1 Oglala Sioux Tribe Department of Public Safety PO Box 300 Pine Ridge, South Dakota Phone: (605) Fax (605) POSITION DESCRIPTION POSITION: Property & Supply Supervisor SALARY: $50,000 to $41,000 PROGRAM: LOCATION: OST Department of Public Safety Pine Ridge Indian Reservation Justice Center Pine Ridge, South Dakota GENERAL DESCRIPTION OF DUTIES: This position will be under the direct supervision of the Executive Director of the Oglala Sioux Tribe, Department of Public Safety. The incumbent in this position supervises the Property and Supply Technicians, custodian and directs the Property and Supply Technicians with the overall management and proper handling of all OST DPS property. The incumbent will ensure that all responsibilities set forth in this job description of duties are met and all duties and responsibilities within the property and Supply Department are met. The Property & Supply Supervisor will work closely with the Managers and Supervisors within the OST DPS on budget equipment and property matters and shall ensure that procurement steps are followed within the Property and Supply Department. Incumbent is responsible for administrative duties and is under the terms of the department s personnel policies and procedures and the Property and Supply policies as approved by the Oglala Sioux Tribe Department of Public Safety Board of Trustees. The Property & Supply Supervisor s primary duties and responsibilities are to ensure that all OST DPS Property is accounted for by utilizing the OST DPS s tracking property system. Incumbent has the responsibility to work with the Procurement Officer on the review of routine contracts and contracting actions for a variety of material, supplies, services, machinery and equipment.

2 Property & Supply Supervisor shall work on resolving a variety of purchasing problems such as inadequate or restrictive specification, lack of multiple suppliers, urgent need and insufficient price history. Property & Supply Supervisor will develop and assist in developing, researching and implements goals, objectives, policies and procedures for the department. The Property & Supply Supervisor along with the Property and Supply Technicians are responsible to submit a monthly and annual report, on the status of all OST DPS property new and old property to the Chief of Police, Chief Finance Officer and or Law Enforcement Supervisor s as needed. The Property & Supply Supervisor is responsible for the OST DPS fleet of vehicles and will ensure that all OST DPS vehicles are accounted for and annual status reports are filed with the Chief Finance Officer and the Executive Director on the services and maintenance to the vehicles. Incumbent shall make recommendations for improvements and changes necessary for more efficient management of the fleet. Incumbent is responsible to ensure that all OST DPS vehicles that are damaged are addressed under Property Policies. MAJOR DUTIES: The Incumbent in this position is to perform a variety of technical, clerical and administrative property and supply support duties in one or more phases or functions (pre-award, award, and/or post-award). Reviews purchase requests for compliance with administrative requirements and adequacy of information utilizing package checklist. Prepares and maintains property procurement filing, e.g., contract, purchase order, proposal, closeout files, conformed copies of contracts, etc regarding property. Provides input and maintains purchase information in the procurement automated systems on actions accomplished or received in support of purchase requests. Uses varied functions of multiple office automation software to produce a wide range of documents. Performs general office clerical work to ensure accountability of property. Incumbent is responsible for the overall management and proper handling of all property of the Department of Public Safety. SPECFIC DUTIES: Will administer and maintain the established system of property and supplies. Will be responsible for physical identification of weapons, equipment and storage. Will be responsible for inventory and accountability of all equipment and supplies. Will be responsible for ordering, disbursement and retrieving of all property.

3 Will be responsible to develop other systems of property records and accountability to ensure smooth operation of the department. Will be responsible for reports of property management as required. Will be responsible for maintaining the vehicle files, making sure that vehicles are serviced regularly. Will be responsible for reporting to insurance company when department/police vehicles are involved in accidents and complete estimates. Will be responsible for monthly vehicle reports and inventory reports are completed and submitted on a timely manner to the Bureau of Indian Affairs and GSA as required. Will be responsible to cooperate with other governmental agencies when required and to be familiar with 41 CFR (Public Contacts and Property Management). Will be responsible to cooperate with the Executive Director and Chief Finance officer and other respective administrative personnel to ensure the proper requisition of property and arrange for timely replacements. REQUIREMENTS AND QUALIFICATIONS Incumbent will be evaluated on the basis of information provided on their application. 1. Must have a high school diploma or a GED Certificate with at least 5 to 6 years of office management /administrative training or experience or a Bachelor s Degree from an accredited college in the management/administrative areas. Combination of training and extensive work experience in property management will be considered in lieu of degree requirements. However incumbent will be required to enhance his/her training in the management field. 2. Must have average knowledge of the English Language to compose and prepare written and verbal reports on the accountability for property and management of the department. 4. Must be computer literate and have basic knowledge of office skills and tracking property on the OST DPS systems. 5. Must have a valid State of South Dakota driver s license. 6. Must pass an employment background check. 7. Drug and Alcohol test is required. 8. Will ensure complete confidentiality as required by the Privacy Act and in the Departments Policies. 9. Maintains a computerized log (Tracking System) of all Property within the OST DPS. 10. Maintain a specialized computerized database records on all vehicle requisitions.

4 11. Knowledge of basic office procedures. Skill in typing and must have the ability to prepare and make clear written reports. 12. Ability to communicate effectively, both orally and in writing. 13. Ability to meet and deal effectively with others. 14. Ability to make sound judgments and decisions. 15. Knowledge of multiple desktop office automation software functions to support office operations and produce a variety of documents, such as letters, reports, memos, spreadsheets, charts, graphs, briefings, and form letters, and to input and retrieve from data systems. Must have excellent organizational skills and the initiative to take on many different tasks. 16. Knowledge of the Federal Acquisition Regulation (FAR) and the OST DPS accounting system, and M.I.P., sage software. Must have a strong understanding and knowledge of the Lakota History, Culture and Philosophies. - Must have 5 years of supervisory & managerial experience - Must have a high school diploma or equivalent; - Must be 21 years old; - No felony convictions in lifetime; - Must have a valid Drivers License with no violations in the last three years; - Never been convicted of Domestic Violence; - Physically capable of handling job requirement, working outdoors in inclement weather; - Must have good written and verbal communication skills; - Must maintain physical fitness and proficiency in use of OST DPS vehicles. Position is eligible for sick and annual leave upon completion of a ninety (90) calendar day Leave probationary period. Also this position is subject to a Probationary Period of ninety (90) calendar days. Physical must be completed before hiring date.
