Only serving police officers who are nominated by their national authorities can apply. Appointments are limited to service on posts reserved for active police officers who serve on secondment. 2) Interested candidates must contact the relevant national authority and follow the nomination procedures applicable in their country. The national police authority, Ministry of Interior or equivalent may select and nominate candidates for the announced vacancies. Only candidates that are nominated are provided by the national authorities to the Permanent Mission to the United Nations. 3) Circulation of these vacancies is limited to Member States, which receive vacancies through the Permanent Mission to the United Nations, advertising the post, including job descriptions and the required forms. The vacancies are then provided by the Permanent Missions to the national police authority, Ministry of Interior or equivalent at capital level. 4) The Permanent Mission, upon nomination of candidates to the Department of Peacekeeping Operations, must provide the documents indicated in the accompanying Note Verbale (such as a P-11 Form, the supplementary sheet to the P-11 form and the employment and academic certification form [EAC form] with the mandatory Disciplinary and Human Rights certifications). 5) Only complete applications, received as described, are forwarded to the Police Division in the Department of Peacekeeping Operations for consideration. 2 APPLICATION PROCEDURES FOR NON-CONTRACTED POSITIONS IN UNITED NATIONS POLICE COMPONENTS IN PEACEKEEPING OPERATIONS OR SPECIAL POLITICAL MISSIONS REQUIRING OFFICIAL SECONDMENT FROM NATIONAL GOVERNMENTS OF UN MEMBER STATES Outlined below are the procedures to be followed by Permanent Missions for the presentation of candidates for assignment with peacekeeping operations or special political missions requiring secondment from active Police service. In the interest of promoting an orderly process and to avoid delay in the consideration of applications, Permanent Missions are respectfully requested to adhere closely to these procedures. 1. The above mentioned posts are reserved for candidates recommended by Member States through their Permanent Missions to the United Nations. Candidates applying independently will not be considered. It is requested that applications be submitted as soon as possible but not later than deadline specified in each Job Opening announcement. Applications received after the deadline will not be considered. 2. All applications must be submitted on a duly completed (typed) and signed United Nations Electronic Application for Seconded Police (EASP). Applications using other formats will not be accepted, but additional information may be attached to the EASP. For the convenience of the Permanent Missions, an EASP form is enclosed as a sample. The EASP form is to be used for applications for the seconded non-contracted posts only. 3. Candidates passport copies must be submitted along with the EASP forms. Passports validity must be at least 18 months at the date of nomination. 4. Selection for service with the United Nations is made on a competitive basis. It is therefore essential that all the application forms are completed with a view to presenting the candidates qualifications and experiences as they relate to the required skillset/area of expertise as set out in the relevant Job Description. All sections of the EASP, including the DECLARATION OF DISCIPLINARY CLEARANCE (section 12), must be filled out with all necessary details of applicant s career and background. In the event a Permanent Mission wishes to recommend a candidate for several posts/areas, a separate application form should be submitted for each post. 5. Permanent Mission is requested to present its candidates in one single submission under a cover of a note verbale listing the names of the candidates and the corresponding vacancy announcement, in accordance with the deadline specified in the Job Description, or the rotation schedule of its national police contingent in the specific mission. For the convenience of the Permanent Mission a table is attached to be used and photocopied as needed for the listing of its candidates. The nominations without the duly filled table will not be accepted. 6. It is highly desirable that a Permanent Mission submits the Medical Forms (MS2) of the candidates along with the electronic application forms (EASP) and passport copies or at least as soon as possible after the clearance of the nominations for the deployment. 7. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Advanced training for command/senior staff is highly desirable. Graduation from a certified police academy or other law enforcement training institution is also required. Work Experience: A minimum of 15 years (17 years in absence of advanced university degree) of progressive and active relevant policing service/experience both at the field and national headquarters level, including at least 8 years of active police experience at senior policy making level, with extensive strategic planning and management experience in areas such as operations, human and financial resources, crime management, police administration, police training and development; practical command level experience of running a department or a region or a state level police unit; in depth planning (strategic and operational) and organizational skills, especially working in a multicultural environment. Previous UN or international

Within the limits of delegated authority, the Criminal Investigation Specialist will be performing the following duties: Provide advice and assistance to local police and gendarmerie leadership in the development of short, medium and long term plans and programs for the reform, restructuring and the strengthening of the capacity of local police and gendarmerie including in strengthening its long term strategic reforms, based on criminal investigations performance measurements; Co-locate with the local police and gendarmerie directors for Criminal Investigations on a daily basis where possible and practical. Provides strategic, tactical and operational advice to the directors of Criminal Investigations in the planning, directing, controlling, coordinating, and supervising all Criminal Investigation activities of the local police including its specialized units with an objective of developing the capacity of the Criminal Investigations Directorates and the local police and gendarmerie on the whole. Build capacity of the investigators to efficiently tackle any type of crime and establish an effective and efficient case management system. Advise the directors of Criminal Investigations on the preparation, coordination, and issuance of operational Plans, operational orders, and directives in accordance with local police policies and guidelines. Establish specialized units within the directorates, State and County levels to deal with certain areas of investigations and crime management, and to develop the capacity within such units. Improve and build capacity in crime scene management and to establish specialized areas to assist investigation based on a scientific approach. Build capacity within the directorates of Criminal Investigation to keep crime records, statistics, fingerprinting and make proper crime analyses to guide crime prevention and other preventive initiatives.

11 Advice in the establishment of a forensic science institute and the affiliation of the local police to international (e.g. INTERPOL), regional and national organizations. Advise the directors of Criminal Investigations on the maintenance of active and sustainable liaison activities with other local police operating units and other law enforcement agencies. Provides advice to the directors of Criminal Investigations on the planning, directing, coordinating, supervising, and monitoring of all unit activities pertaining to police community relations and crime prevention initiatives; Serve as the UNPOL focal point on matters concerning criminal investigations by local police. Work Experience: A minimum of 7 years (9 years in absence of advanced degree) of progressively relevant and active policing service/experience in a national or international law enforcement agency both at the field and national police headquarters level - required; 5 years of active police experience at policy making level with strategic planning and management experience in one or few of the following areas: police operations, human and financial resources management, crime management, police administration, police training and development, change management (particularly in law enforcement), reform and restructuring or related field - required; practical direct experience in commanding a regional or a state level police units, highly desirable.
