Swaziland Duty Station Mbabane Start Date 01 October, 2013 Duration Supervision Quality Assurance BACKGROUND 26 Days within 4 consecutive calendar months UNODC, NPC and HMCS HIV&AIDS Committee Regional Service Centre His Majesty s Correctional Services (HMCS) recognizes the seriousness of HIV/AIDS, Tuberculosis (TB), and other chronic and non infectious diseases as well as other psychosocial disorders that affect the Correctional Services community, which comprises offenders, officers and their families. HMCS therefore endeavours to improve the life, health and welfare of its community through organizing and establishing programmes for the provision of prevention, treatment, care and support programmes. Despite the high prevalence of HIV (26% in the population age group years) and TB (about 7 000/ population), Non-Communicable Diseases (NCDs) in Swaziland accounted for an estimated 28% of all mortality in Prisons are one of the high risk environments in which to work and live since it has been observed globally that, the rates of infections tend to be significantly higher in prisons than in the general population. It is alongside this background that UNODC is supporting HMCS, to develop a Wellness policy with the aim to improve the Health and Social welfare of the Correctional Services community. Together with the policy, a comprehensive and costed strategic plan will be developed, which will provide a road map on the policy implementation, and to assist HMCS in establishing priorities to better serve the needs of the Correctional community. The strategy should be moulded and integrated into HMCS vision, mission and regulations. This exercise is envisaged to contribute towards strengthening the HMCS response to the HIV/AIDS, TB, other communicable and non communicable infections, including psychosocial disorders through the provision of an effective, gender sensitive, human rights and evidence based programmes. INSTITUTIONAL ARRANGEMENT The consultant will work under the direct supervision of the UNODC Regional Programme Coordinator, and will work closely with the UNODC National Project Coordinator (Swaziland) as well as His Majesty s Correctional Services HIV and AIDS Committee. 2 PURPOSE OF THE CONTRACT The consultant will provide expert leadership to assist HMCS in the development of a Wellness policy and a 5 year ( ) strategic plan through considering the following: Ensure health promotion and awareness for the Correctional Services community on diseases and other elements that affect human life. Provision of prevention, treatment, care and support for the Correctional Services community by creating awareness on health issues and other relevant social ills, conditions and situations can negatively affect their life expectancy. Provision of a framework for the protection of human rights and dignity of all the affected individuals. To warrant reduction of stigma and discrimination of those affected or infected. To ensure that HMCS Wellness policy guidelines comply with current legislation and do not infringe on the constitutional rights of the affected individuals. The finalisation of the policy and strategic plan will assist HMCS in directing the implementation of the Wellness interventions that are responsive to current issues in the country that affect the department. This process will also contribute towards an enabling policy environment and the development of key recommendations that can be used for appropriate HMCS Wellness programming and implementation. SCOPE OF WORK The consultant will conduct the development of the policy and strategic plan in collaboration with key stakeholders and partners. The use of the appropriate participatory approaches is essential for this exercise. The consultant is expected to: 1. Draft/write a policy development inception proposal and work plan for the entire exercise; 2. Desk review of the relevant literature on wellness (reports on implementation of the current wellness programmes in other Ministries and relevant departments), strategies and other relevant wellness documents. 3. Collate, analyze, consolidate and draft the HMCS wellness policy and strategic plan within the given timeframe; 5. Lead a debriefing and validation meetings with UNODC, HMCS HIV and AIDS Committee, and other HMCS stakeholder; 6. With the support of UNODC, facilitate the meeting for the endorsement of the policy and strategy documents with senior officials from HMCS and other relevant Ministries and departments and the Public Policy Coordinating Unit (PPCU); 7. Submit policy and strategy documents to the Public Policy Coordinating Unit (PPCU) and follow-up on approval processes; DURATION OF ASSIGNMENT The Assignment should be completed in 26 working days and expected to be carried out within a 4 (four) months period, from the first stage through to the final stage: Deliverables Development of an inception report and work plan including initial meeting with UNODC and HMCS HIV and AIDS Committee and the HMCS Senior Officials. Remuneration will be released in four separate installments subsequent to approval of deliverables by UNODC: The first installment amounting to 20% of the total cost of the contract will be released upon receipt and UNODC s approval of the work plan and inception proposal. The second installment of 30% of the total cost of the contract will be released following submission and UNODC s approval of a progress report on the development of the policy, including reports from the consultation meetings. The third installment of 30% of the total cost of the contract will be released following submission and UNODC s approval of a draft policy. A final instalment amounting to 20% of the total cost of the contract will be released upon receipt and UNODC approval of a final policy document, a final assignment report, including a report of the consultation meetings and final presentation meeting to UNODC, HMCS HIV and AIDS Committee and relevant stakeholders. 5 ACADEMIC QUALIFICATIONS AND COMPETENCIES A Masters Degree in Social Science, Public Health, or other relevant disciplines; An additional qualification in Public Administration and Management or Policy Development will be an added advantage; A minimum of 5 years experience in the development of policies and other relevant documents Demonstrate knowledge and experience in coordination of national multisectoral stakeholders in a leadership role; Demonstrate team leadership skills, with ability to supervise and support multi-disciplinary teams of professionals and accomplish tasks with multiple objectives; Ability to critically analyze issues, manage conflicts and take informed decisions; Excellent writing, oral communication and presentation skills both in English and SiSwati; Excellent report writing skills; Excellent computer skills (MS Office).
