2 SECTION INTRODUCTION NOTICE INVITING BIDS (NIB) (International Competitive Bidding) Gujarat State Electricity Corporation Limited (GSECL) is a company promoted in 1993 by the Gujarat Urja Vikas Nigam Ltd. (formerly GEB) as 100 % own subsidiary.gog approved GSECL as a Generating Company to undertake implementation of new power projects. Consequent to the Govt. orders for unbundling of the State Electricity Board, all of their Power Plants are transferred to the Company raising the Total generating capacity 5006 MW. These power plants are based on coal, oil and gas as a fuel as well as hydro and wind mills are also in service.1000 MW Coal based plants are also under construction. Gujarat State Electricity Corporation Limited (GSECL)invites eligible National and International Bidders with requisite technical capability and sound financial position, to bid for the Engineering Procurement and Construction single point responsibility turnkey contract for 800 MW Coal Fired Supercritical Power Station at Wanakbori TPS, Kheda District, Gujarat, India as described below. 3 h) Opening of Bids i) Technical : 15/10/2012 from Hrs (IST) ii) Price Bid : To be intimated Later i) Earnest Money Deposit (EMD) Earnest money shall be submitted in a separate sealed envelope as per following: By Bank Guarantee - Indian Rs. 250 Million (two hundred fifty million) issued by an Indian nationalize/ scheduled Bank ( as acceptable to GSECL).In case such guarantee is issued by foreign Bank, the same shall be advised and confirmed by any of the Indian Nationalised / Scheduled Bank.The Bank Guarantee should remain valid for a period of one (1) year from the date of opening of the tender. Details of the above and the other terms and conditions have been specified in the General Conditions of Contract. Companies not having the branches in India may submit the above of 4.62 million US $. 3.0 THE PROJECT Gujarat State Electricity Corporation Limited (GSECL) has planned to install 1x800 MW Supercritical Thermal Power Plant Unit No. 8 at Wanakbori TPS. The 800 MW power plant will consist of one Pulverized Coal Fired Boiler unit and one Steam Turbine unit and the auxiliaries. 4.0 SITE 4.1 General The proposed Power Plant will be installed in the vacant space available in GSECL's existing Wanakbori Thermal Power Station at District Kheda, Gujarat. 4.2 Approach to Site The nearest railway station is Sevalia, 8 km away. The station has siding facilities suitable for handling project equipment. The railway track is broad gauge. The site is easily approachable by National Highway NH-08 at a distance of about 70 KM.The nearest town is Balasinor at a distance of approx 13 km. Nearest Airport is Vadodara at a distance of about 85 KM from site. As is evident from the above, the site is conveniently located for inland transportation. 4.3 Plant Grade Level The proposed plant will be located on leveled land with grade level about 72M approx. 4 4.4 Source of Water Water required by the Power Plant will be obtained from the intake water system of the Mahi River which is flowing by the side of the power plant. 5.0 SCOPE OF WORK Single point responsibility turnkey contract including design, engineering, procurement, manufacture, fabrication, shop inspection and testing, packing, forwarding transportation and insurance, unloading at site, erection, testing of the 800MW Coal Fired Supercritical Power Plant consisting of Supercritical Steam Generator and Auxiliaries, Supercritical Steam Turbine Generator and Auxiliaries, Power Cycle and other piping, valves and specialties, Coal handling and Ash handling system, main and auxiliary cooling water system, auxiliary systems like compressors, HVAC system, DG System, Complete Control and Instrumentation System, Electrical distribution system including power evacuation system, raw water system, water treatment plant & cooling system, and all other systems/facilities required for Thermal Power Plant, all associated civil & structural works, testing and successful commissioning, putting into operation and establishing the successful performance during the performance guarantee tests of the Project including all other incidental services required for the satisfactory completion and performance of the Project as per applicable codes and standards. 6.0 COMPLETION SCHEDULE The Power Plant is to be successfully completed within 48 months from the date of issue of the Notice to Proceed to the successful Bidder. 7.0 QUALIFICATION OF BIDDER A. QUALIFICATION REQUIREMENTS:- The bidder shall meet the qualification requirements as specified in Instructions to Bidders of this documents. B. Selection Process:- The bidder shall prior to submitting the expression of interest ensure that they meet stipulated qualifying requirements. Bidder shall furnish supporting documents in this regard in a separately sealed cover superscibed as Qualification Document on or before the date stipulated as above. GSECL reserves the right to qualify/disqualify any/all the bidders without assigning reason, at any stage, till releasing the order. The decision of GSECL in this regard shall be final. The Tender Document will be sold to qualified Bidders only. 8.0 Tender documents can be purchased from the office of the Chief Engineer (P&P), GSECL, Vadodara on working days as per the price and other payment details indicated. 9.0 Accredited agents/representatives of foreign bidders in India are also permitted to purchase the tender documents on behalf of the foreign bidder on presentation of valid document and on payment of requisite tender price as indicated above. 5 11.0 The offer must accompany the Earnest Money as indicated above failing which offer will not be considered Any offer received after the expiry of the time prescribed for receiving completed tenders, will not be considered GSECL reserves the right to reject any tender or all tenders received at its discretion without assigning any reason whatsoever GSECL is not necessarily bound to accept the lowest offer Issuance of bidding document will not be construed to mean that such bidders are automatically considered qualified Text of the Instruction to Bidder can also be downloaded from GSECL s website at 1) or 2) For further clarification in this regard, communication shall be addressed to the Company as under:- Shri P.M.
