2 Village of Brown Deer, Wisconsin PROFESSIONAL ANNOUNCEMENT Brown Deer, WI (pop. 12,061) The Village of Brown Deer, Wisconsin, a full-service community of about four square miles located in the North Shore area of Milwaukee County, contiguous to the City of Milwaukee, seeks experienced police professionals as candidates to lead its Wisconsin State Accredited Police Department. The Police Department has a 2013 budgeted complement of 34 employees consisting of a Chief, 2 Captains, 4 Lieutenants, 4 Sergeants, 17 full-time sworn police officers, 3 Desk Officers, an Executive Secretary and 2 Clerks. The Brown Deer Police Department is recognized within both the community and the region as being highly professional and well trained, with employees dedicated to the community s safety and fair, unbiased treatment of everyone. Brown Deer made news recently when CNN/Money released their annual list of the best places to live in America. CNN named the Village the 19 th -best place to live in the nation when it comes to affordable homes. The Village offers an excellent school system, Park and Recreation Department, accessible public transportation, immediate access to Interstate 43 and an involved, diverse community. The Village is seeking candidates having strong communication and leaderships skills with a proven record of participation and visibility in the community who are committed to law enforcement accreditation. Experience as a law enforcement professional in the State of Wisconsin is highly desirable. Candidates must be committed to training, professional development and community engagement. Candidates must possess a bachelor s degree in a related field. A master s degree and graduation from a senior police leadership program such as the FBI National Academy, Northwestern School of Police Staff and Command or similar education is highly desirable. Candidates should have at least five years of experience in a law enforcement leadership position or an equivalent combination of experience and training which provides the requisite skills and abilities to effectively perform the duties of Chief of Police. Candidates must possess well-developed interpersonal communication and public presentation skills and be a person of utmost integrity. The Chief of Police is appointed by the Brown Deer Police Commission and reports to the Village Manager. The starting salary range is $90,000-$100,000 DOQ. Telephone inquiries: (847) COMMUNITY BACKGROUND The Village of Brown Deer is uniquely situated for anyone who enjoys living in a family-friendly community that is minutes from numerous cultural, recreational and major sports venues. Brown Deer is located immediately north of the City of Milwaukee and is one of seven communities that make up the prestigious North Shore of Milwaukee County. Encompassing 4.5 square miles in northern Milwaukee County, Brown Deer s neighbors are the City of Mequon to the north, and the Village of River Hills on the east.
3 Chief of Police Like much of Wisconsin and the Midwest, Brown Deer s original founders were farmers who found the fertile, wooded land a way to make a living with the nearby growing City of Milwaukee as a key market for farm and dairy products as well as wood and lumber. In 1841, the original towns of Lake and Milwaukee were divided into seven townships, each approximately 36 square miles. The Township of Granville, named by settlers from Granville, New York, was situated in the northwest corner of Milwaukee County. In the far northeastern corner of this township grew the small community of Brown Deer. The first town meeting was held in At that time, Brown Deer had a population of 225 the townspeople elected 14 officials and decided to pay them $1.00 per day for their efforts. The Brown Deer area began to grow with the sale of the Rock River Canal Company land. The character of the area did not change significantly until after World War II when subdivisions began to develop outside of the major metropolitan areas including Milwaukee. In 1951, the Badger Meter Manufacturing Company came to Brown Deer, which marked the first major industrial development. Efforts to incorporate began in 1953 but due to opposition from the City of Milwaukee, a trial was held. Brown Deer prevailed and became a municipal corporation on January 20, Today, the Village of Brown Deer is a thriving community that is proud of its cultural, ethnic and economic diversity. Approximately 62% of the community is Caucasian; 28% of the community is African American; 4.9% of the community is Asian American; and, 3.9% of the community is Hispanic or Latino, making Brown Deer one of the most diverse cities in Wisconsin. The Village of Brown Deer is a closely-knit community with a high level of collaboration between its local government, school district and business community. Three times a year Our Brown Deer magazine is published and it provides a wealth of information on upcoming events and updates on community projects. Some of the magazine s most recent features include: Brown Deer Named One of Top Places To Live in U.S. CNN named the Village the 19 th -best place to live in the nation when it comes to affordable homes. The CNN list is meant to show consumers growing towns where their incomes go the farthest. Farmers Market the Village of Brown Deer hosts a Farmers Market every Wednesday in May through October from 9 a.m. 6 p.m. and features fresh vegetables, fruit, herbs, cut flowers, homemade baked goods and a variety of ethnic specialty foods. Community Events The Village of Brown Deer recently initiated a Community Events Committee to plan events that will build on the Village s highly successful Fourth of July festivities and the well received Community Vibes free concerts in the summer. New Community Center The Village recently opened a brand new 6,000 square foot community center that includes a large room for gathering and entertaining, a warming kitchen, dance/fitness classroom and a technology/enrichment classroom. This project was in collaboration with Jewish Family Services. The center hosts a Senior Meal Program as well as serves as the new home for the Brown Deer Seniors Club, which offers a variety of special programs for Brown Deer seniors. Park and Recreation Programs In addition to operating the new community center, the Parks and Recreation Department for the Village offers a wide variety of programming including sports, dance, and fitness classes for all ages as well as a Family Scavenger Hunt and Family Movie Night. The Parks and Recreation Department also manages the Brown Deer Pond, a community treasure located in the heart of Brown Deer. The pond is a one acre, chlorinated swimming facility with a sand beach located in Village Park.
4 Village of Brown Deer, Wisconsin Brown Deer Public Library The Library provides a wealth of information and services including books, DVDs, audio books, as well as a variety of periodicals and newspapers. The library also has an online catalog, CountyCat which connects to all Milwaukee Public Libraries and their full collections. The library also offers movie nights, a Halloween party, and story times for pre-schoolers. Adult programming includes seminars on résumé building, interviewing skills and book discussions. This is a small sample of all that Brown Deer has to offer its residents. It is not surprising that more than 50% of the Village s residents have lived in Brown Deer for more than 20 years. The community s collaborative spirit, volunteerism, and pride in its schools, parks, local government and businesses make it a wonderful place to live and work. BROWN DEER LOCAL ECONOMY Brown Deer has grown from a small farming community to a thriving, multi-faceted economy. With access to the City of Milwaukee, airports in Milwaukee and Chicago and major state highway access, Brown Deer is well situated for commercial and industrial development. Like nearly every community in the last few years, Brown Deer has experienced challenges with economic development. Home to major private sector companies such as Badger Meter, Great Lakes Friction Products (transportation products), Rite-Hite Corporation (machinery), Pel-Freeze Clinical Systems (chemical products) and Merisco (textile products), Brown Deer provides a solid base of employment. The Village is struggling, though, with vacancies in the Brown Deer Industrial Park, a mixed use development that provides commercial, industrial and office space. The Village has utilized Tax Increment Financing Districts (TIFs) to promote economic development. The Bradley and Teutonia TIF in the southern portion of the community supports the revitalization of a former core commercial Main Street in the Village. This project is unique for its walkable aspects and plans for a variety of residential and commercial components. The TIF area includes a recently announced Walmart store that should create additional jobs. BROWN DEER VILLAGE GOVERNMENT The Village of Brown Deer is an independent, full-service municipality that operates under a Manager form of government. The Village is governed by a Village President and six-member Board of Trustees, all elected at large and on a non-partisan basis for three-year terms. The terms are staggered. The Village is politically and administratively stable. The Board is responsible for all legislative functions and for appointing the Village Manager, who serves as the chief executive officer and is the head of all administrative functions for the Village. The Village Manager handles the human resources function including collective bargaining with the Village s one union in the Police Department. The current contract expires in The Village Manager also serves as the Village Purchasing Agent.
5 Chief of Police The Village employs 69 full-time and 30 part-time employees and has a budget of $9.7 million. The operating departments include: Administrative Services, Police, Library, Parks and Recreation, Community Services and Public Works. The Village is a founding member of the North Shore Fire Department, which serves seven suburbs north of Milwaukee. These seven communities also formed the North Shore Health Department and participate in police and fire consolidated dispatching. BROWN DEER POLICE DEPARTMENT The Brown Deer Police Department is a premier policing agency. It is a modern, full-service police agency whose commitment goes beyond the typical definition of police work. At Brown Deer, safety is a shared responsibility. The Department understands the importance of cooperation and so has formed strong bonds with community partners, including the school district, in order to address public safety expectations and needs. In addition, the Department participates in the Suburban Mutual Assistance Response Team mutual aid agreement in order to keep the community safe and secure. The commitment to community policing makes the Department part of the fabric of Brown Deer and enables the cultivation of true partnerships within the community it serves. The Department s officers are well respected in the community and viewed as accessible and approachable. There is a strong partnership with the School District, which serves a diverse student population of 1,600 students from Kindergarten through 12 th grades. The Department also conducts a popular and wellattended Citizens Police Academy. Finally, the Brown Deer Police Department is accredited through the Wisconsin Law Enforcement Accreditation Group (WILEAG). The Department takes pride in this achievement and in its adherence to high standards for hiring and performance of all personnel, as well as the implementation of state-of-the-art practices and technology. We strive for excellence through our community partnerships to maintain and enhance a high quality of life in the Village of Brown Deer. 6 Village of Brown Deer, Wisconsin CHALLENGES AND OPPORTUNITIES Like all Wisconsin municipalities, the Village s finances have been significantly affected by the downturn in the economy and the reduction in revenue sharing from the State of Wisconsin. It is likely that there will be additional levy limitations imposed on Wisconsin cities. The next Chief of Police can expect to work closely with the elected and appointed officials on seeking out new sources of revenue as well as continuing to find ways to most efficiently deliver Village services. The introduction of new development, such as Walmart and Rogers Mental Health facility will create a potential for increased demands on police resources. The next Chief of Police can expect to work closely with all stakeholders to continue to provide the high level of service characteristic of the Brown Deer Police Department. The Village of Brown Deer prides itself on its diversity. The next Chief of Police will be expected to embrace the Village s diversity and work to further diversify the Department so that it is more representative of the community s population. The current agreement between the Village of Brown Deer and the Police Officers Bargaining Unit expires this year, and the Chief will be responsible for assisting the Village Manager in the establishment of a new agreement. The Brown Deer Police Commission would like the next Chief to maintain the high standards of service, but also evaluate the Department s current priorities. The Village of Brown Deer has a long history of collaboration with neighboring units of government and other local governments within Brown Deer. The Village and School District share facilities for recreational programming and contract information technology services. It is critical that the next Chief of Police embrace the collaborative spirit of the Village and look for ways to enhance these partnerships and develop new ones. The next Chief is expected to work closely with the Police Department staff, other Village staff, appointed and elected officials and other customer stakeholders to ensure a safe living, working and recreational environment. To that end, the Chief will be expected to continue to support and enhance the community policing and outreach efforts currently established, and expand those efforts and activities that most contribute to the goals of the Department. The next Chief will lead a department of talented employees interested in being challenged and empowered. It will be important for the next Chief to establish positive working relationships throughout the organization, tapping into the Department s potential. Experience in administering an effective professional development and training program for officers is very important.
7 Chief of Police The next Chief must be able to portray an adaptable style that reflects flexibility and participatory management when appropriate, and strength when appropriate. CANDIDATE QUALIFICATION CRITERIA The Police Chief position is a highly visible position in the Village of Brown Deer, requiring well developed leadership abilities and management skills that are based upon consensus building and problem solving as well as a strong desire to work in a community and team-oriented environment. He or She must be a highly motivated, self-starting and confident individual with excellent leadership and interpersonal skills. The following factors of education, experience, management style, and professional traits have been identified by the Village of Brown Deer as ideal attributes for the Police Chief to possess in order to function effectively in the position. Education and Experience (Not in order of importance) Possess a bachelor s degree in related field. A Master s degree and completion of an advanced police management school (e.g., FBI Academy, Southern Police Institute, Northwestern University School of Police Staff and Command, or similar education) is highly desirable. Have a minimum of five years in a law enforcement leadership posi-tion, or a combination of experience and training which provides the required skills and abilities to effectively perform the duties of Chief of Police. Experience as a law enforcement professional in the State of Wisconsin is highly desirable. Demonstrated successful experience in progressively responsible supervisory, administrative and managerial assignments in law enforcement, preferably in a diverse community, is desirable. Have demonstrated experience working cooperatively with other law enforcement agencies and regional task forces to effectively utilize the department s resources; understand that other law enforcement agencies have different missions and be respectful of those missions. Have successful personnel management and employee relations experience, with a record of dealing fairly with all employees, collectively and individually; be knowledgeable of collective bargaining issues and labor contract administration within a police department setting. Have sufficient experience to review organizational structure, staffing, and personnel assignments and make changes when appropriate, to ensure departmental capability to carry out its mission and responsibilities in an exemplary manner; use data driven decision-making processes when appropriate.
8 Village of Brown Deer, Wisconsin Have experience in personally preparing accurate written reports, s, and similar communications, together with effective verbal communication and public speaking skills, including a willingness to make effective oral presentations to a range of community and business groups. Have experience in utilization of information technology as it relates to modern and innovative law enforcement and administrative functions. Be capable of directing the preparation and presentation of the Police Department budget and understanding the principles of government budgeting, including the delivery of police services in an effective, cost-conscious manner. Be experienced in addressing internal organizational and personnel issues present in most police agencies as well as have demonstrated ability in addressing these problems in a positive, professional, and impartial manner. Have experience in creating and working in a management environment where police services work cooperatively with other organizational and institutional services, neighboring law enforcement agencies, and other community agencies. Have experience resolving citizen inquiries, suggestions, and complaints in a participative community and be willing to be accessible and personally respond to unscreened calls to the Chief. Have experience in and be committed to community- and neighborhood-oriented policing practices and techniques. Demonstrate good communication skills. Be knowledgeable about State of Wisconsin laws and the legal system. Management Style/Personal Traits (Not in order of importance) Have strong leadership abilities, motivating and interacting with police personnel, co-workers, Village Officials, and all segments of the community in an effective, positive manner. Be a decisive, results-oriented police manager who develops command staff and subordinate personnel through clear direction, delegating without micromanaging and maintaining accountability. Demonstrate cultural competency, particularly in a diverse suburban community. Be committed to training and the need to provide risk management through enhancement of the skills, knowledge and training of personnel. Training should also stress customer service principles.
9 Chief of Police Be a leader who takes a flexible approach to problem-solving, searching out all alternatives, and being receptive to suggestions of others before making a decision or recommending a course of action. Possess well-developed leadership skills that demonstrate the ability to make difficult, timely and sometimes unpopular decisions as well as the ability to listen to, support, and implement subordinate employees suggestions and ideas when appropriate. Have particularly strong interpersonal skills with the ability to pull things and people together, developing trusting relationships and building camaraderie throughout the department. Be a visionary leader and have the ability to think strategically for the Village and the Department. Have complete personal and professional integrity and honesty and have a high sense of professional ethics. Foster transparency for the Department s activities and performance. Lead and motivate by example, encouraging high standards of performance and productivity from all Department personnel. Be even-handed, fair, impartial, and consistent in dealing with all employees in terms of assignments, enforcement of rules, disciplinary and related actions. Be able to quickly gain credibility and respect of Police Department employees, including command staff, rank and file officers, and civilian employees as well as Village officials and community residents. Believe in and practice team management, committed to employee (both sworn and civilian) input and involvement in decision making; have an open door policy; be accessible and approachable to all Department members, local residents and other community customers. Have the ability to work under sometimes stressful conditions, providing strong and effective leadership in such situations and being able to make tough decisions on the spot when required. Be personally committed to and provide opportunities for comprehensive and continual training and development for all police personnel, giving personal attention to counseling and career development, including creating opportunities for such training to be utilized in the Department. Be self-confident and secure in presenting professional recommendations and opinions to the Village Manager and Elected Officials in a straightforward, diplomatic manner, while capable of carrying out ultimate Village policy decisions in a prompt, effective, and impartial manner. Be an anticipatory manager, one who actively seeks solutions to law enforcement problems before they become a more serious problem. Maintain high visibility with all levels of staff and employees by getting out of the Chief s Office and interacting with individuals in their work places and in the field, recognizing employee contributions as appropriate. Be active in the Village community as a visible Village Official, personally taking part in civic and community activities and events. Have an appropriate sense of humor.
