1 April 27, 2018 RECRUITMENT ANNOUNCEMENT TRANSIT PLANNER II (SCHEDULER) SALARY: FIRST REVIEW DATE: May 18, 2018 $59, $77, Open until Filled JOB SUMMARY: Responsible for performing service planning functions including scheduling, blocking, and run cutting; fixed route service planning; demand response service planning; performance analysis; and service gap analysis. ESSENTIAL JOB FUNCTIONS: Develop and maintain operator schedules and bus assignments in District s software package (Trapeze). Ensure the integrity of the data and the program is operating correctly; serve as technical resource for other personnel with regard to this program. Assist in researching, recommending, developing, and implementing service changes. Collect and analyze route and schedule information and make recommendations to coincide with service needs. Compile statistics and develop operational reports concerning route mileage, service hours, operator pay, equipment use, etc. Prepare schedules, timetables, and route maps for the Marketing Department to produce for the public. Ensure route schedules are updated with current information.

2 Collect, analyze, and report on performance measurements and operational statistics for all services. Create, maintain, expand, and verify map layers and spatial data across multiple transit and GIS systems Conduct miscellaneous mapping assignments and provide general GIS support Maintain database of bus stop and amenities. Coordinate the use of automatic passenger counter data retrieval system. Monitor and provide responses to land use and development proposals. Provide assistance and support to the Senior Planner. Assist with special tasks and projects as needed. OTHER DUTIES: Provide support to the long range planning functions with research, updating, and developing long-range plans and documentation for the District s operational plans; civil rights plans; and other long-range plans, including: Title VI, Environmental Justice, and Limited English Proficiency planning documents Americans with Disabilities Act (ADA) Transit Plan Coordinated Public Transit-Human Services Transportation Plan Transportation Improvement Program (TIP) Documentation Long-Range Regional Transit Plan (LRRTP) Monitor, ensure compliance with, and provide instruction on state and federal planning requirements for urban, rural, and specialized public transportation services. Coordinate Special Transportation Fund (STF) committee meetings and provide technical application assistance for regional STF stakeholders.

3 AUXILIARY FUNCTIONS: Receive compliments and complaints from riders, driver conduct, etc.; forward to appropriate personnel for processing. REQUIRED KNOWLEDGE, ABILITIES AND SKILLS: Considerable knowledge of transit operations, and run cutting and scheduling techniques. Considerable skill, or the ability to rapidly become proficient at using the District's computerized scheduling and run cutting software as well as the District s operational software program (Trapeze). Considerable skill in organizing and presenting complex data in understandable formats. Ability to collect, analyze and interpret data and develop sound recommendations based on that data. Considerable knowledge of GIS, GPS, cartography, planning, surveying, transit planning techniques. Ability to communicate, both orally and in writing, with other employees and the general public at the level necessary to satisfactorily perform the duties of the position. Ability to interact with other employees and the general public using courtesy, tact and good judgment. Ability to act as a positive representative of the District. Ability to work cooperatively with others, be respectful of co-workers, promote teamwork. Ability to maintain confidential information. Ability to be self-starting and proactive. Ability to produce quality work while meeting time commitments.

4 Ability to perform the job functions in a safe manner. Knowledge, ability, and skill in long-range planning. This includes, but is not limited to, civil rights documentation, trend analysis, analytics, traffic and travel pattern analysis, transit service analysis, knowledge of state and federal transit regulations, technical writing, and project management. SPECIAL REQUIREMENTS: Ability to obtain and maintain a valid Oregon Class C Driver s License and driving record that demonstrates adherence to safety and traffic laws and regulations. No criminal conviction which may, in the sole judgment of the District, constitute a threat to property or the safety of others. REQUIRED EDUCATION AND EXPERIENCE: Bachelor s Degree or equivalent experience in Urban Planning, Mathematics, Economics, Computer Science, Information Management, Statistics, or a related field. GIS certificate or related experience or any satisfactory equivalent combination of related experience and training which provides the required knowledge, abilities, and skills. OR Any satisfactory equivalent combination of related experience and training which provides required knowledge, abilities, and skills. WORKING CONDITIONS: Usual office working environment. Occasionally will need to work evenings or weekends to attend meetings or events. This position is required to occasionally drive or take the bus to perform essential functions of position. Upon acceptance of the position the applicant must present the District with valid Driver s License, and must maintain driving record which demonstrates adherence to safety and traffic laws and regulations. If the applicant s Driver s License is not issued by the State of Oregon, the applicant will be required to obtain an Oregon Driver s License in accordance with ORS (1).
