The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an 1/6
2 integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country e orts towards sustainable development in the next fteen years. UNIDOs mandate is fully recognized in SDG-9, which calls to Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organizations programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions. Each of these programmatic elds of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve e ective outcomes and impacts through UNIDOs four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/O ces in its Headquarters, Regional O ces and Hubs and Country O ces. The Department of Human Resource Management (CMO/HRM) speci cally provides a broad range of services, including the development and implementation of HR policies, best practices, systems and tools that facilitate e ective and e cient management of the UNIDO human capital and thus enable the Organization to achieve its business and strategic goals, while upholding the impartiality and fairness embodied in its Sta Regulations and Rules. Organizationally, the Department consists of the O ce of the Director and three functional Divisions, namely Outreach and Recruitment Division, Talent Management Division and Employee Services, Relations and Policies Division. It also includes Gender Equality and Empowerment of Women O ce. This vacancy announcement is for two positions that may be located in any of the three functional divisions. Under the overall supervision of the Director of the Department, the direct supervision of the Division Chief and in close collaboration with other HR Specialists in the Division and the Department, the incumbents will be expected to perform the appropriate functions. The UNIDO Sta Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required. Sta members are subject to the authority of the Director General and in this context all sta are expected to serve in any assignment and duty station as determined by the needs of the Organization. Main Functions The responsibilities of the incumbent may include the following tasks: - Plan, coordinate and supervise the delivery of the statutory administrative and operational support services, including expert advice, related to the employees contracts, bene ts and entitlements ensuring compliance with the sta regulations, sta rules, administrative instructions and decisions of the supervisors. Within delegated authority review and approve/sign the letters of appointment, ISA contracts, corresponding personnel actions, etc. paper-based as well as electronic using UNIDO ERP system, on employees' contractual status, bene ts and 2/6
3 entitlements on behalf of the Director-General. - Coordinate the recruitment and selection process of the required human capital from both internal and external sources using best practices and modern talent acquisition tools; develop e ective schemes to attract additional human resources for the Organization. Participate on the recruitment and selection processes for employees, hired under all modalities, implemented in UNIDO. - Monitor and analyze UNIDO policies and administrative practices in the functional area. Prepare the rst draft or coordinate preparation, review, approval and implementation of amendments to UNIDO Sta Rules and Regulations and other administrative issuances. Provide input to and/or prepare the rst draft of the required submissions to the established review bodies with relevant facts and background information on the contested decisions, disputes, etc. Coordinate the review and clearance of such submissions by the supervisors and/or O ce of Legal A airs, as and when appropriate/requested. - Serve as the Departmental focal point on the assigned issues(s) or subject(s) or assume the business partner role, similar to a business relations manager role. In that capacity, coordinate and collaborate on the required actions within and outside of the Department, prepare/coordinate/consolidate submission of the required information and accurate statistical data as well as its review and clearance by the supervisors, as and when appropriate/requested. Collaborate with the HR O cers and representatives of client groups to simplify, revise, update and issue policy frameworks and tools which continue to support the employees and their engagement, motivation and career development to deliver their results for the Organization. - Collaborate closely with line managers to forecast sta ng needs, their skills and competencies pro les, outreach measures to attract the required pro les, the processes to be undertaken, the transactions to be completed and the timely on-boarding and orientation. - Manages the update and maintenance of the organizational management structure of UNIDOs human capital based on approved positions and jobs assigned. Conducts job analyses and ensures correct placement of positions within the UNIDO structure. Supervises the classi cation of posts, serving as rst and second classi er as applicable, including analyses of proposals and requests for classi cation within the applicable policy framework; evaluates job and organizational components and determines the proper classi cation level; conducts desk audits; prepares reports for review, clearances and signatures and issues and disseminates classi cation noti cations. Participates in the related recourse mechanisms and working groups and committees. - Monitors the implementation of the Sta Performance Management Framework including the 360 degrees multirater feedback system. Includes designing training materials to guide managers and sta on the phases of the Sta Performance Management (SPM); delivers training sessions, monitors compliance at each phase of the performance cycle and follows up with managers to ensure completion; analyses the implementation and compliance with the principles of the cascading goals, management for results and the competency framework and prepares reports for the inter-divisional review group. Conducts needs analyses utilising the information contained in the performance reports and designs and delivers corresponding sta development initiatives. Manages the meetings of the Inter-Divisional Review Group including the logistical arrangements and coordination of the documentation. Coordinates and supervises the work of the Rebuttal Panel. - Analyses and prepares the content for the annual Organizational Learning Plan following consultations with 3/6
4 internal and external partners and cooperate with the Team Leader/HR Specialist to develop and implement the organizational learning and coaching programmes based on learning needs and gap analyses for the purpose of upgrading the skills of sta, improving their performance and developing their career opportunities. Implements the approved methodology and strategy for the utilisation of the organizations career development budget and its optimum utilisation. Recommends innovative schemes for career development of sta including cost e cient mechanism for their implementation. Analyses the results of the organizational learning and development programmes in order to promote continuous improvements at individual, unit and organizational levels. Organises and administers the logistical and administrative arrangements for the organizational learning and development programmes. - Prepares and analyses business reports, as well as runs queries for specialised ad-hoc reports generated by SAP. Liaises with ICM to generate human resource statistics in SAP and analyses trends and key performance indicators for review by HRM, senior management and/or UNIDO governing bodies. - Guide, coordinate and supervise the work of the team members under direct supervision. Appraise their performance, provide regular and systematic feedback and advice in the performance of their duties and in special cases. Field of Expertise - Seven years or more of progressively responsible professional working experience in human resource management, including 4 years at the international level or in an international organization; - Advanced knowledge of HRM policies and practices in the UN Common System; - Working experience in human resource management in one of the UN Common System organizations at the professional level is highly desirable; - Demonstrated experience in policy development and best practices promotion, including drafting of policy proposals and analytical papers is required. - Supervisory experience will be an asset.
