1 JOB DESCRIPTION Job Title: Financial Accountant Department: Finance Location: Leeds (with occasional travel to London) Reports To: Assistant Director of Finance Manages: 2 direct reports Date Prepared: August 2017 PURPOSE To lead the delivery of all financial accounting operations for the charity and its financial ledger. This is a broad role that will require the post-holder to manage the sales and purchase ledger team, lead on annual accounts, and ensure the integrity of the financial ledger is maintained. The post-holder will be a senior member of the finance team expected to contribute to the development of the finance function, including supporting on managing any system improvements and advising on any legislative information affecting the charity. NATURE & SCOPE The NHS Confederation is the independent membership body that represents all types of providers and commissioners of NHS services in England, Wales and Northern Ireland. Its business operations are performed through two entities; the NHS Confederation and its subsidiary company. The Financial accountant will lead on all financial accounting matters affecting the charity. This will include the production of the annual financial statements for the
2 charity and managing the transactional functions of the purchase and sales ledger teams. A key part of the role is ensuring the that there are efficient and effective processes, policies and controls in place in relation to the financial ledgers, that ensures the protection of the charity s funds, and allows the management accounts function to produce meaningful financial reports to business units. STRUCTURE CHART Director of Finance and Resources Assistant Director of Finance Head of Partnering and Financial Management Financial Accountant Project Accountant (Fixed Term) Management Accountant Assistant Management Accountant Finance Assistant - Credit Control Finance Assistant - Purchase ledger ACCOUNTABILTIES Financial Statements Lead on the overall design and production of the annual financial statements for the charity, co-ordinating with the Head of Partnering and Financial Management an effective year end process Lead on the planning cycle for delivery of the financial statements in accordance with the governance framework and timetable; engaging with key stakeholders both internal and external where appropriate.
3 Ensure that the charity statement of recommended practice (SORP) is followed when compiling the accounts for review, and all other relevant guidance is considered in relation to the charity s responsibilities. Ensure the Asset Register is maintained throughout the year to support the completion of the financial statements. Be the lead contact for the audit fieldwork and planning meetings, managing queries and escalating to the Assistant Director of Finance where necessary. Support the Assistant Director of Finance in finalising the financial statements based on the auditors key findings report and audit committee opinion in readiness for the Board of Trustees and chair to formally sign. Support the Assistant Director of Finance in facilitating the signing of the financial statements and co-ordination of external audit sign off. Ensure financial statements are filed on time for the Charity Commission and Companies House. Purchase and Sales Ledger Manage the purchase and sales ledger team by setting clear objectives for the team, ensuring the efficiency and effectiveness of the transactional processing side of the finance team. Design and implement effective procedures and policies for the team to follow and request from staff in relation to payments and receipt of income, and ensure the team has the resources it needs to carry out their duties to timetable, managing and escalating pressures where appropriate. Provide analysis in the form of reports to the Head of Partnering and Financial Management or Assistant Director of Finance that shows the performance of the team in relation to KPIs (e.g. debt recovery targets, income generation, PO compliance) Liaise closely with the Assistant Management accountant on income related issues to ensure robust forecasts are achieved. Liaise closely with membership and events leads to ensure income is generated in the most efficient way Deputise for team members when required or when an area is under pressure.
4 Financial policies, reconciliations and tax Support the Assistant Director of Finance in ensuring that all Standing Orders, Standing financial Instructions, policies and procedures are up to date, reviewed regularly, and followed by staff, escalating to the Director of financial operations where there is non-compliance. Lead on and complete control account reconciliations, ensuring completion to timetable with a timely resolution of issues arising, and a smooth transition into the year-end process Ensure that all staff are trained effectively to follow procedures by holding regular training sessions (particularly inductions) co-ordinating with the Head of Partnering and Financial Management. Support the Assistant Director of Finance by being the lead contact in relation to all tax issues affecting the charity. This includes completion of the quarterly VAT return, VAT related contract issues, corporation tax and employment taxes. This will require regular attendance at tax related seminars. Management Accounting and internal audit Be the key link for information and queries regarding transactional data generated in the purchase and sales ledger to allow the management accounting function to produce reliable, timely and relevant financial information. Support the Assisting Director of Finance in management of the financial accounting related internal audits and related recommendations for completion. Banking, treasury and cashflow management Design and implement effective banking procedures, liaising with the Charity s banking relationship manager Regularly review procedures are best practice helping to protect the organisation from fraud Design and implement a cashflow forecast that ensures we have the appropriate amount of working capital to meet the charity s immediate needs for payments to suppliers
5 Support the Assistant Director of Finance and Head of partnering and Financial Management in developing a high level 12 month cashflow forecast for the quarterly performance report. In line with the investment policy and in support of the Director of finance and resources, manage the deposit and investment of cash to ensure we maximise interest returns. Projects and Systems development To contribute to the further development of the financial systems and wider business unit needs by helping the Director of Finance and Resources, Assistant Director of Finance and Project Accountant in developing business cases as appropriate. Provide financial advice and support on corporate financial issues and groupwide projects where appropriate Line Management and other Line manage the Sales and Purchase ledger administrators To help develop and maintain professional standards within the Finance Department and to actively seek and encourage feedback from users of financial services to enable continuous improvement plans to be implemented. To help recruit, manage, motivate and train finance staff as appropriate To manage a diverse set of conflicting priorities. To set and negotiate priorities for themselves and others. To demonstrate a commitment to Continuing Professional Development. To act as finance representative at meetings as appropriate Any other duties, commensurate with the grade and nature of this post.
6 Person Specification Criteria Education & Qualifications Qualified CCAB accountant. Experience Experience of working with external financial bodies such as banks, HMRC, pension and insurance providers and other agencies. Experience of Charity Accounting. Knowledge & Skills Highly proficient and experienced in financial accounting and reporting including external statutory reporting and audit. Experience in tax, VAT and audit requirements (SORPS-FRS102). Proven ability for implementing and monitoring financial controls. Excellent planning, organisational and time management skills. Proven planning skills. Ability to maintain current knowledge of all relevant financial legislation. Experience of motivating & developing teams including performance management and appraisals.
