1 JOB ANNOUNCEMENT THE HOUSTON HOUSING AUTHORITY POSITION TITLE: DEPARTMENT: SALARY: Occupancy Technician Housing Choice Voucher Program Negotiable POSTING NO: OTHCVP3 DATE POSTED: 02/22/2010 CLOSING DATE: FLSA CLASS: OPEN Until Filled Non-exempt Duties and Responsibilities The duties of the position include a wide range of activities related to determining and documenting participant eligibility, income, rent and contractual relationships with owners in support of HCV program operations. A person in this position may perform admissions, re-certifications, interim adjustments, rent increases and deal with both participant and landlord problems. Specific duties include the following: Waiting List Management 1. Processes applicants (waiting list and special admissions) as directed by Assistant Administrator in a manner consistent with achieving a 97 percent utilization rate; 2. Purges the waiting list annually; 3. Recommends opening or closing the waiting list at least two months before the action is needed; 4. Places 98 percent of applicants on the waiting list in accordance with the Administrative Plan; 5. Selects 98 percent of applicants from the waiting list in accordance with the Administrative Plan; ONLY THOSE PERSONS WHO APPLY IN WRITING WILL BE CONSIDERED. 2 Page 2 of 6 Admissions 6. Conducts eligibility interviews with applicant and port-in families; 7. Conducts interviews in the client s home or field office as needed; 8. Conducts criminal history check on all adult members of applicant families; 9. Determines eligibility of applicants from the waiting list, special admissions and port-ins. Informs ineligible families of informal meeting procedures; 10. Documents family composition, citizenship or eligible immigrant status and social security numbers of family members over age six (or certification that no number exists) in accordance with HUD requirements; 11. Determines Annual Income in accordance with HUD rules; 12. Obtains EIV or third party verification of income (or documentation of why third party verifications are not present); 13. Calculates Adjusted Income correctly in accordance with HUD rules; 14. Obtains third party verification of deductions (or documentation of why third party verifications are not present); 15. Calculates Total Tenant Payment accurately; 16. Determines the Voucher size for which each family qualifies in accordance with the Administrative Plan; 17. Issues Vouchers and briefs Voucher-holders, emphasizing housing opportunities outside areas of minority and low income concentration; 18. Sets up complete and accurate files with all necessary participant-supplied documents and third party verifications (or documentation of why third party verifications are not present); 19. Receives Requests for Tenancy Approval, HAP contracts (with HUD-required Tenancy Addendum) Inspection reports, rent reasonableness determinations and leases. Checks to ensure that no participants will be paying more than 40 percent of adjusted monthly income in TTP, reviews for original signatures and internal consistency (particularly with respect to who pays for various utilities), places in participant files and authorizes HAP payments to owner; 20. Enters correct information and forwards accurate and timely form to Assistant Administrator for submission to HUD; HUD Annual Re-certifications, Interim Adjustments and Owner Rent Increases 21. Requests inspectors to schedule and conduct annual and special inspections; 22. Schedules and conducts annual recertification interviews in a manner that ensures that notices of rent increase are provided at least 30 days before the anniversary date and the entire process is completed by the anniversary date; 23. Determines whether the participant family qualifies for a different unit/voucher size than previously, issues new voucher for correct unit/voucher size when appropriate; 24. When families move later than 120 days after the most recent annual recertification (in a manner acceptable under program guidelines and the Administrative Plan), conducts a full annual recertification (including working with Inspector to set up inspection) and changes the family s anniversary date;
3 Page 3 of When participant reports changes in income or family circumstances, processes Interim Adjustment; 26. Documents all information (complete information for the Annual Recert, only changed information for the Interim) using EIV when available, otherwise third party verifications or documentation of why third party verification was unavailable; 27. Makes determination in accordance with the Administrative Plan when tenants request to add family members for reasons other than the birth, adoption or Court-awarded custody of children; 28. Receives owner rent increase requests and forwards them to Inspectors for rent reasonableness determinations. When received, forwards entire package to Assistant Administrator to determine whether the program can afford the rent increase within available budget; 29. When rent increases are approved by Assistant Administrator, notifies owner in writing and finance department within two working days; 30. As the utility allowance schedule is updated, ensures that the utility allowances used in determining tenant rent are correct and accurate, taking into account the size and type of unit and the utilities paid directly by the tenant; 31. Enters correct information and forwards accurate and timely form to Assistant Administrator for submission to HUD 32. Properly processes client files as assigned within prescribed timeframe. Special: Homeownership and FSS Coordinators 33. In addition to the duties described elsewhere in this document, the Homeownership Coordinator will prepare qualifying families for becoming HCV homeowners. This entails providing pre and post purchase counseling, administering the loan processing function, preparing a homeownership plan for each family, developing and maintaining contact with lenders, realtors, and other counseling agencies and administering the HOUSTON HOUSING AUTHORITY homeownership loans/grants after closing; 34. In addition to the duties described elsewhere in this document, the FSS Coordinator will recruit and select FSS participants in accordance with HOUSTON HOUSING AUTHORITY policies and procedures, process FSS applications, screen applicants and determine their eligibility for FSS, conduct interviews, prepare needs assessments and contracts with participants, help FSS participants apply for educational grants and scholarships and upwardly mobile jobs, identify and work with public and private agencies that can support FSS enrollees, coordinate provision of services needed by FSS participants, set up and maintain records on escrow accounts of FSS participants, support the activities of the Program Coordinating Committee and perform other work needed in support of the FSS program and its participants. General 35. Works cooperatively with other members of the Voucher Administration group, adjusting workload as necessary when other members are ill or on vacation; 36. Investigates and resolves participant and landlord complaints minimizing involvement of Assistant Administrator to the satisfaction of all parties;
4 Page 4 of Communicates with applicants, participants, landlords/owners and co-workers in a manner that is courteous and professional; 38. Answers resident and landlord questions, providing information on status of rent, damage claims, property inspections, provisions of the lease and contract, program regulations, HOUSTON HOUSING AUTHORITY policies, and procedures, etc.; 39. Returns calls to participants and landlords within one workday; 40. Places information received through the mail, by fax or in appropriate part of participant file within two workdays of receipt; 41. Participates in the revision to Departmental policies and procedures; 42. Submits monthly performance reports as required; 43. Performs other duties as assigned. Knowledge and Qualifications 1. High school diploma or equivalent required. Two years of college course work required, Bachelor s degree preferred. Three years of experience in public housing, case management, or apartment management required, HCV experience preferred; or an equivalent combination of college course work and higher education (one year of relevant experience is equivalent to one year of relevant higher education and vice versa); 2. Knowledge of HUD policies, and other Federal, state and local laws, rules and regulations related to low income housing and HOUSTON HOUSING AUTHORITY policies; 3. Knowledge of general office practices and procedures, business English and basic mathematics. Knowledge of spoken and written Spanish preferred but not required; 4. Comprehensive and demonstrable knowledge of HUD HQS, inspection procedures and HOUSTON HOUSING AUTHORITY HCV policies and procedures; 5. Certification in Income, Rent and Voucher program administration required within first year of employment (training and test at HOUSTON HOUSING AUTHORITY s expense); 6. Excellent communication and interpersonal skills. Ability to communicate with and relate to persons of diverse backgrounds and abilities and to establish and maintain effective working relationships with participants, landlords and other employees; 7. Ability to complete complex and detailed tasks in a timely manner; 8. Ability to plan and prioritize duties; 9. Bondability; 10. Valid Texas Driver s license; 11. Eligibility for HOUSTON HOUSING AUTHORITY fleet auto insurance Supervision Given and Received The employee receives work assignments and instructions from the Assistant Administrator. Normally, the instructions are broad and general, both written and oral. In unusual situations the supervisor may specify how to accomplish assigned work. The incumbent of this job must be able to work independently, performing relatively complex work in an accurate and timely manner without close supervision. Situations not covered by instructions may be referred to the supervisor or handled by the employee, depending on the
5 Page 5 of 6 circumstances. The employee's work is reviewed sporadically for thoroughness, accomplishment of objectives, and compliance with existing policies and procedures. Employee has no supervisory responsibilities. Guidelines Most work is performed according to existing procedures or written guidelines, such as HUD regulations, handbooks, desk references, or existing records. The employee will frequently be required to use independent judgment in making recommendations and decisions. Complexity Incumbent performs relatively complex work requiring a deep understanding of HUD rules and requirements relative to Voucher program eligibility, income, rent, and contract procedures. In addition, the employee must be able to handle complex interpersonal situations involving conflicts between assisted tenants and landlords with skill and professionalism. Scope and Effect The employee works with the Voucher program, participants, landlords and other employees. The employee s work is essential to the successful operation of the Voucher program. The employee s efforts affect HOUSTON HOUSING AUTHORITY s ability to earn administrative fees and to obtain additional Vouchers and funding. Personal Contacts The employee has continual contact with other employees, program participants, and landlords. Most contacts are structured in nature and the employee is expected to use normal tact and professional courtesy. Occasionally a contact may be uncooperative or antagonistic, and the employee would be expected to use above-average tact and courtesy. Failure to respond courteously could adversely affect the public s opinion of the program and the Authority. Physical Demands The employee s work involves primarily sedentary office work in a typical office environment. Additionally there is some degree of stress resulting from contact with applicants, participants, landlords, the public and other employees. Work Environment The work of the incumbent involves the normal risks or discomforts associated with an office environment, but is usually in an area that is adequately cooled, heated, lighted, and ventilated.
