1 TOWN OF RIVERS The minutes of the regular meeting of Council of the Town of Rivers held in the Council Chambers on the 20 th day of May Mayor Todd Gill called the meeting to order at 6:00 p.m. with the following members of Council in attendance: Councillor Cam White Councillor Bryan Smith Councillor Tim Gray Councillor Darren Bray Councillor Shelley Foster. Councillor Ken Tait Chief Administrative Officer Kat Bridgeman recorded the minutes. No SMITH-FOSTER Be It Resolved that the regular meeting agenda dated May 20 th, 2014 be adopted as presented; Be It Further Resolved that the agenda form part of the minutes. No WHITE-TAIT Be It Resolved that the minutes of the regular meeting of May 6 th, 2014 be adopted as circulated. DELEGATIONS: a) Little Saskatchewan River Conservation District Ray Frey and Colleen Cuvelier attended the meeting at 6:15pm to discuss the effects of amalgamation on existing Conservation Districts. The Province will be opening the Conservation District Act for the first time in 35 years. Any recommendations municipalities may have will be brought forward. C.D. will have tours highlighting what the CD does and offers. Meeting with the Minister to be held in August. CD to let municipalities know more details as they develop. b) Razzmatazz Dance Club Sharlette Paddock and Sherry Dziver attended the meeting at 6:30pm to make presentation on relocation of the Razzmatazz Dance Club to the Riverdale Community Centre. Council will discuss further. No COMMUNICATIONS: a) Senate Canada National Health & Fitness Day WHITE-SMITH Whereas the Parliament of Canada wishes to increase awareness among Canadians of the significant benefits of physical activity and to encourage Canadians to increase their level of activity and their participation in recreational sports and fitness activities;
2 And Whereas it is in Canada s interest to improve the health of all Canadians and to reduce the burden of illness on Canadian families and on the Canadian health care system; And Whereas many local governments in Canada have public facilities to promote the health and fitness of their citizens; And Whereas the Government of Canada wishes to encourage local governments to facilitate Canadian s participation in healthy physical activities; And Whereas the Government of Canada wishes to encourage the country s local governments, non-government organizations, the private sector and all Canadians to recognize the first Saturday in June as National Health and Fitness Day and to mark the day with local events and initiatives celebrating and promoting the importance and use of local health, recreational, sports and fitness facilities; And Whereas Canada s mountains, oceans, lakes, forests, parks and wilderness also offer recreational and fitness opportunities; And Whereas Canadian Environment Week is observed throughout the country in early June and walking and cycling are great ways to reduce vehicle pollution and improve physical fitness; And Whereas declaring the first Saturday in June to be National Health and Fitness Day will further encourage Canadians to participate in physical activities and contribute to their own health and well-being; Therefore we proclaim National Health & Fitness Day in the Town of Rivers as the first Saturday in June. COMMITTEE REPORTS: A. Police a) In camera personnel No SMITH-BRAY Be It Resolved That Council recess the regular meeting to sit in camera as a Committee of the Whole to discuss personnel issues. Be It Further Resolved That all matters discussed are to be kept confidential. No GRAY-BRAY Be It Resolved That Council come out of Committee of the Whole and continue with the regular meeting.
3 B. Public Works C. Finance No a) List of Accounts FOSTER-TAIT Be It Resolved that the List of Accounts submitted to the Finance Committee and having been certified by said committee and totaling the sum of $212, (General) being cheques numbered to and $48, (Utility) being cheques numbered 3343 to 3383 be hereby passed for payment. No WHITE-SMITH Be It Resolved That the financial statement for the period ended April 30 th, 2014 be hereby adopted as presented. UNFINISHED BUSINESS: a) Prairie Mountain Health funding request No GRAY-WHITE Whereas the Brandon Regional Health Centre is fund raising to increase bed numbers in two of the acute inpatient areas of the hospital; And Whereas the residents of Rivers utilize the Brandon Regional Health Centre for acute care; Be It Resolved that Council agrees to provide the requested $3.00 per capita community contribution towards Renovation to inpatient care areas at the Brandon Regional Health Centre for a total of $3,567 in the spring of NEW BUSINESS: a) Willow Drive trees No WHITE-FOSTER Be It Resolved that Council authorize the purchase of trees for Willow Drive from The Trestle Green House as per quote provided. b) Western June District Meeting No SMITH-GRAY
4 Be It Resolved That the Mayor & Council and CAO K. Bridgeman be authorized to attend the 2014 Western June District meeting in Virden on June 11 th, Be It Further Resolved That they be paid in accordance with Bylaw c) Small Town Big Risks Workshop No WHITE-BRAY Be It Resolved That Council & the CAO be authorized to attend the Small Towns Big Risks Workshop at the City of Brandon on Thursday, June 12 th, Be It Further Resolved That they be paid in accordance with Bylaw d) Offer to Purchase nd Ave No SMITH-WHITE Be It Resolved That Council accept the offer by Grant & Carol Murray to purchase Lots 34/36; Block 8; Plan 236 for $25, and that both parties agree to the listed conditions with the exception of Item 3; Be It Further Resolved That the purchaser be responsible for all of their legal costs and transfer fees. Be It Further Resolved That Mayor T. Gill and CAO K. Bridgeman be authorized to sign the necessary documents.
