1 CAREER OPPORTUNITY Job Title: North Central Washington Fair Manager Classification: Exempt from Technical Bargaining Unit and Excluded from FLSA Reports To: Douglas County Board of Commissioners Location: Waterville Fairgrounds Salary Range: Range 9, 8 Steps - $3,923 - $4,413/monthly Posting Date: October 27 th, 2017 Posting Type: Public Open until filed ABOUT DOUGLAS COUNTY Douglas County was created in 1883 and named after U.S. Senator Steven Douglas of Illinois who was the chairman of the U.S. Commission on Territories when the Territory of Washington was created. Waterville was designated the County Seat in 1886 and the current Courthouse was initially constructed in Douglas County is located near the geographic center of Washington State. The Columbia River binds it on the north, the west and the south. Grant County, formerly a part of Douglas County, is on the east. POSITION OVERVIEW The NCW District Fair General Manager plans and conducts the NCW District Fair and other organized events to provide for the optimum appropriate use of the fairgrounds. This position manages the operation and the maintenance of the NCW Fair, which includes marketing special events and promoting the rental use of the fairground facilities. The North Central Washington Fair Board advises this position directly relating to grandstand programs, talent selection, vendor selection, Crab Feed arrangements, race and rodeo venue, and other special events throughout the Fair. The Fair Manager also presents the annual budget/capital improvement plans to the Fair Board for approval prior to submitting the budget to the County Commissioners for final review and approval. This position is a Douglas County employee/department Head, and is responsible to the Board of Commissioners and/or their designee for direction in the following areas on policies and procedures (to include by not limited to) finance, risk management, legal advice and direction, and human resource. SCOPE OF RESPONSIBILITY The position supervises an office secretary and seasonal facility and maintenance workers prior to the fair, during the fair and during major event periods. Volunteer recruiting, training and supervising is an integral part of management. Marketing, public relations and sponsor recruitment is vital. The position is excluded from the bargaining unit and exempt from FSLA. Page 1 of 6

2 GENERAL FUNCTIONS OF THE JOB The following examples of duties and accountabilities illustrate the general range of duties assigned to the position, but they are not intended to define the limits of required duties. NCW FAIR AND EVENT MANAGEMENT The position manages and performs various tasks required to schedule and coordinate the NCW District Fair and many other events during the calendar year. Tasks include extensive planning, organizing and arranging for use of facilities and spaces, approving and contracting with vendors and providing general direction to all the activities in preparation for and during the Fair and other events. Marketing and public relations with sponsors, newspapers and radio, website and social media are integrated throughout the job. FACILITIES MANAGEMENT The position manages and oversees the maintenance, repair, cleaning and potential building construction on the fairgrounds, including snow removal, follows guidance of County s Risk manager to ensure staff, and public safety. As a Douglas County Department Head, this position also participates in Department Head meetings, and is responsible to follow all County policies, procedures, and requirements. ADMINISTRATION AND FISCAL MANAGEMENT This position is responsible for the preparation and management of the Fair s annual operating and capital budget. This is accomplished by maintaining a close relationship with the Douglas County Auditor, Treasurer s, Human Resource, and Prosecutor s offices. Preparation and presentation of regular financial reports is necessary to the Fair Board and the Board of County Commissioners. ESSENTIAL JOB FUNCTIONS Develops and implements business, marketing and capital improvement plans for the NCW Fair. Develops, implements and monitors the budget for the fairgrounds and the NCW Fair. Hires and supervises all fairgrounds personnel and volunteers Markets the NCW Fair, fair facilities and other events. Recruits and maintains sponsorships. Responsible for all logistics associated with the NCW Fair, including planning, layout, scheduling and coordinating events and negotiations with food vendors, entertainment groups and other business transactions. Coordinates and schedules year around events at the fair facilities. Manages the proper accounting of receipts and distributions associated with fairgrounds events. Works closely with the NCW District Fair Board. Page 2 of 6

3 Maintains a working relationship with co workers, county offices, volunteers and other entities that interact with the NCW Fair. Follows RCWs, WACs, and other Douglas County policies that related to contracts, accounting, personnel, facility use, advertising and management. Meets deadlines, while maintaining flexibility necessary to accommodate any given situation. Develops, submits, and manages grants. OTHER JOB FUNCTIONS AND RESPONSIBILITIES Initiate, monitor and evaluate each area of the Fair for effectiveness and meeting the intended goals of the Fair and facility use. Evaluate conditions and estimate cost of repairs on buildings, equipment and grounds. Coordinate winter storage units for boats, cars and other items. Attend meetings and seminars that will enhance NCW Fair management and operations. Other duties as assigned. DESIRABLE KNOWLEDGE, SKILLS, AND ABILITIES Knowledge about local, state and federal policies as they relate to county government and operating county facilities. Ability to make independent decisions in accordance with established guidelines; to use initiative and judgement in carrying out tasks and responsibilities with limited instruction and guidance. Problem solving skills and techniques. Operate computer and software necessary to perform the requirements of the job, including but not limited to, Current Microsoft Windows Operating System, with strong knowledge of Outlook, Word and Excel, versions 2010 and above. Ability to communicate verbally and in writing suitable for a management level position. Project a positive, professional image for self and Douglas County. Able to work in and around stressful situations. Relate with co-workers, elected officials, public and private individuals, volunteers, and agencies in a positive manner. Meet deadlines, while maintaining flexibility necessary to accommodate any given situation Trade skills such as carpentry, electronics, and plumbing are desirable. Physically perform the essential job functions of this position. PHYSICAL REQUIREMENTS Page 3 of 6

4 Walking, running, stooping, bending, standing, reaching, pulling, twisting and the ability to lift 50 pounds during the course of performing required job functions. Working outside in inclement conditions. Sight and hearing of acceptable standards. Able to work longer than a traditional 40 hour workweek prior and during the Fair and other major events. WORKING CONDITIONS Work is carried out in an office environment, outside in various types of weather conditions, throughout the fairgrounds and in various public venues involving public speaking, media interviews and meetings. Work will include some evening, weekend and potential holiday hours, dependent upon the schedule of events. Environment may be stressful in striving to meet deadlines. May require travel with reasonable accommodation to off site facilities. Will work around livestock various times of the year. There will be a need for flexibility in the work schedule. The Monday Friday from 8:00 5:00 schedule will not always be possible. RECRUTING REQUIREMENTS The following skills and abilities typically are acquired through a combination of experience and training, which would include college level education in business administration, or a closely related field, together with experience in facilities management, and public event activities, for a total of not less than 5 years combined education and/or experience. Direct government management experience is preferred. Experience in the following areas desired: Public relations, organization, leadership and time management. Negotiating and managing contracts related to events and facilities management. Ability to work with the public, volunteers and county staff in a professional and courteous manner. Ability to supervise, train, and assign tasks and evaluate subordinate staff.
