2 Functions and duties + BUDGET and FINANCE - Financial Management Initiate, prepare and review the financial transactions (budgetary commitments, contracts, agreements, amendments, etc.) addressing all legality, regularity, financial, accountancy and budget aspects File financial documents, correspondence and returned files and requests for clarification, according to filing rules, both in CRIS and in proper files. Draft financial aspects of contracts (addenda) Ensure that the adequate financial circuits are in place and followed + PROCUREMENT and CONTRACT MANAGEMENT - Contract Management Ensure conformity of procurement with Regulation, practical guides and instruction notes to guarantee legal, regular and sound financial management in assistance programmes Participate in tender evaluations as Chairperson or Secretary in direct management environment and represent the Delegation Verify the legal aspects of contracts and addenda signed by the Delegation Contribute to internal and external communication and knowledge on contractual issues + AUDIT, CONTROL and INSPECTION - Monitoring and reporting Assist with audit missions Follow-up on audit reports and other controls including OLAF related matters + INTER-SERVICE COORDINATION and CONSULTATION - Internal co-ordination Ensure smooth coordination and exchange of information with other sections of the Delegation and with the concerned services at headquarters Ensure proper archiving and filing of documents for which the Section is responsible related to EU assistance programmes + LEGAL ANALYSIS, ADVICE and ASSISTANCE - Legal Advisor Provide legal advice and act as centre of expertise in contractual matters and in procurement cases Act as contact point for the Legal Service and prepare contributions for court cases as well as complaints Draft answers to complaints and follow-up complaint cases and requests for conciliation procedures + INTERNAL COMMUNICATION (general) - Any other business Within the framework of the Staff Regulation, to carry out tasks linked to the job description as instructed by his/her superior Job requirements Experience + ECONOMICS, LAW, FINANCE, FINANCIAL ENGINEERING and SERVICES Job-Related experience: at least 1 year Qualifier: essential Languages Listening Reading Spoken interaction Spoken production Writing French B1 B1 B1 B1 B1 English B2 B2 B2 B2 B2 04/09/ / 5
