, customer service, and organizational, departmental, and divisional policies & procedures. 4. Monitor driver behaviors to ensure driver competency 5. Ensuring the accuracy of timekeeping, training records, driver s records and other employee documentation. 6. Ensuring staff perform daily vehicle checks to ensure equipment safety and perform checks if necessary 7. Assisting Transit Management in establishing and monitoring performance criteria and the performance of staff 8. Providing timely feedback regarding performance issues to Transit Management through assistance with performance evaluations and other written feedback 9. Assisting Transit Management in the collection and tabulation of data concerning the transit system including ridership, trends, service, and other data 10. Observing, documenting, and reporting vehicle safety or other safety issues to appropriate individuals (mechanics, Fleet supervisor, etc.) 11. Coordinating with the mechanics and supervisor to determine the safety and serviceability of the vehicle 12. Performing necessary administrative, reporting, and documenting functions for the Division as determined by Transit Management 13. Ensuring that all route requirements and schedules are met and informing the Transit Manager regarding issues impacting the efficiency of routes 14. Driving scheduled shifts or providing meal relief s for drivers as required to maintain the system integrity 15. Making routing decisions related to changes in routes or schedules resulting from inclement weather, construction, special events, etc. 16. Making recommendations to Transit Management during inclement weather for suspension of service 17. Assisting Transit Management in scheduling work hours for all staff and assigning routes to staff 18. Overseeing start-up or shut-down procedures for a given shift (including completion of proper paperwork and inspection of buses for cleanliness and safety) 19. Informing, supporting, and communicating with drivers, Transit Management and each other regarding routine and non-routine work related issues or policies Transit Supervisor Page 3 of 5
4 VII. VIII. OTHER DUTIES: Depending on organizational need, may perform in a floating position which may include the following duties: a. May be involved in special projects and employee committee activities that are directly or indirectly related to essential job functions. b. Performing assigned duties on various committees and in meetings. c. Assisting other departments as necessary. d. Preparing, updating and presenting necessary records and reports to management upon request. e. Focusing on professional development and self-improvement, continuing job knowledge requirements in order to remain aware of current methods and procedures. f. Providing meal relief to transit operators, which may include driving buses. g. Washing and/or detailing buses or support vehicles, cleaning bus barn. h. Other miscellaneous support functions as assigned. MATERIALS AND EQUIPMENT USED Materials and equipment used include, but may not be limited to the following: a. Equipment: Position requires use of various equipment including buses, staff vehicles, refueling stations, fluid dispensing systems, hand-tools (on occasion), bus/car wash facility & equipment, two-way radios, computers/tablets/other digital equipment, calculators, copiers, printers, fax machines, telephones b. Materials: Position requires the use of fuel, oil, lubricants and cleaning supplies. IX. WORKING ENVIRONMENT, PHYSICAL ACTIVITIES & REQUIREMENTS The working environment, physical activities and requirements may include the following: Work is performed in an indoor and outdoor environment and in Town vehicles (including buses and other Town vehicles). Exposure to extreme weather conditions, fumes, dust, materials listed above, loud noises, vibrations, moving objects and machinery; and, some work is in proximity to a computer screen. High degree of public contact at varying times, and working alone and as a member of a team. Contact with the public, coworkers, managers, supervisors and others where explanatory or interpretive information is exchanged, gathered or presented is a daily requirement. This position requires physically demanding work including long periods of sitting/driving, occasional heavy lifting (up to 30 pounds), ability to climb in & out of buses and other Town vehicles, walking, stooping, standing, bending, kneeling, grasping, carrying, driving, and listening/observing. A high degree of public contact including interaction with difficult riders/citizens/customers is required. The incumbent must pass a Department of Transportation (DOT) Federal Transit Administration (FTA) preemployment drug test, and present a valid DOT Medical Examiner s Physical Examination card. The incumbent will be subject to random drug and alcohol testing while employed in this capacity by the Town. Safety Sensitive: This position is considered safety sensitive because the incumbent must operate a revenue service vehicle, transporting passengers as part of a public transit system from Point A to Point B, as a regular function of his/her daily job duties. Work Schedule: Days, nights, weekends, and holidays, as needed or scheduled.
5 X. EDUCATION, EXPERIENCE AND FORMAL TRAINING Minimum three plus years customer service-related experience preferred. Minimum High school diploma or equivalent preferred. Minimum two years bus driving experience in a fixed route system preferred and/or an equivalent combination of skills, experience, and abilities. XI. LICENSES & CERTIFICATES 1. Valid CDL with Class B, P2 Endorsement, pursuant to the safety sensitive nature of the position, as defined in the DOT FTA regulation. 2. Valid Department of Transportation Physical card Incumbent s driving record will be reviewed on a regular basis and must be in compliance with organizational standards and policies. Further, incumbents are required to notify the Town, their supervisors and/or manager of any motor vehicle violation (except parking citations) at the time of issuance (immediately upon receipt of the ticket/violation, or upon the next working shift). This requirement exists, regardless of whether the incumbent plans to challenge the violation in court.
