1 METHODOLOGICAL NOTES The Structure o Earnngs Survey (SES) or 2014 s carred out or the ourth tme wth a our-year perodcty accordng to the Councl Regulaton N530/1999, the Commsson Regulaton N1916/2000 (amended) and the Commsson Regulaton N1738/2005. The objectve o ths legslaton s to provde accurate and harmonzed data on earnngs n EU Member States or polcy-makng and research purposes. 1. Goal o the survey The Structure o Earnngs Survey s amed to gve detaled and comparable at European Unon level normaton on dstrbuton and relatonshps between the level o remuneraton, ndvdual characterstcs o employees and these o ther employer. 2. Object, scope and unts o the survey Objects o the survey are: characterstcs o employer (enterprse, local unt) number o employees n the local unt, type o ownershp, exstence and type o collectve pay agreement, sze o the enterprse; ndvdual characterstcs o employees - age, sex, educatonal level, occupaton, length o servce, mode o employment (ull-tme/parttme), workng hours per day, workng days per week, type o employment contract, annual gross earnngs, annual bonuses, annual payments n knd, annual days o pad holday leave, monthly gross earnngs, earnngs related to overtme, earnngs related to sht work, employee s compulsory socal securty contrbutons and ncome tax, number o pad monthly hours, number o pad overtme hours. Economc actvtes covered: Mnng and quarryng (B), Manuacturng (C), Electrcty, gas, steam and ar condtonng supply (D), Water supply, sewerage, waste management and remedaton actvtes (E), Constructon (F), Wholesale and retal trade; repar o motor vehcles and motorcycles (G), Transportaton and storage (H), Accommodaton and ood servce actvtes (I), Inormaton and communcaton (J), Fnancal and nsurance actvtes (K), Real estate actvtes (L), Proessonal, scentc and techncal actvtes (M), Admnstratve and support servce actvtes (N), Publc admnstraton and deense; compulsory socal securty (O), Educaton (P), Human health and socal work actvtes (Q), Arts, entertanment and recreaton (R), Other servce actvtes (S). Statstcal unts o the survey are: 1) Local unts wth 1 or more employees belongng to enterprses wth 1 or more employees. 1

2 2) Employees wth earnngs durng October 2014, havng at least 1 workng day pad by the employer at a ull rate. 3. Reerence perods The reerence year s the calendar For representatve month s approved October as beng the month that s least aected by absences owng to annual leave or publc holdays. 4. Perodcty The survey s to be carred out once per our years. 5. Samplng desgn and samplng sze The samplng procedure used or the SES contans two stages. In the rst stage, a strated random sample o local unts wthout replacement s drawn. Stratcaton crtera used nclude: economc actvty dvsons (2-dgt level) o NACE Rev.2; the number o employees n the local unt : - 1 to 9; - 10 to 49; - 50 to 249; to 499; to 999; and more employees. regonal breakdown - level 1 o natonal Classcaton o Terrtoral Unts or Statstcal Purposes (NUTS) n Bulgara, n orce snce 2009: BG3 - Severna Yugoztochna Bulgara BG4 Yugozapadna Yuzhna Tsentralna Bulgara. 3 At the second stage, a systematc sample o employees s taken wthn each o the selected local unts. Method o data collecton Survey tools used or purposes o data collecton are as ollows: 1. Dspatch note to each respondent about the purposes o the survey. 2. Statstcal questonnare: part A collectng normaton or sampled local unts and part B collectng normaton or each sampled employee. 3. Explanatory notes or samplng o employees wthn the local unts and nstructons on normaton requred. The SES questonnare was developed on paper and n electronc ormat, uploaded on the ocal web page o NSI. 7. Man dentons Employees are all persons who have a drect employment contract wth ther employer and receve remuneraton n cash or n knd or certan qualty and quantty o work done, rrespectve o the type o work perormed, the number o workng hours (ull or parttme) and the duraton o the employment contract (xed or ndente). Other categores o workers ncluded are: apprentces and tranees wth an employment contract wth the reportng unt; seasonal or occasonal workers who are workng pre-dened hours on a contractual bass wth the local unt or the enterprse; outworkers, but only there s an explct agreement that they are remunerated on the bass o the amount o hours worked; employees on maternty leave as long as they receve remuneraton rom the employer; Categores o workers, whch are excluded: employees wthout an employment contract wth the enterprse/local unt; 3

4 apprentces and tranees wthout an employment contract wth the reportng unt (and who are consdered to be government employees); seasonal or occasonal workers whch are employed wthout pre-dened workng hours; persons wholly remunerated by way o ees, or commsson; members o the board o drectors o the enterprse; unpad owners, drectors or managers (who are pad by way o prot share or ee); employees o the observaton unt who have been permanently workng abroad (.e. or more than one year) n an alated company; the sel-employed; unpad amly workers; voluntary workers. Gross earnngs are the remuneraton n cash pad to the employee drectly and regularly by the employer at the tme o each pay perod, beore deductons o any tax and socal securty contrbutons payable by employee and wthheld by the employer. The gross monthly earnngs o employees nclude: basc wage or salary or work done or tme worked n the reerence month; earnngs related to annual pad holday leave and other perods o absences pad or entrely by the employer at a ull rate; payment or overtme work; specal payment or sht work nght shts, week-end or publc-holday shts; payments or senorty, harmul and other specc workng condtons, hgh personal qualcaton or other collectvely or ndvdually agreed addtonal payments; bonuses and gratutes pad regularly n each pay perod, even the amount vares rom month to month, The ollowng are not ncluded: payments pad n ths perod but relatng to other perods, such as advances, or pay or holday or sckness absence outsde reerence perod; perodc bonuses and gratutes not pad regularly at each pay date; payments or perods o absence pad by the employer at a reduced rate; statutory amly allowances; the value o benets n knd; allowances or work clothes or tools; 4

5 Rembursements or payments or travelng, subsstence etc. expenses ncurred n carryng out the employer's busness. The annual gross earnngs are the total amount o the regular payments n cash receved by the employee or the work perormed durng the reerence year, ncludng: the value o annual payments n knd (goods and servces) made avalable to employees by employer lke: - company products ree or at dscount; - meal vouchers; - clothes; - ree or subsdzed: travel to and rom work, housng, moble telephone, parkng place, petrol, company car, dental servces, etc.; all rregular payments as quarterly bonuses, 13th or 14th salares and other gratutes not receved at each pay perod; remuneraton or annual pad holday leave Net earnngs are the amount receved by the employee ater deducton o the tax and compulsory socal securty contrbutons leved on the total gross earnng n the reerence perod. Employee socal securty contrbutons reer to the total amount o compulsory socal securty contrbutons payable by the employee and wthheld by the employer rom the total gross earnngs n the reerence month, ncludng: health care, old-age penson, sckness, maternty and unemployment. Excluded are: socal contrbutons pad by the employee or hs/her amly members; socal contrbutons or addtonal penson nsurance pad voluntarly by the employee n a prvate nsurance und. Employee ncome tax contrbuton s the amount o the tax leved on the total gross earnngs o the employee n the reerence month ater deductons o the compulsory socal securty contrbutons and wthheld by the employer accordng to the actng tax legslaton. Annual pad holday leave ncludes annual total o all normal pad-leave days enttled to the employee or the calendar 2014 as agreed n the employment contract wth the employer. The duraton o annual pad holday leave s n workng days. Excluded are not taken days o annual pad leave lasted rom prevous years Pad hours cover the total number o normal and overtme hours to whch the gross monthly earnngs n the reerence month relate. The number o pad hours ncludes: 5

6 actually worked normal hours, worked and pad overtme hours, hours not worked but nevertheless pad by the employer at a ull rate (annual leave, work stoppages and other hours pad such as or medcal examnatons). Hours not worked and pad at a reduced rate are excluded. Normal workng hours are the number o hours, whch the employee s oblged to work n the reerence month under the terms o the employment contract, regulaton or rules n orce n the local unt. 8. Classcatons and nomenclatures Classcaton o Economc Actvtes 2008 ully complant wth the European classcaton NACE Rev. 2. Natonal Classcaton o Occupatons and Dutes 2011 consstent wth the Internatonal Standard Classcaton o Occupatons ISCO Nomenclature o Educatonal Levels n complance wth the Internatonal Standard Classcaton o Educaton ISCED Classcaton o Terrtoral Unts or Statstcal Purposes - n complance wth the European classcaton NUTS. 9. Man statstcal ndcators The computed arthmetc means are weghted averages wth the total number o employees n the observed populaton: average gross monthly earnngs n October 2014; average amount o earnngs related to overtme and average amount o earnngs related to sht work n October 2014 spread over the total number o employees; average net monthly earnngs n October 2014; average number o pad hours n October 2014; average number o overtme pad hours n October 2014; average gross hourly earnngs n October 2014; average gross hourly earnngs related to overtme n October 2014; average annual gross earnngs n 2014; average amount o earnngs or annual pad holday leave, average amount o rregular bonuses and average annual payments n knd n spread over the total number o employees; average number o days o pad holday leave; Medan o gross (monthly, hourly, annual) earnngs takes the value o the gross earnngs o the 50th percentle and s the value below whch 50% o all employees all. 6

Accuracy For each table wth survey results are calculated coecents o varaton (relatve standard errors) concernng total gross earnngs as requred n the Commsson Regulaton N 698/2006 concernng qualty evaluaton o structural statstcs on earnngs. Comparablty wth other surveys There are other statstcal sources that produce normaton on number o employees, earnngs and workng tme: Quarterly Survey on Number o Employees, Tme Worked, Wages and Salares and Other Labour Costs - number o employees; wages and salares; worked days and worked hours; Annual Survey on Employed Persons, Wages and Salares and Other Labour Costs - number o employees; wages and salares; worked days and worked hours; 7

8 Labour Force Survey - number o employees; worked hours; Natonal Accounts - number o employees; worked hours. The results rom the 2014 Structure o Earnngs Survey are relatvely comparable wth rom the above-sted surveys due to the ollowng methodologcal characterstcs o SES: Coverage by economc actvtes: Agrcultural sector s excluded (secton A o NACE Rev.2). Target populaton o employees: employees wth earnngs durng October 2014, havng at least 1 workng day pad by the employer at a ull rate. Excluded are all persons wthout earnngs n the reerence month but are nevertheless n labour relatonshp wth ther employer. Gross monthly earnngs: excluded are rregular bonuses and gratutes not pad regularly at each pay perod. Gross annual earnngs: ncluded are annual payments n knd receved by employees durng the year. Workng tme: collected s normaton on pad days and pad hours (worked + not worked but pad days/hours). Other methodologcal characterstcs: ndvdual monthly earnngs o employees whch have been nluenced by perods o unpad absence n October (due to sck, maternty, unpad leave etc.) or because the employee jont or let the rm durng the month, are grossed-up onto a ull-month level. Total gross earnngs n the representatve month or a ull month s estmated by a coecent obtaned rom the rato between the normal monthly workng hours and the total number o hours actually pad reduced wth the number o overtme hours pad n October ndvdual annual earnngs o employees whch have been nluenced by perods o unpad absence (due to sck, maternty, unpad leave etc.) or because the employee jont or let the rm durng the year, are grossed-up onto a ull-year level. Total gross earnngs n the representatve year or a ull year s estmated by a coecent obtaned rom the rato between the total number o workng weeks (52.14) n the calendar 2014 and the actual number o weeks to whch the annual remuneraton relate. In the calculaton o average gross earnngs are ncluded only these employees who have receved earnngs rom the sampled local unt at least 30 weeks n the reerence year. In ths way the number o employees to whch the calculatons o average annual gross earnngs relates s reduced by 13 %. 8
