Ideal candidates will have well rounded management experience in both the public and private sectors preferably with a focus in planning/zoning or code enforcement. The new Director will have the opportunity to guide the organization through the process of re-establishing Development Services Department. The City of Fayetteville is an awardwinning city that is home to Fort Bragg, the Army s headquarters for Airborne and Special Operations forces, and Pope Army Air Field. Located in Cumberland County, the City is more than 250 years old and steeped in history. The City s 148 square miles include an historic downtown shopping area, numerous historic sites, seven museums, three colleges and universities, multiple entertainment venues, and award-winning golf courses. Fayetteville is conveniently located within two hours of Myrtle Beach and other east coast beaches, as well as within close proximity to camping, fishing and hiking. The Director of Development Services will have the of responsibilities that include leading the City s current and long-range planning efforts in coordination with the City s strategic plan as well as directing and managing planning, zoning, development review, permitting, building inspections (including mechanicals) and code compliance activities within the City. The successful candidate will have the following qualifications and experiences: A commitment to creative, problem-solving through teamwork and professionalism, outstanding supervisory and administrative skills and highly developed interpersonal and oral/written communication skills. A demonstrated record of team-oriented style leadership with a comprehensive knowledge of urban planning and development concepts, principles, strategies, practices and techniques and the ability to facilitate the development of a strong solutions based, customer service focused department. A bachelor s degree in urban planning, architecture, public administration, or a related field with a AICP designation and seven to ten years of progressively responsible senior level management experience. A master s degree is strongly preferred. The starting salary range is $100,000 - $125,000 DOQ. The community has a rich history that goes back to 1762, in the early days of American and was named after the Revolutionary War hero, Marquis de Lafayette. Historical landmarks are woven throughout the downtown shopping
3 Director of Development Services area, connecting the past to the present and future, including the Airborne Special Operations Museum and the Veteran s Memorial Park. The historic downtown offers quaint specialty shops, unique dining venues, antique shops, bookstores and the picturesque Fayetteville Market House landmark. The downtown will also soon be home to a new Baseball Stadium that will house a Single A+ Minor League team of the Houston Astros. This development will also include the redevelopment of a historic hotel property into new residential and additional mixed use opportunities. Additionally, plans call for development of properties for high end apartments and a hotel. Fayetteville is conveniently located in the south central part of North Carolina, on Interstate 95 and is 110 miles east of Charlotte, 65 miles south of Raleigh and only 49 miles from Pinehurst, the American home of golf. SCHOOL SYSTEM/ EDUCATIONAL OPPORTUNITIES CUMBERLAND COUNTY SCHOOLS DISTRICT - The School System of Choice is the slogan of the Cumberland County Schools District. CCS is the 5th largest school district in North Carolina. All 51,480 students are prepared through comprehensive PK-12 programming and extensive extra- and co-curricular offerings. With Fort Bragg Army Base located within school district boundaries, CCS works closely with military students and families as they transition to and from Fort Bragg. The District focuses on engaging students to include emphases on attendance and customized learning opportunities. CCS seeks to prepare students for college, career and citizenship. Pre-Kindergarten through twelfth grade students are served in 52 neighborhood elementary schools, 18 middle schools, 17 traditional high schools and an alternative high school. There are several colleges and universities that offer residents the opportunity to further their education, including Fayetteville State University, Fayetteville Technical Community College and Methodist University. CITY GOVERNMENT The City of Fayetteville is organized under the Council/ Manager form of government. The Fayetteville City Council is an elected body consisting of nine council members and a Mayor. All council members, except for the Mayor, are elected from individual districts. Among other duties, the Mayor and council appoint a City Manager who is responsible for the day-to-day operations of the City, translating policy decisions of the Council into action, developing the annual operating budget and managing all department directors. City Council, City Manager and staff have communicated their desire to provide excellent customer service to the citizens, the acronym R.E.S.P.E.C.T., to convey the City s core values of Responsibility, Ethics, Stewardship, Professionalism, Entrepreneurial Spirit, Commitment and Teamwork. DEPARTMENT OF DEVELOPMENT SERVICES The Department manages the consolidated functions of planning, inspection, zoning and code enforcement. Fayetteville s population has grown rapidly from 53,150 in 1970 to the estimated 208,000 today. Much of this growth occurred through annexation subsequent to a 1983 change in state law. The City annexed 27 square miles and 46,000 residents in 2005 alone. Additionally, planning is a relatively new function in the City; until 1999, planning was provided as a joint function with Cumberland County. The Development Services Director supervises two divisions that comprise the four functional areas of the department. The Planning and Zoning Division focuses predominantly on current land use functions such as subdivision, site plan, special use and zone change application, but also supports subarea planning and annexation. This division also supports several boards and commissions including Planning, Zoning, Historic Resources, Joint Appearance, and Adjustment. The Building Inspections/Code Enforcement Division is responsible for all building inspections, plan review and
4 Fayetteville, North Carolina permitting within the City. Additionally, they are responsible for enforcing sign, property maintenance, zoning, minimum housing, tax and other civil codes within the City. The position is an integral part of the Senior Management Team, reporting to the Deputy City Manager and will manage a department that is increasingly important to achieving the objectives of the City Council. The Director will serve as the principal advisor to the City Manager, City Council and the Senior Management Team on matters pertaining to growth management, zoning/ permitting processes, strategic and long-range planning, inspections and code enforcement. Primary duties will include working with other departments, external public agencies and key stakeholders to develop and implement development regulation policy to achieve the strategic objectives of the City Council. THE DIRECTOR POSITION The City is seeking candidates who are leaders in planning and development/redevelopment with a strong desire to assist in charting the future growth of a community dedicated to high quality customer service while maintaining its sense of place and history. The ideal candidate will be a credible AICP planning professional with a proven history of engaging the community and key stakeholders in a productive conversation regarding the development and redevelopment of the built environment. Candidates for this position must be comfortable providing creative guidance and leadership as the City moves forward into its next phase of growth and development. Challenges and Opportunities The next Director can expect to work closely with the City Management, fellow department heads and staff, the elected officials, and members of the City s Boards and Commission as appropriate on the following: Cultivate a strong working relationship with residents, businesses, stakeholders and developers providing leadership on how to develop and enhance the community. Serve as the professional planner who sets the standard for the City and provides a vision for the City Council and community to consider. Enhance the City s dedicated approach to customer service to its residents, business community, and developers, ensuring that City processes continue to be transparent and fair. Formulate a plan to bring additional technology into the Department to facilitate a streamlined permitting process with on-line access and applications. The current Director is retiring after a long career in local government planning, as are the current Planning Manager and Code Enforcement Manager. A newly funded Assistant Director focusing on permitting, inspections, and code enforcement is also yet to be filled. The City is moving to place temporary resources into these positions in to provide the new Director an opportunity to participate in the recruitment of these critical positions. (see Organizational Chart on page xx) Review the City s Uniform Development Ordinance and provide guidance on how the ordinance can be changed or enhanced or better implemented to provide guidance for the development community. CANDIDATE QUALIFICATION CRITERIA The following factors of education, experience, management style, and personal traits have been identified as ideal attributes for the Director of Development Services to possess to function effectively in the position.
5 Director of Development Services Education and Experience A bachelor s degree in urban planning, architecture, public administration, or a related field with an AICP designation and seven to ten years of progressively responsible senior level management experience. A master s degree is strongly preferred. Possess a thorough knowledge of the principles and practices of urban planning, land use, building construction, zoning, subdivision, historic preservation, economic development, and site development rules, regulations and ordinances preferably in a growing, comparably-sized community. Experience in developing and implementing workable solutions and making technical decisions on a variety of current planning and code enforcement issues and continuing to improve on the implementation of those solutions. Possess proven interpersonal and human relations skills with the ability to present a professional and empathetic attitude toward all who interact with the Department of Development Services, understanding that this role is a highly visible one in the community. the ramifications that land use and long-range planning actions have on other departments within the organization. Ability to strategically analyze and interpret complex public policy issues and prepare comprehensive staff reports while being astute to the political environment. Demonstrated abilities to implement new technologies or enhance current ones to facilitate a one stop shop approach to customer service including the ability to issue on-line permits and permit tracking by outside entities. Extensive experience in delivering written and oral presentations to governing bodies and to officials at all levels of the organization as well as the ability to effectively communicate with residents about provisions within the building or property maintenance codes. Have a positive record of delegating and fostering an attitude of teamwork and creativity in problem solving, while ultimately being accountable for the quality and effectiveness of overall departmental performance. Excellent negotiating skills with the ability to work closely with developers and consultants while maintaining the City s standards for quality development. Ability to manage key issues, initiatives, and projects; must have a complete understanding of the nature of issues and initiatives in an organizational setting and Management Style/ Personal Traits Possess unquestionable integrity and ethical standards in the performance of the Development Services Director duties. Demonstrate excellent oral and written communication skills with the ability and willingness to communicate openly and transparently with the City Manager, Mayor, City Council, appointed boards, employees, and community.
