2 1) Brief Scope of Work: i) For Packages under Group A: Renovation of existing 33/11kV S/Stn., New Construction and Renovation of 11kV feeders, New DTR substation with associated 11kV new line, Renovation of existing DTR substation, New Construction and Renovation of LT lines and replacement of defective/electromagnetic meters at Kalyani, Madhyamgram, Chandannagar, Naihati, Diamond Harbour, Asokenagar, Durgapur, Chakdah, Jiaganj- Azimganj, Baruipur, Baduria, Kaliyaganj, Kanchrapara, Katwa, Ranaghat, Gangarampur, Murshidabad, Gobardanga, Dhupguri, Dinhata, Kandi, Guskara, Dhulian and Sainthia Town. ii) For Packages under Group-B: New Construction and Renovation of 11kV feeders, New DTR substation with associated 11kV new line, Renovation of existing DTR substation, New Construction and Renovation of LT lines and replacement of defective/electromagnetic meters at Chinsura, Purulia, Cooch Behar and Srirampur Town. 2) Purchase of Bids: Package wise bidding documents for the Town can be purchased by the interested bidders in person on application in duplicate from the office of the CE (Dist. Project) on payment of money as stipulated under Table-1 in the form of Demand Draft/Pay Order drawn in favour of WEST BENGAL STATE ELECTRICITY DISTRIBUTION COMPANY LTD. payable at Kolkata from 10:30 hrs. to 14:00 hrs on all working days (except Saturday) from to Bidding Document that any single firm/consortium can purchase is any number irrespective of and or by combination of any group, provided the average minimum Turn-Over of the firm/consortium is equal to or more than Rupees ( )155 (One Hundred Fifty Five) Crores. If the average minimum Turn-Over of any single firm/consortium is less than Rupees ( ) 155 (One Hundred Fifty Five) Crores, then the limit of maximum number of bidding document that any single firm or consortium can purchase is 10 (ten) numbers. Time 1.0 BACKGROUND The Ministry of Power, Govt. of India is providing assistance to WBSEDCL under Restructured Accelerated Power Development and Reforms Programme (R-APDRP). Projects under R-APDRP shall be taken up in two parts. Part-A shall include the projects for establishment of baseline data and IT application for energy accounting / auditing and IT based consumer service centres. Part-B shall include strengthening of distribution system. (i) Pre-scoping visits/study, Design, Engineering, Manufacture, Testing and Commissioning of various equipments and systems including insurance during transit and storage of equipments till Testing, Commissioning & taking over by WBSEDCL, for job related to Renovation & Modernization of existing PSS such as Circuit Breakers, Isolator, Lightning Arrestors, CTs, Substation Earthing, Direct Lightning Protection Scheme, New 30 mtr. high VHF Tower with communication equipments, Control & Relay Panels, I/O cables, Yard and Indoor Lighting etc. Extension and Repair of existing Control Room Building with Painting of Structures for Renovation and Modernization (R&M) Work of existing PSS. Design, Engineering, Manufacture, Assembly, Inspection, Testing at manufacturer s work before dispatch; packing, supply, delivery at site, subsequent storage, erection, testing and commissioning at site; including insurance during transit and storage of all equipment/materials till Testing, Commissioning & taking over by WBSEDCL, for job related to new Distribution Transformers with LA, Isolators, LT Capacitors, LT Distribution Board with MCCBs, busbar and space for meter, H.T Fuse etc. at WBSEDCL identified locations including associated 11kV & LT lines, Renovation of existing DTRs (installation of LA, Isolators, LT Capacitors, LT Distribution Board with MCCBs, busbar and space for meter, H.T Fuse etc in existing DTRs), Poles for new transformers/new line, providing earthing, complete with all materials and Renovation of LT feeder including painting of structures & poles at identified locations. Dismantling of existing Defective Meter/ Electro-Mechanical Energy Meter along with Meter Board & other accessories, loading, transportation, unloading and handing over of dismantled meters & accessories to WBSEDCL identified store, Supply & Erection of new Polycarbonate Meter Board of suitable size for housing of Single/Three phase Energy Meter with required accessories, Erection of new Electronic Energy Meter along with PP Box complete for replacement of the dismantled Energy Meters. 11 3.0 QUALIFYING REQUIREMENT (QR) 3.1 The Bidder may be a Single Firm or a Joint Venture/ Consortium of two or more (limited to maximum three including Lead Partner) firms as Partners. However, one of the Partners has to be nominated as Lead Partner In case the Bid is submitted as Joint Venture / Consortium the Lead Partner must meet mandatory Criteria for Technical Requirement of the concerned package but must fulfill the total technical requirement of that package as per Table 2 jointly with other technical partners of the joint venture/ consortium The Lead Partner shall be authorized to incur liabilities and receive instructions for and on behalf of any and all Partners of Joint Venture/ Consortium and the entire execution of the Contract including the receipt of payment shall be done exclusively through the Lead Partner. This authorization shall be evidenced legally by submitting a Power of Attorney signed by legally authorized signatories of all the Partners as per proforma given in Section-5 (Forms of Bid Volume IA) In case the Bid is submitted as Joint Venture / Consortium, the turnover and working capital of each of the partners of the Joint Venture / Consortium shall be added together to determine the Bidders compliance with the minimum average annual turnover/working capital requirement All the Partners of the Joint Venture/ Consortium shall be liable jointly and severally for the execution of the Contract in accordance with the Contract Terms and a copy of the Contract entered into by the Joint Venture/ Consortium Partners having such a provisions shall be submitted with the Bid. A statement to this effect shall be mentioned in the Contract (refer clause 3.2) as well as in the Bid Form and the Contract Form (in case of a successful Bid) If the number of consortium members is 3 (three), number of technical partners shall be minimum 2 (two) A firm/company shall be entitled to form only one joint venture/consortium for all the packages under this tender i.e one bidder forming more than one joint ventures/consortium shall not be admissible. 3.2 Technical Requirements: To be qualified for the following packages, the Single Firm/ Joint Venture or Consortium must compulsorily meet the minimum pass/fail criteria as specified in Table-2 above. All performance certificates as proof of technical qualifying criteria shall be certified by Engineer not below the rank of Executive Engineer or equivalent. Corresponding LOA copies in respect of submitted performance certificate shall be submitted with the Bid. Section : 1 Page 11 of 17

12 3.2.2 In case the Bid is submitted by the Bidder as a Joint Venture or Consortium, Minimum Technical Qualifying requirements have been split into Mandatory and Other Technical Requirements. Mandatory Requirements (as per column 8 in Table-1) are to be fulfilled solely by the Lead Partner, whereas Other Requirements (as per column 9 in Table-2) may be fulfilled by any member of the Joint Venture (JV)/Consortium All Technical Experiences of the Bidders for fulfillment of Minimum Technical Qualifying requirements shall be reckoned on and from , i.e. from the Financial Year Experience/Performance Certificates for the jobs executed on or after shall only be considered in deciding Bidder s minimum Technical pass/fail criteria as specified in Table-2 above In addition to the mandatory requirements as specified in Column 8 of Table-2 above, the following criteria must need to be fulfilled for the Bidder/Lead Partner for all packages under any Group. Those parties already engaged in erstwhile WBSEB or its successor WBSEDCL s APDRP, RGGVY-Ph I & II and WBREP (under XI th. & X th plan) work, their eligibility would be judged from the satisfactory performance certificate of the Controlling Officers of the work, submission of which is mandatory. Any unsatisfactory performance report will be treated as disqualification of eligibility. 3.3 The Bidder shall furnish documentary evidence in support of Qualifying Requirement stipulated above. 3.4 Commercial & Financial Requirement: The Single Firm or Joint Venture/Consortium must compulsorily meet the following pass/fail criteria: The required Minimum Average Annual Turnover, as given in Table No. 2 above, should be complied on best 3 (three) Financial Years amongst , , , & The same Firm or Joint Venture/Consortium offering Bids for more than one package out of the packages under Group-A & B (refer Table-1&2 above), the requirement of Minimum Average Annual Turnover & Minimum working capital and credit facility taken together shall be the summation of corresponding figures as per column 5 & 6 of Table-2 above The figures for each of the partners of the Joint Venture shall be added together to determine the bidder s compliance with the minimum qualifying criteria set out in para above. However, in order for a joint venture to qualify, the partner(s) of joint venture must meet the following minimum criteria: Section : 1 Page 12 of 17

13 (i) The lead partner shall meet not less than 40% (Forty percent) of the minimum criteria as given at above. (ii) Each of the other partner(s) shall meet not less than 25% of the criteria as given at above. (iii) Total 100% of Turnover & Working Capital Requirement shall be fulfilled jointly. 3.5 The Bidder s offer must include the following documents to substantiate the qualifying requirement such as: a) Copies of original documents defining the constitution or legal status, place of registration and principal place of business, written power of attorney of the signatory of the Bidder to commit the Bid. b) Bidders shall provide details of work of similar nature executed or under execution during last 3 years in the following format. 15 4.2 Collection of Bidding Documents: Bidding document can be collected in person on application in duplicate from the office of the CE (Dist. Project) by paying the stipulated cost of the bidding document as mentioned in clause 4.1 above in the form of Demand Draft/Pay Order drawn in favour of WEST BENGAL STATE ELECTRICITY DISTRIBUTION COMPANY LTD. payable at Kolkata from 10:30 hrs. to 14:00 hrs on all working days (except Saturday) from to Bidding Document that any single firm/consortium can purchase is any number irrespective of and or by combination of any group, provided the average minimum Turn-Over of the firm/consortium is equal to or more than Rupees ( ) 155 (One Hundred Fifty Five) Crores. If the average minimum Turn-Over of any single firm/consortium is less than Rupees ( ) 155 (One Hundred Fifty Five) Crores, then the limit of maximum number of bidding document that any single firm or consortium can purchase is 10 (ten) numbers. Bidders are requested to go through the brief scope of work for each packages under Group A and B as per Table -1 above, from Abridged Tender Notice published in leading National/Regional Newspapers and detailed Tender Notice in WBSEDCL s website, and choose Packages for which they intends to Bid for. Bidders shall provide valid id, Telephone number, Fax number, address for correspondence in the application for purchase of bid. 5. BID GUARANTEE The Bidders shall furnish, as part of his Bid, a Bid Guarantee for an amount as stated in Table-2. The Bid Guarantee shall be valid for a period of 210 (Two Hundred & Ten) calendar days reckoned after the last date of submission of Bids. This should be submitted in a separate sealed cover marked as COVER-I. For joint venture/ consortium, Bank Guarantee shall be submitted in the name of Lead Partner and for Partnership firm, Bank Guarantee shall be submitted in the name of Partnership firm/ company. 6. COMPLETION TIME Time for completion shall be as specified in Column-1 of Table-2. The Zero Date shall be reckoned from the date of execution of Contract Agreement. 7. DUE DATE Sealed Bids in duplicate (as per clause 22 of Section 2: ITB) will be received upto 15:00 hrs of Section : 1 Page 15 of 17

Opening date of Price Bids (cover-iii) of the successful Techno Commercial Bidders will be intimated in due course. 8. PRE- BID DISCUSSIONS Note: Pre- Bid discussions regarding all packages will be held on at Seminar Hall-I, 7 th Floor, Vidyut Bhavan, WBSEDCL, Bidhannagar, Kolkata-91 at 11:00 hrs. 1. WBSEDCL reserves the right to reject any Bid or part thereof or all Bids received at its discretion without assigning any reason(s) whatsoever. 2. WBSEDCL reserves the right to go to divisible contract, if necessary. 3. WBSEDCL is not necessarily bound to accept the lowest Bidder. 4. Issuance of Bidding Documents will not be construed to mean that such bidder is automatically considered qualified. 5. Tender received after expiry of scheduled date and time shall not be considered. 6. The Bidding documents are not transferable and cost of bidding documents is not refundable under any circumstances. 7. No interest shall be payable for the above Bid Guarantee. 8. Any extraneous conditions will be treated as non-responsive. 9. The Bidders who have not purchased Tender Specifications from WBSEDCL directly will not be entertained. 10. The Bids must be submitted in prescribed proforma only. 11. Formation of any Cartel, may lead to the cancellation of tenders with penal measures as necessary and WBSEDCL reserves the right to take such unilateral decisions without further notice to any one. 12. Tenderers shall ensure that all pre-requisites are duly fulfilled by them and if there be any dispute regarding non-submission of any documents, WBSEDCL reserves the right to cancel the tender unilaterally without assigning any reasons to anybody.
