1 MCADAM VILLAGE COUNCIL MINUTES OF MEETING MARCH 24, 2011 The regular monthly meeting of the McAdam Village Council was held on Thursday, March 24, 2011 in the Village of McAdam Council Chambers. Mayor Carroll presided and the following members were present: COUNCILLORS: Doug Laking John Kilbride Doug Goss Stephen Sloan COMMUNITY OPERATIONS: OFFICER CLERK/TREASURER: Jim Little (away vacation) Ann Donahue Mayor Carroll called the meeting to order at 7:05 p.m. and welcomed the following members of the McAdam Girl Guides to the meeting; Connie Klein, (leader) Kerry Little, (leader) Kaitlyn Gaines, Ashley Little and Brenna Arsenault. Mayor Carroll informed the girls of the procedure for council meetings and the protocol that there is absolutely no talking permitted by the visitors during meetings. 1

2 APPROVAL OF MINUTES: The minutes of the regular monthly meeting of council held on February 28, 2011 were circulated and reviewed. Since there were no errors or omissions it was moved by Councillor Goss and seconded by Councillor Laking that: The minutes of the regular meeting of council held on February 28, 2011 be approved as circulated. MOTION CARRIED. The RCMP may not be able to attend this meeting of council as they had notbeen available to attend a previous meeting scheduled for 6:00 p.m. this evening. BUSINESS ARISING OUT OF MINUTES: Review of RCMP Contract - Mayor Carroll advised council that contact has not been made as yet with the Department of Public Safety representative to review the contract for policing. A meeting is to be held in the near future. Permanent Power in Heritage Park - Further discussion will take place with regard to this when Jim Little returns from vacation as it has not been determined on which pole the power is to be installed. Two members of the RCMP arrived at the meeting. Flood Relief - Mayor Carroll advised council that $ has been received to help with the flood in the village. Thank you to W & R Gillespie - Mayor Carroll circulated for review a copy of the wording for the plaques to be purchased for W & R Gillespie and two of their employees. It was agreed that the plaques be finalized and presented to them in the near future. 2

3 Animal Control By-Law - Mayor Carroll advised council that the by-laws for New Maryland and Quispamsis were received and reviewed. Cats are included in each by-law, one by-law has a licensing fee for cats and the other by-law does not license cats. Dangerous dogs are also dealt with in each by-law. Mayor Carroll advised council how dangerous dogs are dealt with in the two by-laws. We agreed to further discuss the issue of cats at the next regular meeting of council. Corp. Chris Campbell and Sgt. Rene Bernard of the RCMP then met with council. The Police Report for the month of February will be reviewed at a later date. He also advised that things have been relatively quiet In the village for the past month. Sgt. Bernard advised council of the priorities that the RCMP have agreed upon; (1) increased visibility (2) continue with their fight against illegal drugs and (3) youth connection, regarding vandalism, crime and prevention as well as drug problems with youth. Mayor Carroll and Councillor Laking will be attending an RCMP meeting early next week. Discussion took place with regard to the application that is currently being drafted which requires an RCMP involvement in the program. Cst. Catherine Bouchard will be meeting with Mayor Carroll in the near future to discuss this application and project. The deadline for the applications to be submitted is April 15 th. Discussion was held on the policing contract, umbrella or extended agreement vs direct contract. The contract for the village expires in Mayor Carroll is waiting to meet with the Department of Public Safety in the near future to discuss contracts. (All of council will be invited to attend this meeting.) Mayor Carroll and council thanked Corp. Campbell and Sgt. Bernard for meeting with council at this time. 3

4 At this time in the meeting Mayor Carroll talked with the members of the Girl Guides and introduced all members of council to the group as well as advised them of the duties of each councillor. He explained that the minutes of the meetings are tape recorded as well as kept in a minute book. Each girl introduced themselves to council as well. Mayor Carroll and council thanked the Girl Guides for meeting with council. NEW BUSINESS: Physiotherapy Meeting - A meeting is to be held on March 28 th at 3:00 p.m. with Patty Bryne and employees of Region 3 Health to discuss physio services in the village. All of council were requested to attend. Finn Report - Mayor Carroll advised council that meetings to discuss the Finn Report are to be held in the Province. A meeting is to be held in Fredericton on March 30 th at 7:00 p.m. Mayor Carroll and all council will try to attend this meeting. Animal Control By-Law - Mayor Carroll advised council that a letter has been received from Ann Inscho, owner of 30 First Avenue regarding council s previous discussion dealing with cats in the village and the proposed change in the animal control by-law. This letter was read for council at the meeting. Assets for Sale by Province - A letter has been received from the Department of Supply and Services advising that the property located at 16 Depot Street is surplus and is available at a cost of $ After discussion it was moved by Councillor Sloan and seconded by Councillor Goss that: We decline the offer to purchase the property at 16 Depot Street. MOTION CARRIED. 4

5 Building By-Law - The revised building by-law was circulated for review. It was agreed that this by-law would be typed and reviewed again at the next monthly meeting of council. Discussion was also held on acquiring a building permit for roofing and refunding the amount if a receipt is shown from the Landfill Site after the shingles have been disposed of. Dinner/Discussion with Business Community - Mayor Carroll advised council that a few years ago village council held a meeting with entrepreneurs of the business community to discuss ideas, community issues, etc and he wondered if council would like to host another dinner meeting in the near future. After discussion it was agreed that a meeting/dinner should be held sometime before the end of May. Engineering Services - Mayor Carroll and Councillor Kilbride have discussed engineering services for the village from ADI Limited. The cost of the service was discussed as well as the percentage that we are being charged. Discussion also took place with regard to hiring another engineering firm to complete work using drawings that have been completed by a different engineering firm. After discussion it was moved by Councillor Kilbride and seconded by Councillor Sloan that: We hire ADI Limited to do the engineering services for the Gas Tax Fund projects this year. MOTION CARRIED. It was agreed that a meeting will be held in the near future with ADI Limited to discuss the projects, costs, timelines, etc. Financial Review of West Street Project and RinC Project - Mayor Carroll circulated for review a financial review of the two projects. A discussion was held on both projects. 5

6 Meeting held with Hon. Keith Ashfield - Mayor Carroll advised council that a meeting was recently held with Hon. Keith Ashfield regarding the Dam at McAdam Lake. Public Meetings on proposed new Wetlands in NB - Mayor Carroll and Council attended the recent meetings regarding proposed new Wetlands in NB. Since these meeting were held it was announced by the minister that the Wetlands Policy will not be implemented. McAdam Economic Development Corporation Mayor Carroll and council will meet with members of MEDC on April 19 th at 6:00 p.m. The next monthly meeting of the McAdam Village Council will be held at 7:30 p.m. on April 19 th. Finn Report - Councillor Goss previously circulated information to all council with regard to the Finn Report. Mayor Carroll thanked Councillor Goss for providing the news articles. COUNCILLORS REPORTS: Doug Laking - Nothing to report. John Kilbride - Councillor Kilbride advised Councillor Goss that a portion of the fence at the ball diamond is open. Councillor Goss is to check into this. The snow plowing is done for the winter and the works department is off the winter shift. The manhole and sewer line on Maple Street have been flooding during heavy rains more often. This sewer line needs to be reviewed and examined. Doug Goss - A report for the Recreation Department has been received and circulated for review. 6

7 The committee for the ECG machine has been struck and has held their first meeting, Councillor Goss updated council at this time in the meeting. Councillor Goss asked why the advertisement for the sewer disconnections were not in the Lions News this issue. Mayor Carroll advised that the disconnect letters have been sent out and the advertisement will be placed in the Lions News again in April. A list of the total number of accounts that are in need of disconnect are as follows; Accounts with a balance of $ or over 4 Accounts with a balance of $ $ Accounts with a balance of $500 - $ Accounts with a balance of $250 - $ Accounts with a balance of 0 - $ Current accounts are not included in these numbers. Current (2011) accounts will also be in arrears after May 1 st. The disconnections will take place as discussed with the higher accounts being dug first. All accounts need to be paid in full prior to May 1 or financial arrangements made as stated in policy. Disconnections will take place after that date. Stephen Sloan - The renovations in the library and the Heritage Room are complete. The doors in the fire hall will be completed in the near future. The outside light for the Heritage Room will be repaired in the near future as well. It was moved by Councillor Sloan and seconded by Councillor Laking that: We go into a Closed Meeting of Council to discuss a few items of business. MOTION CARRIED.
