Smith R. Verbal Seconded by: J. Brooks RESOLVED THAT the Agenda for the Strategic Plan Steering Committeee Meeting scheduled for Tuesday, January 22, 2013 be approved, as presented. ANNOUNCEMENTS / DEPUTATIONS The Mayor welcomed Clearlogic staff to Wawa. The session will be approximately threee hours in order to develop a Vision and Mission for the community. The session will cover sensitive topics within the Approval of Minutes Page 3 of 11

Once drafted, the Vision and Mission will be tested with the general public. DECLARATION OF PECUNIARY INTEREST AND THE GENERAL NATURE THEREOF APPROVAL OF MINUTES Strategic Plan Steering Committee Meeting Minutes - January 15, 2013 Moved by: J. Cooper R. Verbal Seconded by: T. Rutland RESOLVED THAT the following Minutes for the Strategic Plan Steering Committee Meeting be adopted, as presented. Minutes of the Corporate Planning Meeting held on Tuesday, January 15, 2013, as contained on Pages 1-4, inclusive of the Minute Book. OLD BUSINESS NEW BUSINESS Draft Vision and Mission Statement - Development Session Clearlogic Consulting Professionals over-viewed the strategic planning process with the Committee. Clearlogic also reviewed the current session which is to devise draft vision and mission statements. The vision statement will be aspirational and look far into the future whereas the mission will be tangible and focus on the next five years. The Committee must explore what the community has done well over the past ten years. Examples included: 1. Strong identity of the Wawa goose, icon for the community. Can be seen as curse due to high amount of people who see it and leave. There is a strategy to bring tourists into town. Strategy has worked moderately well. 2. Groups who do things well such as the fishing derby, the golf course and local service clubs. 3. New and upgraded health facilities with good health programs 4. Schools have addressed decreased enrollment well. 5. Cultural and activities with dance. Partnership with service providers for fitness, by-hand festival and artisan tours, cultural map and strong arts community. 6. Awareness of local history and emerging pride in the community with local history. 7. EMO gives Wawa a great deal of recognition for emergency management. 8. Northeast Superior Mayors Group which is a political lobby group formation and creation of regional economic development opportunity for NSFC which resulted in blueberry plantation for Wawa and changes to the Grow North plan. 9. Confederation College Wawa Campus. 10. New highway signage to promote tourism. 11. Beautification by the municipality to promote attractions (sandy beach pavilion, street signs). 12. Beautification by businesses to renovate accommodations. 13. Have attempted to manage economic downturn. Manage to maintain population who commute to work. 5 MINUTES Strategic Plan Steering Committee - Tuesday, January 22, 2013 those who chose lower wage jobs. 14. Able to maintain motels, hotels and restaurants. Wawa has the second highest number of restaurants and hotels per capita to Niagara Falls. Cooperation with motels, municipality and regional tourism. 15. Kinniwabi Pines named the best restaurant on circle tour. 16. Naturally Superior Adventures named top 10 in the world for ecotourism. The Committee reviewed strengths of the community which included; 1. Geographic location on highway Airport close to town site. Executives from companies can fly in. 3. Arena with ice, curling arena, dance studio, fitness, Legion Hall and Polish Hall. The Committee reviewed community assets which require some work and included; 1. Municipal Offices. 2. Vacant buildings. 3. Wawa beach front. 4. Business Improvement Area (BIA). 5. Some trails (cross country) close to town require fixing. 6. Scenic High Falls. 7. Wawa Goose Monument. 8. Public boat launches. The Committee reviewed weaknesses of the community which included; 1. Financial challenges for community. 2. Large retired population. 3. No succession planning. 4. Invaluable real estate. The Committee reviewed technology available to the community which included; 1. Fibre optic infrastructure in place Mb is speed standard in the community (town site). 3. Outside of community relies on satellite. 4. Currently Rogers/Tbay Tel has 3G mobile service. 5. Bell plans to build 3 towers to cover 3G/4G LTE mobile service. 6. Video conference at the college, hospital and Legion The Committee over-viewed what is occurring around Wawa in an environmental scan; 1. Two additional gold mines in process. 2. Wawa is readily accessible through air, water, rail and road. 3. Skill shortage, opportunity to change over workforce. 4. Immigration on North Shore from India 5. Workforce study on forestry will require new labour source. Will have to target youth, women, immigrants and aboriginals. This is echoed strongly with mining. 6. Transient workforce, living in community and working in another community. Travel allowance for mine employees who do not live in the area, so they move to other communities. 7. High taxes in Wawa over other communities 8. Box stores with exception of restaurants and accommodations. 9. Lack of response from Province on Northern issues 10. Power distribution prices are too high, yet we are a major power generator 11. Energy grid is at capacity 12. No access to natural gas 13. East-west tie lines and the need to be able to access and take Approval of Minutes Page 5 of 11

Strong Canadian dollar and passport requirements 16. Great Lakes cruise lines for growth 17. Poor financial situation in Michigan 18. Newfoundland and Labrador tourism program can apply to Lake Superior and Wawa area. The Committee was asked to break into two groups to develop a vision statement. Themes identified in the survey should be included. Themes identified were an increased population, diverse economy and a safe and caring community. The Committee recapped the break-out sessions. Draft vision statements were not achieved and Clearlogic will take the information obtained and draft a vision and mission statement for the Committee's review.
