7 7 Engineering CPD Programs PDH Requirements Notes: (1) With the excep$on of Quebec and Manitoba there are maximum PDH credits in any year for ac$vi$es in each ac$vity category. (2) The Northwest Territories and Nunavut share one regulator, NAPEG. (3) For ins$tu$ons that issue Con$nuing Educa$on Units (CEUs) for formal training ac$vi$es, the typical conversion is 10 PDHs for each CEU.

9 9 Engineering CPD Programs Ac$vity Categories Note: (1) The Northwest Territories and Nunavut share one regulator, NAPEG. (2) Some regulators allow unused PDH credits to be carried forward for 1 yr. (NB, PE) or 2 years (AB, BC, SK, NL).
10 10 Cri$cisms of CPD Programs Criticism of CPD Programs Too much paper work to report progress annually. Point requirements forces unnecessary training. Individuals will need to take expensive courses. Non-practicing engineers will have to do unnecessary training. CPD annual points requirements do not allow flexibility for busy periods. CPD does not ensure competency. CPD does not eliminate inadvertent errors.! Note: QA Quality Assurance OSPE s Response Use sampling system like NB. Increase category limits to 50% of total to provide flexibility. Remove mandatory requirement for formal courses. Non-practicing engineers and those being supervised can opt out. Use a 3-year rolling assessment period with no annual minimum. True - QA program can include a competency assessment. True - QA program reduce risk significantly.
11 11 Op$ng In and Out of CPD Requirements ² Most provinces have a formal process for restoring a person s right to prac,ce ader op,ng out. ² OSPE recommends a self- reac,va,on process. ² The individual would complete the 240 credits within a 3 yr. window, submit the CPD ac,vi,es report to PEO and the right to prac,ce automa,cally is restored. ² PEO can follow up if the CPD ac,vity is not appropriate for that individual s prac,ce area.
12 12 OSPE s Recommended CPD Practices for Ontario ² Mandatory only for supervisors and independent prac,,oners ² Exemp,on for engineers subject to supervision ² 240 PDHs over 3 years reducing to 120 ader age 60 (35 yrs experience) ² Maximum PDHs in any ac,vity = 50% of max PDHs over 3 yrs. ² 6 ac,vity categories (similar to all provinces except QC) ² requirement for refresher training on ethical standards (similar to QC)
13 13 OSPE s Recommended CPD Practices for Ontario ² addi,onal exemp,ons for students, interns, non- prac,cing professionals, part,mers, unemployed, and those on maternity leave or illness. ² Report PDHs to PEO only when requested by PEO (sampling program). ² Sampling biased toward higher risk prac,ce areas. ² Annual declara,on of compliance with CPD program or opt out and prac,ce under supervision. ² Self reac,va,on of independent prac,ce upon CPD compliance and submission of CPD ac,vi,es report to PEO. ² Use of standard downloadable PEO spreadsheets so individuals can maintain CPD records easily.
14 14 Summary Why do we need a CPD program? Why should it be mandatory? How can we keep it lean but effective? Should it be part of a QA program?! To demonstrate to the public we are maintaining our knowledge and skills. Because individuals who need it most don t comply with voluntary programs. Include flexibility in the rules, activities and min/max PDH requirements. Strongly recommended for higher risk engineering work based on experience with the aerospace and nuclear industry.
