The consultants on the shortlist will be judged on the following criteria on the basis of their updated resume. Level of education in general 20% Educational level compared to the field of mission 20% Years of experience in general 20% Number of years of experience relevant to the mission 40% Terms of reference for Individual Consultant in CGE Modeling for Structural Transformation and Accelerated Growth I. Background The Macroeconomic Policy, Debt Sustainability and Forecasting (ECMR.1) Division of the Macroeconomic Policy, Forecasting and Research (ECMR) Department is responsible for undertaking research on macroeconomic policy issues; conducting debt sustainability analysis and forecasting for policy analysis within the Bank s broad developmental work and operations support to the RMCs. Specifically, the department uses policy simulations from the macro models to advice RMCs on sectoral prioritization of their development options. This prioritization helps RMCs to focus development efforts towards sectors that hasten the pace of structural transformation and accelerates economic growth. In particular, the department is leading conduct of research in support of the implementation of the Bank s High 5s agenda.

The Call In order to complement the work of the macroeconomic modelling team, the division is seeking services of a consultant to lead in developing a Computable General Equilibrium (CGE) model for policy analysis in individual member countries. The CGE model should take into account specific structural characteristics of different African countries with abilities for sectoral policy analysis agriculture, manufacturing industry and services with the highest levels of disaggregation possible and ability to simulate responses of employment, poverty, inequality and growth to different policy actions. III. Duties and responsibilities of the consultant Under the overall guidance of the Director of the Macroeconomic Policy, Forecasting and Research Department, immediate supervision of the Manager, Macroeconomic Policy, Debt Sustainability and Forecasting Division and working closely with the Task Manager for this assignment, the consultant s tasks are to, inter alia: i. Lead development of a prototype CGE model that can be applied to any African country with high level of disaggregation at the sectoral level and ability to analyse policy in the High 5s and their impact on poverty, labour market outcome inequality and growth. ii. Produce documentation of the model developed including the theoretical framework adopted, model codes; estimation techniques and simulation results iii. Disseminate the results at the internal Bank seminar and to stakeholders in selected regional member countries (RMCs) iv. Apply the model and assess its policy implications to a small African economy facing binding structural constraints to growth and publish the research output in the Bank s Working Paper Series v. Conceptualize and initiate specific research studies on key sectoral issues for policy analysis in the RMCs vi. Produce economic briefs and other economic intelligence knowledge products as may be assigned vii. Perform any other duties as may be assigned by the Division Manager IV. Duration and Location The consultant will be based at the Bank s Headquarters in Abidjan, Cote D Ivoire and will work full time for an initial period of 6 months from 12 th April 2018 to 11 th October However, depending on circumstances to be considered on a case by case basis, there is possibility to work from the consultant s location with regular virtual meetings and possibility of at least one mission travel to Abidjan.. There is no expectation of automatic contract renewal but may be renewed based on the needs of the division and the performance of the consultant. V. Competencies At least a Master degree (or its university equivalent) in Economics, preferably Development Macroeconomics/Econometrics, Applied Statistics or a related field At least 5 years of relevant professional and practical experience in macroeconomic modelling and analysis, preferably gained in a development/policy oriented institution in Africa or low-income countries Proven practical experience in building CGE models for policy analysis and advice in an African context Client and results oriented individual, with strong analytical and communication (both orally and written) skills, sense of accuracy, attention to detail and ready to work in a multicultural setting. The working languages of the AfDB are French and English. For this task, fluency in English is required; knowledge of the other is desirable. VI. Remuneration for the Assignment The Consultant will be paid a lump sum for the whole exercise commensurate with the number of years of experience and deliverables and in line with the Bank s guidelines for remuneration of individual consultants. Where applicable, the Bank will cover travel expenses for official missions in line with the Bank Travel Policy for consultants.
