1 Job Description Appendix A Job Title: Environmental Technical Officer Environmental Monitoring Job Evaluation (SP10): Directorate: Division: Reports to: Supervision of: Position Purpose: Grade: 12 Pathway: T2 Science & Information Date Prepared/Reviewed: 14 May 2015 Environmental Information Senior Environmental Technical Officer Nil The position is responsible for: 1. Carrying out the collection and processing of environmental data which meets the needs as defined by the ISO: 9001:2008 accredited quality system, annual work plans, service level agreements, monitoring strategies, plans, programmes and project managers. 2. Being involved in all of Council s environmental monitoring programmes such as the monitoring of air quality, bio-monitoring, groundwater, surface water hydrology and quality as and when required. This position requires participation in Environment Southland s after hours flood warning roster NB: This position may require some work to be completed outside Environment Southland's normal hours of work of 8:00 am to 5:00 pm Monday to Friday. 3 Work Profile Key Result Area - Environmental Monitoring, dissemination and Data Integrity Key Tasks I am successful when I have authority to Collect, verify and archive environmental data including time series and field samples, to standards specified by the quality system or to individual client requirements as specified in the Service Level Agreements Carry out environmental monitoring investigations as required and directed by the PETO/SETO or Environmental Information Project Leaders Ensure all portable and insitu field equipment are fully operational at all times and within calibration before using to ensure data integrity Maintain awareness of new technology and standards in the area of environmental data collection and processing. Carry out product evaluation, analysis and familiarisation of new equipment to establish SOP s Develop and maintain individual and team competence in areas for which I have technical responsibility. (Areas of technical responsibility are detailed in Part 2 Work Output, of the PDP) Data is collected and checked in accordance with documented field and office procedures and standards, or to client specifications outlined in the service level agreements for all aspects of monitoring Field samples are collected in accordance with standards and procedures detailed in the service level agreements Equipment failures and non-conformances are dealt with promptly and thoroughly, and in accordance with the specified standards and agreements Ensure familiarity and competency with the operation of new technology, systems and standards as these are implemented I am proficient in technical areas for which I am responsible I keep other staff of the Environmental Information section aware of developments and issues within my area(s) of technical responsibility 3 Carry out responsibilities delegated/requested by the Principal or Senior Environmental Technical Officer or his/her representative Attend to all equipment failures as directed, promptly and thoroughly, to maintain data quality, integrity and continuity Keep ED staff informed of issues and developments in areas for which I have technical responsibility Carry out training of staff in my area of technical expertise. Identify training needs and make recommendations on training programmes Carry out tasks that are required by project leaders in a time frame that satisfies the criteria in the service level agreement.

4 Key Tasks I am successful when I have authority to Appendix A Ensure other Environmental Information team members including Project Leaders are well informed with developments, issues or new systems within my area (s) of technical expertise Respond to service requests outside normal working hours in accordance with the afterhours availability policy and service level agreement criteria Contribute to environmental information projects by providing technical expertise, procurement of resources, advice and assistance with the design and implementation of the project tasks Ensure the data integrity for the sites that I have been allocated is maintained with regular maintenance and biennial inspections that are carried out in a timely manner Record and enter field sample information according to standards and service level agreements I assist with the training of staff especially in my area of technical expertise I carry out service requests successfully and promptly and within time frames stated in the Service Level Agreements The information I provide is technically sound, relevant and credible. The data integrity for the sites that I have been allocated is of a high standard comprising the required number of inspections, current biennial assessments, equipment calibrations and minimal outstanding maintenance issues Standard operating procedures are developed in a clear and easy to follow format in accordance with the project leaders specifications and requirements Information entered is accurate, well documented and timely Identify needs for the sites that I have been allocated and make recommendations on any improvements necessary Create standard operating procedures for project leaders according to their specifications 4

5 Key Result Area Flood warning Key Tasks I am successful when I have authority to Participate in the Environment Southland rostered 24-hr flood warning service Gain knowledge in flood warning software, and infrastructure Communicate in a timely manner accurate information. Provide expertise to Emergency Services. The media and other stakeholders are kept well informed of the situation Ensure that equipment and systems are operating according to Quality Assurance standards and the Hydrology and Flood warning service level agreement After hours availability is 24 hours a day for every day rostered. Callouts are responded to in a timely manner as outlined in the policy and service level agreements The monitoring of systems that provide flood warning, rainfall and flow information are maintained while on duty and Flood Warning responsibilities are acted in a judicious manner I maintain good communication providing accurate information and expertise to Emergency Services and other stakeholders to keep them well informed of the situation or potential situation Flood warning duty procedures are carried out as prescribed by the Hydrology and Flood warning Service Level Agreement I issue timely public warnings and forecasts in accordance with agreed standards ED staff, the Senior Hydrologist and Hydrologist are well informed of flood warning needs, particularly those that are immediate. I understand all facets of the flood warning system from data collection to reporting 5 Issue warnings and forecasts via media interviews and the Environment Southland website to inform the public of the situation Carry out all responsibilities and directions contained in the Flood warning manual Become familiar with new technology and systems Consult with stakeholders

Report all incidents, near-misses, new hazards and accidents promptly. Preparation (including, but not limited to, information checking and appropriate gear) is completed prior to departure to the field. Attend required health and safety training and induction sessions. 8 Person Specification The following attributes and experience are sought for this position. Knowledge, Skills and Experience A relevant undergraduate degree. A minimum of two to three years experience in environmental data collection and processing. Good numeracy and analytical skills. Good technical skills. A full driver s license. Sound computer skills, with literacy in word-processing, spreadsheets, and database management. An ability to learn new computer programs is essential. Good written and verbal communication skills. Personal Qualities and Attributes Genuine interest in, and commitment to, environmental management, and a willingness to work outdoors in all weathers. A reasonable degree of physical fitness and swimming ability is required. Accuracy and attention to detail. Highly motivated with the ability to work without close supervision, and exercise judgment on when to consult others and seek advice. Able to work effectively in a team. Willingness to share information. Strong customer focus. Willingness to promote and demonstrate the values of Environment Southland. 8

9 Additional Information Civil Defence Duties All staff of Environment Southland may be required to undertake Civil Defence duties in the event of an emergency. Training will be given as appropriate. Performance Review We have a Performance Development Programme (PDP) that is the basis for performance assessment at all levels of the organisation.
